Human Security in Northeast Asia : Searching for Regional Cooperation

Given its history of regional tensions, devastating accidents and natural disasters, Northeast Asia is one of the most potentially sensitive areas in the world. As a result, the region’s countries are hard-pressed to respond quickly and adequately to human security needs, including, but not limited to, environmental, food, health, political and community security concerns. In the context of modern-day globalization, a new paradigm is needed to address these threats. This article examines several regional issues from the perspective of human security with the aim of deriving a new model for regional cooperation. The authors suggest that each country in the region set aside the realist directives currently seen in their foreign policies and, as an alternative, emphasize direct discussions between the countries’ officials and interdisciplinary activities between the respective states. New mechanisms for cooperation in this area are also discussed.

In the context of economic and trade globalization and the rapid development of China’s Internet technology, China’s cross-border e-commerce is booming. Since the global financial crisis in 2008, with the slowdown of global economic and trade development, China’s cross-border e-commerce transactions have continued to expend, accounting for an increasing proportion of China’s total GDP. From the perspective of cross-border e-commerce development, this paper uses the volume of cross-border e-commerce transactions from 2008-2020 and the quantity of mobile phone subscriptions and fixed broadband subscriptions to establish a VAR model analyzing the influence of China’s cross-border e-commerce infrastructure on cross-border e-commerce development. Based on the results of our empirical analysis, this paper proposes to improve China’s cross-border e-commerce infrastructure to ensure the long-term development of the country’s cross-border e-commerce.
What Drives Firms’ Learning-by-exporting in Korea

This study empirically investigates how knowledge assets affect the relationship between exports and productivity using panel data for Korean manufacturing firms. We establish a dynamic panel vector autoregressive model in first difference by considering the results of various panel framework tests, and employ a system generalized method of moments estimator to test the relationship between the study variables. The findings present convincing evidence of a learning-by-exporting effect. Moreover, firms’ labor and total factor productivity are shown to be significantly positively affected by their knowledge assets and organizational slack. Industry competition contributes to firms’ productivity enhancement as an external force, but government support has a significantly negative effect on firm productivity. This study shows the importance of continuously enhancing productivity by demonstrating that firms’ current productivity level is influenced by that of the previous period. We outline the implications of the study’s results.

Technological innovation has always been the main force driving the upgrading of Chinas industrial structure, and has an important significance for Chinas economic growth as well as industrial restructuring. The industrial structure occupies a relatively important position in the development of the national economy and is an important indicator of the current stage or level of a countrys economic development. Therefore, promoting the upgrading of the industrial structure through innovation-driven development is of great significance. China is in a critical period of transformation of its mode of economic development and the upgrading of its industrial structure, in which technological innovation plays an increasingly important role. Both the structural evolution of the three industrial sectors and the optimization and upgrading of the internal structure of each sector depend on the speed of technological innovation capacity, and in 2020, the proportion of the secondary and tertiary industries in China will account for 92.35%, which means that China's industrial structure upgrading has reached a certain level, and the secondary and tertiary industries have reached a high level of development. Therefore, the aim of this paper is to investigate whether and how technological innovation plays an important role in industrial structure upgrading and in what directions.
