All of the people or objects which are contacted during the activity of guard are added to range of objects. guard has to notice decision, question proposal ,observation , accomplish to be happened them at the same time recognizing the steps as soon as possible. Before a lot of information of client are shown, guard expert has to search observation of materialization ,extension of reservation, notification of business and causes of danger through personal interviews. Rapid communication system has to be assumed and effective caution , protection and shelter and following prevention are cooperated as well as has to care about safe of guard object by a protective wall. Today, in response to chemical, biological and radiological terrorism has been active for the study. However, if chemical, biological and radiological attack has occurred to respond to the agency has not conducted the research. The purpose of this study are as follows. First, South Korea and the United States 'CBR terrorism' comparative analysis of the response system. Second, South Korea 'CBR terrorism' measures to improve the system response is presented. To achieve the purpose of this study, the following research is carried out. First, determine the status of the case of CBR incident. Second, the United States 'CBR terrorism' response systems and organizational approaches. Third, Korea's 'CBR terrorism' response system and the problem is derived.

There has been tighten up the need of seismic retrofit about 31 public facilites since published “Korean Earthquake Damage Prevention Law”. Therefore, seismic studies have been developed and enforced the studies. Measuring dynamic stiffness of subsurface materials influence on seismic performance evaluation to build up seismic retrofit. The soil dynamic properties for seismic performance evaluation are N-value from using SPT(standard penetration test), dynamic shear elastic modulus and dynamic deformation modulus using laboratory tests. The most unscientific element in ground dynamic properties involved uncertainties is obviously N-value using SPT. This study shows that effect of N-value included natural and artificial uncertainties to seismic performance evaluation of ground structures is not only approached probabilistic analysis using FOSM method and tornado diagram, but also review how to spread effect of seismic performance evaluation of ground structures.

The purpose of this consideration is to present fundamental data for understanding and development the historical approach of Korea Protection by re-examining Royal guarding system through the history in Early Chosun Dynasty. This paper initiated from this critical mind seeking to understand the changing phase of Korea Guarding system, and fundamentally to find the future-oriented ways for the Guarding system. The main materials of history in Early Chosun Dynasty were re-examined, investigated and analyzed and the main references are a code of laws and official as well as private documents such as Kukjo-Oreyeui. Guards system for Royal prince has been found in Byung-jeon of Kyungguk-daejon. he Guards organization has dual system, one was Gumgun which was a private military man and the other was Wuibyung which was a Central military man. On the contrary, central military man were normally protected the royale palaces, but when the King come and go they accompanied and protected the King in safety zone. But just in case they did a job as a member of capital protection military affairs. A question of finance was the reason why there had been dual protection system due to financial matter. If it increased number of man it would pay much money, therefore central military man who has no relevance to national finance were supplied as members of military affairs for the protection of king.

The disaster preparedness system in Korea has been developed in spite of many obstacles, but there are still many problems especially on actual preparedness including disaster drill and disaster medical system. Disaster drills performed by wide regional emergency medical centers for one years were analyzed based on the disaster drill report and additional compensation of incomplete data by direct contact with the participating institutions. On the disaster medical drills in Korea, it is necessary to emphasize drills on various types of disaster, active participation of medical personnels, drills combined with various types of related institutions, process of disaster medical aspect.

In designing a railroad bridge, the fatigue is one of the main factors to be considered for ensuring safe operation. Especially, for a new type of a structural member, which has not been adopted to railroad bridges, the fatigue performance should be checked. In this paper, the fatigue characteristics of an IT girder are examined. The IT girder is a new type of a prestressed concrete girder which has two prestressed H-beams in the top of the girder to give the girder additional sectional capacity. To obtain the fatigue performance, a 10m IT girder specimen is designed, and a repeated load test is performed by applying the load cyclically two million times. The magnitude of the repeated load is determined considering the stress level under the service condition. During the test, static load tests are performed to identify the stiffness degradation. The fatigue performance of the girder is checked according to the Japanese and the CEB-FIB design codes. The fatigue test result shows that the IT girder satisfies both design codes.
