클러스터는 유사하거나, 상호 관련된 기술을 사용하는 기업들과 관련 조직들이 지 리적으로 특정 장소에 집중하여 하나의 집단을 이루고 있는 상태를 의미한다. 본 연구에서는 클러스터 형성의 기본이 되는 집적화가 어느정도 이루어졌는지 그리고 시간의 흐름에 따라 집적화 정도가 어떻게 변화했는지를 집적성, 연계성, 경제성 측면에서 분석하였다. 분석결과 집적성 차원에서는 산업체의 집적이 이루어지고 있으며, 집적의 절대규모 와 상대규모에 있어 클러스터별로 차이가 존재한다. 연계성 측면에서는 각 지역의 특화산업 중심으로 미니클러스터(MC)가 구성되고 이를 바탕으로 연계강화 활동이 이루어지고 있으며, 경제성 측면에서는 부가가치액과 수출액 증가 등 경제적 성과 의 증가세를 보이고 있다. 집적화에 있어 클러스터별 규모의 차이가 크게 나타나 정책 수립에 있어 획일적 기준을 적용하는데 한계가 있다는 것을 알 수 있다.

The Cluster means a status that particular businesses and organizations which are similar or using interconnected technologies are geographically concentrated and forming a group. In this study, analyzed how much the integration, which is the basis of cluster formation, is proceeding, and how much the degree of the integration is changing with time in terms of integration, connectivity and economic. As a result, in terms of the integration of the businesses is occurring, and there were differences in both absolute and relative scale of integration in each clusters. In terms of connectivity, Mini-Clusters(MC) are formed based on the specialized industries of each region, and connection empowerment activities were performed based on each MC. In terms of economic, economic outputs such as added value and exports were increasing. When it comes to integration, there were huge differences between the sizes of the clusters, which implies that it is hard to apply an identical standard for policy establishment for the clusters.

본 연구는 지역에서 유치하여 운영하고 있는 특수목적고인 강원외국어고등학교가 지역발전의 토대가 되는 지역역량 개발과 지역 경제발전에 어떤 영향을 미치는가 에 대해서 선행적으로 고찰하고자 하였다. 지역역량에 대한 연구는 기존의 연구를 바탕으로 문헌적으로 고찰을 하고, 지역의 특목고가 지역경제에 미치는 영향에 대 해서는 외고설립으로 신규 유입된 인구로 인해서 유발되는 지방교부세 증가분과 강원도교육청에서 지원되는 교육비특별회계 이전수입 및 학부모부담 수입, 행정활 동 수입과 강원외고 구성원들이 기숙사와 교내에서 소비하는 각종 식자재 및 소모 품비와 양구지역으로 외출 시 소비하는 학생 및 학부모들의 비용 등을 분석하였다. 연구결과 양구지역에서 운영되는 강원외고로 인해서 지역발전의 토대가 되는 지역 역량 제고에 상당한 영향력이 있었고, 지역의 경제발전에 기여하는 부분도 일반적 인 예상을 뛰어 넘는 것으로 나타났다.

This thesis was conducted to clarify the impacts that Gang-won Foreign Language High-school, which is one of special purpose high-schools, has on regional competence development and economic development. The research about regional competence was based on the reviews of existing documents, and the effects of a regional special purpose school on the regional economy was surveyed through analyzing several factors such as increased tax money allocated to local government as more people moved into the area newly, revenues from special account of educational expenses granted by Gang-won Provincial Office Education, income from administrative activity, tuition, expenses spent by students and faculty inside the school and at the dormitory, and money spent by students and their family while they are going out into the downtown in Yang-Gu. It can be concluded that the operation of Gang-Won Foreign Language High-school has elevated regional competence greatly and contributed to the development of the county's economy more significantly than previously expected.

지방자치에서 지역의 대표자를 선출하기 위한 선거행위는 필수 불가결한 절차이다. 또한 국가나 지방자치단체가 선거과정에서 발생한 비용을 각 입후보자에게 공 적자금(예산)으로 보전해 주는 것도 마땅하다. 이는 실력은 유능하지만 재력이 없는 사람을 보호하고 기회균등의 차원에서 필요하다. 그렇게 하는 것이 바로 공영선 거제도가 목적하는 바다. 현행 공직선거법은 전국 동시 선거나 재·보궐선거시 입후보자가 당선 또는 사 망되었거나 낙선자의 경우 유효투표수의 일정비율을 얻으면 공적자금으로부터 50 ∼100%를 보전 받도록 규정하고 있다. 공직선거법이 선거비용 보전기준을 당선 또는 사망되었거나 낙선자가 일정한 비율의 유효투표수를 확보하면 보전토록 규정 되어 있기 때문이다. 이와 같은 방법은 원인자 부담행위는 물론, 형평의 원칙에도 부합되지 않는다고 생각된다. 뿐만 아니라 열악한 지방재정을 더욱 어렵게 하여 지 역 발전과 복지서비스를 저해시키는 한 요인이 되고 있다. 따라서 지금과 같이 선거에 소요된 비용을 무조건적·일률적으로 보전하지 말고 부득이 타의로 실시되는 재·보궐선거의 경우에만 보전되어야 한다. 따라서 자의에 의해 이루어지는 재·보궐선거비용은 이를 원인행위자가 부담토록 관련법을 개정 하여야 한다. 그렇게 될 때에 선거비용부담으로 인한 후보자의 난립도 방지할 수 있는 것이다. 그의 결과는 깨끗하고 참신한 사람을 보다 많이 확보할 수 있고 예산 낭비도 방지될 수 있는 것이다.

And a country or a local-self-government is rightful to supplement in formal money(budget) expenses to be occur at the election process. Because this is necessary system for a competent one to be able but no wealth one. In exiting public-office-elect-law candidates can supplement 50∼100% in case to be secured regular voting numbers among total available voting numbers in the whole-country-same-time-election or re-election and by-election; 100% Supplement - A candidate to be election or died. 50% Supplement - To be defeated and acquired candidates vote numbers of a regular proportion among all valid ballot numbers. But It's not only rightful but wrong things. Because like exiting law must be supplement unconditional, wholesales manner to a successful candidate and a defeated and acquired by fixed proportion in an election. For it's must only be assume elects by another intention; as defray expense to a causative action one. Only to do that can prevent candidates running for election in a disorderly array. As a result of it can elect successful candidates of cleanly, novelty more. And it can prevent to waste of budget.

어촌체험관광마을은 주민소득 증대 및 도시인에게 휴식·여가 공간의 제공을 목적으로 하는 것이지만 계획적이고 체계적인 어촌체험활동을 하기란 쉬운 일이 아니다. 그리하여 이러한 체험프로그램에 대하여 체험프로그램 위탁운영제도 도입, 축제기 획에 주민참여제도 확대, 축제프로그램과 연계한 체험형 이벤트 개발, 홈페이지 관리능력 향상, 체험프로그램에 대한 컨설팅 실시, 활동적인 체험마을 적극지원 등 이 요구되며, 지속적인 교육과 창의적 발상을 위한 개별적 노력이 요구될 뿐만 아니라 지역 리더들을 중심으로 일정교육을 통한 전문가로 양성할 필요성이 있기에 지자체를 이러한 문제를 감안하여 하루 빨리 ‘농어촌체험지도사’ 양성프로그램 을 운영하여야 할 것이다.

Experience tours of Fishing Village in Sokcho and some suggestions for its success The major purpose and role of the fishing village experience project are both to bring more income to the village residents and to provide the city dwellers with valuable chances to enjoy live entertainment and wonderful repose exploring farm life. However, it is not an easy task to present some productive and systematic fishing experiences to the visitors. To deal with this difficulty we suggest several approaches like introduction of professional experience program management, encouragement of people's participation during the festival, development of experience events in tandem with the festival, consulting and supporting competitive experience programs. The hosting villagers should be qualified as service professionals through continuous education programs, self development efforts, and creative ideas. The authorities concerned should consider the importance of these requirements and take timely steps to run a farm and fishing village experience specialist program.
