- The aim of this article is to propose guidelines for construction of the community governing regime by assessing community building projects using community transitional supportive organziation. The results of the analysis are as follows; First, it needs to establish separate systems of citizen sector and public sector in the community building system. Second, an exclusive department should be organized under direct control of the community transitional supportive organization. Third, community transitional supportive organization of the local administrative organization should lead the operation of this center while strengthening the functionality of the center to be suitable with the local situations. Fourth, it is necessary to diversify the way to proceed with the community building project, and to lood for a rule service coordinator as the third sector.
