The purpose of this research is to contribute to reinforcement for the function of community centers through citizen participation and linkage with lifelong learning institutions. As a result, this study suggests that it needs enforcement of citizen participation capacity building and autonomy function, development and diversification of citizen oriented programs, linkage and enforcement of local lifelong learning system, and linkage to neighborhood lifelong learning institutes.

This research will be discussed the theoretical categories of community political power through the concept and type of community political power. Community political power can be defined as the subject that can create to emphasis on the charge of the local community within the range of certain community. The power structure of the community is for med through the configuration and the type of power, the form of distribution of power and the connection between the rulers. Generally the power structure of community is typed the dominant group, the middle group and the dominated group. The discussion in the community power structure can be divided also known as “TOW” and forces of civil society, but the characteristics of these forces can be explained grass-roots democracy or grass-roots conservative force. The discussion about the community democracy can be showed from discussion of the deliberative democracy and the argument of representative democracy emerged as a new alternative. This article analyzes the general state of affairs of Bucheon City Facilities Corporation, and suggest some orientations for improvement from the voice of the author’s experience. They include lack of accountability and leadership, low basement of structure of business and profitable business, and infringement of autonomy.

The purpose of this study is to improve the Local Government Investment Appraisal System. So, this paper approaches it three aspects; process, contents, and follow-up of the system.
