贵州省高校农村贫困生消费状况调查研究

With China’s consumption era, consumption has become the driving force of social development, University is one of the important consumer groups. Increase thenumber of college enrollment policy of colleges and universities, the number of college students are increasing year by year. Because of uneven economic development, as well as geographical environment, unemployment and familysudden major changes and other reasons, the emergence of a number of colleges and universities “exam, can not read,” at the moment of life, learning difficulties of poor college students. They are eager to fly out of the mountains, but the high tuition fees, living expenses and accommodation and other consumption. they are over whelmed by the the the family and an insurmountable gap. In the implementation of the preferential policies such as loans to the poor students, tuition fees, accommodation fees are a temporary solution, but the urban consumer communityhigh is also a problem faced by poor students. Poor college students as one ofvulnerable groups more and more attention by people, from learning, basic living consumption consumption and interpersonal aspects of poor college students’ consumptionstatus, and then puts forward some corresponding suggestions.

随着我国消费时代的来临, 消费成为社会发展的动力, 大学生是其中一个重要的消费群 体.高校扩招政策的出台和高校数量的增加, 大学生的数量也在逐年增多.由于经济发展不 均, 以及地理环境、失业以及家庭突发重大变故等原因, 高等院校涌现出一批“考得起, 读 不起”, 时刻处于生活、学习困境中的高校农村贫困生. 他们渴望飞出大山, 但是高昂的学 费、生活费及住宿费等各种消费, 是他们不堪重负的家庭又一道难以跨越的鸿沟.在国家 的各项优惠政策如助学贷款等的实施下, 贫困生的学费、住宿费问题得到暂时解决, 但是 城镇社区高昂的消费是贫困生面临的又一个难题.高校贫困生作为弱势群体之一越来越受 人关注, 从学习、基本生活消费及人际交往几个方面对高校贫困生的消费状况进行研究, 并在此基础上提出相应的建议.

中国物流信息平台的未来发展方向 : 关于政府和企业合办物流信息平台模式

With the development and improvement of logistics information technology, the Logistic Information Platform (LIP) that applies the advanced computer techniques and network communications in the logistic system has emerged. Meanwhile, LIP is presently confronted with great challenges, especially in terms of the role of government and enterprises’ participation. Therefore, this paper discusses the pros and cons of two approaches operating LIP (i.e., government-dominant or enterprises-dominant). In addition, based on the successful experiences of western countries, this paper attempts to put forward some suggestions about a new approach jointly operating LIP by government and enterprises, especially in the perspectives of standardization, security issues and complementary advantages.

自物流信息化以来, 物流信息系统伴随着物流行业的快速发展, 高效整合供应链各成员 的物流信息平台开始出现. 但同时物流信息平台在我国的发展面临着企业推广与国家参 与等等方面的诸多难题, 因此对物流平台的建设和运作机制, 尤其是政府与企业扮演角色 的探讨显得尤为重要. 本文运用国内现存的政府平台与企业平台发展现状例证与分析的 方法, 探讨现实状况下政府和企业各自运作平台的优缺点, 从而证明政府与企业合作的必 要性和优势. 并在此基础上借鉴国外平台发展历程中的成功经验, 就对国企合办物流平台 在标准统一、安全保障、优势互补三方面提出合作运营模式的相关对策和建议.

Logink (Chinese Public Logistic Information Platform) aims at reforming traditional transportation industry toward modern logistics and improving the competitiveness of logistics enterprises by using modern information technology. The scope of Logink service has covered the provinces and country, and expanded to the world. However, there are also restrictions and resistances in facilitating Logink operation. Based on the function and operation mode of Logink, this paper analyzes the roles of the government and market, including their current situation, advantages and disadvantages. In particular, the findings of this study address the reason of Logink’s current problems, and also provide a strategy for combining the functions of the government and market.

国家交通运输物流公共信息平台旨在以现代物流理念改造传统运输业, 以现代信息技 术提升运输物流企业. 平台按照统一标准提供信息服务, 已在短短数年间实现从省内、国 内到国际的跨越式发展. 但是其蓬勃发展的背后也存在限制与阻力, 本文在对国家交通运 输物流公共信息平台的作用和运作方式有所了解的基础上, 分析了政府和市场在平台运作 中的作用, 分别分析了两者的现状和优缺点, 从中找到平台发展出现问题的原因, 从而提 出政府与市场结合作用的发展策略. 同时, 在该策略指导下, 本文在平台目前最难解决的 推广问题上为平台提出一些具体建议, 希望为有助于提高其运作效率和扩大其覆盖范围.

Zhou Shan Archipelago New Area is the fourth national New Areas, which is also the first new national Area which focus on marine economy. Its mission is to push forward the development of marine economy and innovate the development model of oceans and islands. Zhou Shan Archipelago New Area is also one of the “One Belt and one Road” 15 key layout ports which is not only the important coastal node Maritime Silk Road city, but also in the framework of the Maritime Silk Road of the 21st century. The Silk Road countries strengthen economic, cultural cooperation and exchange, to launch a new round of opening up. Premier Li Keqiang made it clear to make full use of its location, the comprehensive advantages of coastline and shipping, at the same time, to construct transport service center. Zhou Shan should give full play to the location, resources and the existing condition of income service, as well as to improve intermodal transportation system, deepen the Yangtze River Economic Belt and docking Maritime Silk Road of the 21st century, Zhou Shan should also exert more effort to develop the Yangtze River economic belt act as a "finishing touch" of the strategic support role, so as to better serve the country's overall development. Zhou Shan City should take advantage of their own favorable geographical location and abundant resources. The city should give full play to its own as the first marine national economy theme new key layout and construction all the way along the port city. There is also need to improve the collection and distribution system and deepen the Yangtze River Economic Belt and connect the Maritime Silk Road of the 21st century. Furthermore, there should be an expansion of openness along with the strengthening of the introduction of foreign capital to maintain and sustain the rapid economic development.

With the rapid development of intelligent logistics technology and port economy in China, research and establishment of intelligent logistics information system has become an important consideration in the competition of port supply chains. The first port supply chain intelligent logistics e-commerce platform successfully developed by Chinese private enterprise is introduced in this paper. In addition, its overall design is illustrated and the economic benefits this platform brought for port supply chain management is analyzed.
