This article examined complexity theory to apply to research in public administration. The basic concepts and models of complexity theory were reviewed. Those are the concept of chaos, butterfly effect, strange attractors, fractals, concept of chaotic system, which has nonlinear relations, and self organization whose characteristics is the creation of fluctuation, autonomy, self-transendence, micro-macro cooperation, share of information, teleonomy. Some implications and discussions are given to research in public administration about nonlinearity, hidden behavior pattern, bounded instability, control and autonomy, vision and culture, self organization and organizational learning.

The aim of this study is to introduce Performance Management System, and to analysis the feature of the Voluntary Evaluation System for Financial Programs. In terms of projects, support programs, and total budget, this study figures out how and why there show different characteristics, especially, it focusing on the Voluntary Evaluation System for Financial Programs in 2010. Based on the research outcome, it would be mentioned as policy implications for increasing the effectiveness of the Voluntary Evaluation System for Financial Programs.

The aim of this article is to propose guidelines for construction of the community governing regime by assessing community building projects using community transitional supportive organziation. The results of the analysis are as follows; First, it needs to establish separate systems of citizen sector and public sector in the community building system. Second, an exclusive department should be organized under direct control of the community transitional supportive organization. Third, community transitional supportive organization of the local administrative organization should lead the operation of this center while strengthening the functionality of the center to be suitable with the local situations. Fourth, it is necessary to diversify the way to proceed with the community building project, and to lood for a rule service coordinator as the third sector.

Existing renewal projects of full tearing down of buildings are overall structurally problematic for those pursuing businesses, procurement of management expenses, base facility installation, and public support. In addition, when carrying out urban renewal projects, there are many problems in the overall process at the project planning stage, project management stage, project pursuit stage, and project deciding stage. The characteristics of the problems found at each project stage during urban renewal and those concerned clearly show the limitations of physical urban regeneration. Existing urban regenerations show many problems in the physical, economic and social aspects. It is therefore necessary to examine what problems exist in the three aspects and draw up projects for comprehensive urban regeneration. Meanwhile, the study discusses simple urban regeneration compared to comprehensive urban generation and presents a review of local legislation based on a survey of expert opinions on the "Special Act for Urban Regeneration Vitalization and Support" pursuing comprehensive urban regeneration. It also provides an analysis of the current state of renewing Gyeonggi-do. Continued interest in the legislation is necessary for it to reflect the opinions of the local government through active monitoring, among others, and the local government council should press the central government to reflect their opinions.
