Recently, the area of ubiquitous computing has gained a great attention both in academics and in industry. However, previous research on this area attempts the categorization in part of context and the critical success factors (CSFs) and services of ubiquitous computing unsuccessfully. The purpose of this paper is to propose a framework on ubiquitous computing, including its context, roadmap, CSFs, and services.

경쟁 환경의 극심한 변화로 기업들의 비즈니스 모델에 대한 관심이 점차 증가하고 있다. 본 연구는 기업이 지속 가능한 경쟁우위를 확보하기 위해 혁신적인 비즈니스 모델(BMI) 로드맵을 새롭게 설계하거나 재설계하는 프로세스를 다루고 있다. 구체적으로 본 연구에서는 기업에서 사업 확장 및 신사업 개발에 활용할 수 있는 BMI 로드맵을 제안하고 실제 적용사례를 각 단계별로 소개하였다. 본 연구에서 제시된 TESAL이란 로드맵은 Market, Delivery, Offering, Production, Financial Model, Network and Partners 등 6개의 구성요소와 이를 세분한 15개의 Lever로 이루어지고 각 구성요소에 대한 창의적 아이디어 창출을 통해 설계되는 방식이다. 본 연구의 결과는 다음과 같은 몇 가지 시사점을 제공한다. 첫째, BMI 과정 실행시 조직이 가야하는 목표에 대한 공유와 이를 달성하기 위해 추진해야 할 적절한 활동계획의 수립이 중요하다. 둘째, 사업 확장 및 신사업을 위한 아이디어를 효과적으로 창출하기 위해 BMI 프로세스에 기존 고객 및 잠재 고객과 인터뷰를 통해 관련 및 타 산업의 동향을 이해하는 것이 필수적이다. 셋째, 워크숍에서 집단 지성을 통한 문제해결을 수행함으로써 조직의 역량이 향상되어야 한다.

The fierce change in competitive environments attracts a growing interest in firms' business model. This study deals with a process to newly design or redesign innovative business model in order for a firm to achieve sustainable competitive advantage. In this study, specifically, we propose business model innovation roadmap that can be utilized for business extension and new business development of a firm and introduce stage-by-stage its application case. The TESAL roadmap proposed in this study is made up of 6 components such as Market, Delivery, Offering, Production, Financial Model, Network & Partners and 15 levers and designed through creative idea generation for each components. The result of the study offers some implications as follows. Firstly, when implementing BMI process, it is critical to share a organization's goal across a firm and further establish adequate action plans to push ahead to accomplish the goal. Secondly, in order to effectively create the ideas for a new business or business extension, it is necessary to understand the trend of relevant or other sectors through interview with existing and potential customers in BMI process. Thirdly, a firm's competencies have to be improved by carrying out problem solving using collective intelligence in workshops.

퀀텀정보통신기술(QICT)은 현재 사용 중인 컴퓨터는 물론 앞으로 개발될 디지털 기반의 컴퓨터로는 해결하 기 어려운 많은 문제에 대한 답을 제공해 줄 수 있는 잠재력을 지니고 있다. QICT는 엄청난 규모의 연구개발비 투 자가 이루어지며 세계 유명 연구기관들이 앞 다투어 연구에 매진하는 핵심영역 중의 하나이다. 효율적인 연구개발을 이끌어가기 위해서는 이해관계자들이 모두 이해할 수 있는 기술적 로드맵이 필요하다. 로드맵은 연구개발결과물의 상업화로의 전환을 촉진시키고, 다양한 연구접근방법에서 생겨날 수 있는 갈등을 줄이고 시너지 효과를 창출하는데 필요한 방향 제시 역할을 해준다. 본 연구에서는 QICT에 관한 간략한 로드맵과 함께 QICT가 우리나라 산업에 미칠 수 있는 잠재력과 경제적 기여도에 대해 논의해보고자 한다.

Quantum information and communication technology(QICT) holds out tremendous promise for efficiently solving some of the most difficult problems that are intractable on any present or future conventional computer. QICT is one of the most active research areas of modern science, attracting substantial funding that supports research groups at internationally leading academic institutions. To facilitate the progress of QICT research towards the commercialization, a roadmap needs to be formulated, providing some direction for the field with specific technical goals and elucidating interrelationships between approaches for synergistic solutions to obstacles within any one approach. In this paper, we suggest a brief version of roadmap for QICT research and give a discussion about the potential contribution of QICT in Korea industry.

Over the past few decades, drug regulatory agencies in advanced countries have been emphasizing pharmacometrics as a tool for an effective and efficient drug evaluation. Despite this international movement, the value of pharmacometrics is still poorly recognized by the Korean drug evaluation system. This study aimed to analyze the current state of utilization of pharmacometrics by foreign drug regulatory agencies and develop a road map to guide the implementation pharmacometrics into the Korean drug evaluation system. MEDLINE and foreign drug regulatory agency database were extensively searched to obtain scientific research articles, guidance, regulations and pharmacometric review reports on foreign pharmacometric drug evaluation system. A systematic roadmap comprised of 3 stages to implement pharmacometrics in Korean drug evaluation system was formulated after analyzing the collected data in tune with the current evaluation system. Pharmacometrics is an urgently required tool to achieve an efficient drug evaluation and review in Korea. The road map developed by this study is expected to aid in setting up a policy to implement and utilize pharmacometrics in Korea.

Standardization strategy is considered as an important approach for the organization growth and competitiveness. Major contents of standardization are the selection of standardization area and management of standardization timing under limited resources. The developments of standardization road map and its driving strategy in construction area are important policy subjects in view of investment scale and national economy. In this paper, we aim to survey on the standardization theory and its application in construction field and suggest research direction for driving strategy of standardization road map development.

이 연구는 발달장애인의 평생 직업능력 개발 관점을 중심으로 한국장애인고용공단 산하 발달장애인 훈련센터에 소속한 직업훈련교사의 수행역량 로드맵을 탐색하고자 실시되었다. 연구 방법은 유관 분야의 전문가들을 대상으로 참여관찰과 FGI를 병행하는 절차로 구성되 었으며, 참여관찰을 통한 저널쓰기와 FGI를 통한 응답 자료를 상호 종합하여 자료 수집 및 분석 작업을 실시하였다. 연구 내용은 한국장애인고용공단 산하 발달장애인 훈련센터에 근 무하는 직업훈련교사의 수행역량이 로드맵의 맥락과 수준에서 제시되었다. 이에 따라, 위 직업훈련교사의 수행역량은 크게 세 가지의 차원으로 제시되었다. 기초 인식 및 동기형성 역량, 교육 전문 역량, 행정 전문 역량이 그 결과이다. 그리고 세부적으로 위 세 가지의 상 위 역량과 관련해 하위적으로 발달장애 특수성 이해 역량, 개별화재활계획(IRP) 또는 개별 화중심계획(IBP) 기반 평생교육 융합 이해 역량, 사업체 직무 및 평생 직업자립 개발 역량, 일반화 기반 직무 가상현실(VR) 재구조화 기획 능력, 전문교사형 직업 교수학습 활용 역 량, 평생교육 및 고용서비스 간 순환 리더십 역량, 유관기관 간 협력체제 구축 및 운영 역 량이 제시되었다. 연구 결과를 통해, 한국장애인고용공단 산하 발달장애인 훈련센터는 발 달장애인의 성인기 전환을 위한 시발점의 수준에서 직업훈련의 중요성과 실제를 리더할 수 있는 위상과 정체성을 갖는 것으로 이해되었으며, 여기서 훈련센터에 소속된 직업훈련 교사의 수행역량이 로드맵의 수준과 맥락에서 구체화되는 여부가 최대 과제임을 분석할 수 있었다.

The purpose of this study is to explore the roadmap of performance competency of vocational training teachers belonging to TCPDD under the Korea Employment Agency for Persons with Disabilities, focusing on PDD's perspective on lifelong vocational competency development. The research method was composed of the process of participating observation and FGI with experts in related fields, and the data collection and analysis work was carried out by synthesizing the response data through FGI and journal writing through participant observation. The contents of the study were presented in the context and level of the roadmap for the competencies of vocational training teachers working at the TCPDD under the Korea Employment Agency for Persons with Disabilities. Accordingly, the performance competency of the above vocational training teachers was presented in three major dimensions. Basic cognitive and motivational competencies, educational professional competencies, and administrative professional competencies are the results. In detail, in relation to the above three upper competencies, competencies for understanding the specificity of developmental disabilities, competencies for understanding lifelong education convergence based on individualized rehabilitation plan (IRP) or individualized-based planning (IBP), competencies for business jobs and lifelong vocational self-reliance development, generalization-based job virtual reality (VR) restructuring planning competencies, competencies for utilizing professional teacher-type vocational teaching and learning, competencies for circulation leadership between lifelong education and employment services, and competencies for establishing and operating a cooperative system between related institutions were presented. Through the results of the study, it was understood that TCPDD under the Korea Employment Agency for Persons with Disabilities has the status and identity to lead the importance and practice of vocational training at the level of the starting point for the transition of PDD to adulthood, and it was analyzed that whether the performance capabilities of vocational training teachers belonging to TCPDD are embodied in the level and context of the roadmap is the biggest task.

This study is about the major determinants for the adoption of the Strategic Technology Roadmap as an infrastructure for technological innovation in a R&D organization. For this study, I defined the concept of the Strategic Technology Roadmap and its characteristics. I also studied the key processes of the Strategic Technology Roadmap and the major success factors for the adoption of it. The study was performed based on the theoretical study and related qualitative study approaches. The major determinants for the adoption of the Strategic Technology Roadmap can be summarized as follows; the top management support for the adoption of the Strategic Technology Roadmap, the relevance - the goodness of the fit - of the Strategic Technology Roadmap and the organizational capability for the utilization of Strategic Technology Roadmap can be the major determinants. This study regarding the adoption of the Strategic Technology Roadmap can be the good reference for the Technology R&D organization which is willing to adopt and utilize the Strategic Technology Roadmap in the future.

The National Police Agency announced a Police Reform Roadmap for the implementation of human rights policing through a public reporting event in 2021. The Police Reform Roadmap brings in outside experts by newly instituting an open Human Rights Policy Officer, and establishes a control system within the National Investigation Headquarters to prevent human rights violations and power abuse during the investigative process. It also proposed a system for monitoring attorney-led investigations to analyze and address issues in vulnerable sectors. However, in an effort to strengthen these human rights guarantee capabilities, it suggested that the Human Rights Impact Assessment system be recognized as an essential process and stipulated. It also introduced a framework for establishing the direction of Human Rights Impact Assessment system within the police organization. Furthermore, it suggested the police to develop substantive, systematic human rights education and training programs, foster close cooperation within the organization through institutional human rights solidarity, and design human rights guidelines, indicating that such measures are requisite for the police to strenghten its human rights guarantee capabilities.

이 보고서는 2020년 6월 19일부터 10월 26일까지 활동한 56대 한국임상심리학회 포스트코로나위원회의 결과 보고서이다. 코로나와 기술혁명이 맞물리는 대변혁의 환경에서 한국 임상심리학회를 위한 체계적이고 지속성을 가진 발전로드맵이 필요하다는 절박한 인식에서 포스트코로나위원회가 구성되었다. 2020년 9월부터 2025년 8월까지 5년 기간을 기준으로 한국임상심리학회의 비전과 핵심과제를 도출하였고 각 핵심과제별 현황을 파악하고 실천 방안을 제시하였다. 향후 한국임상심리학회의 도약적 발전을 위해 중요한 토대로 기여하기를 바란다.

This work is an overview of the workings of the Post?COVID-19 Committee of the 56th Korean Clinical Psychology Association, which was active from June 19th to October 26th, 2020. The Post?COVID-19 Committee was established from the desperate need for a systematic and sustainable development roadmap for the Korean Clinical Psychology Association in response to an era of transformation wherein the COVID-19 pandemic and technological revolution intertwine. For the fiveyear period from September 2020 to August 2025, the vision and core tasks of the Korean Clinical Psychology Association were derived, and the current situation of each of the core tasks was identified and action plans were suggested. It is hoped that this work will contribute as a foundation for the Korean Clinical Psychology Association to take a leap forward.

전 지구적 차원의 온실가스 감축 요구에 맞추어 정부 차원에서는 2030 NDC 설정에 따라 많은 법안 상정과 정책이 추진되고 있으나 지방정부 차원에서는 취약계층이 이용하는 공공건축물에 대한 체계적 에너지 관리 기반이 미흡하여, 국가 감축 목표 이행에 대한 정량적 기여도 분석과 전략적 관리체계 구축에 한계가 존재하였다. 이에 본 연구는 지방정부 공공건축물의 에너지 사용 실태 분석 데이터를 기반으로, BEOP 방법론을 활용한 실효성 있는 NDC 로드맵 설계방안 제시를 연구의 목적으로 설정하였다. 연구의 목적을 달성하기 위해 국내 관련 법령 및 정책을 살펴봄으로써 그 한계점을 도출하고, BEOP 방법론을 적용 한 지방정부 공공건축물의 온실가스 감축 진단 결과를 토대로 현 정책과 BEOP 방법론과의 연계방안을 제시하였다. 현행 공공부문 목표관리제는 지방 정부 소관 건축물을 충분히 포괄하지 못하여 기초 데이터 관리 범위 설정 및 기준배출량 데이터의 부재로 인한 관리 부재, 전문인력 및 성과관리 체계 부재, 전기화 방향의 정책적 한계 등의 문제점을 도출하였다. 본 연구에서는 기존 선행연구에서 에너지 감축의 효과를 검증받은 BEOP 방법론을 활용한 4단계에 걸친 지방정부 공공건축물 온실가스 감축 로드맵을 제안하였는데, 이와 같은 NDC 로드맵 설계 방안은 지방정부의 재정 부담을 최소화하면서 NDC 이행 성과를 정량화할 수 있는 정책적·학술적 기반을 마련하는데 기여할 것이다.

In response to the global demand for greenhouse gas reduction, numerous bills are being proposed and policies are being promoted in accordance with the government-level 2030 NDC. However, at the local government level, the foundation for systematic energy management for public buildings used by vulnerable groups is insufficient, limiting quantitative analysis of contributions to achieving national reduction goals and establishment of strategic management systems. Accordingly, the purpose of this study was to present an effective NDC roadmap design plan using the BEOP methodology based on data from an analysis of the energy use status of local government public buildings. To achieve the purpose of this study, limitations of policies and laws were identified by examining relevant domestic laws and policies. Based on the results of the greenhouse gas reduction diagnosis of local government public buildings using the BEOP methodology, a plan to link current policies with the BEOP methodology was proposed. The current public sector target management system fails to sufficiently cover local government buildings, leading to problems such as a lack of management due to the lack of basic data management scope and standard emission data, a lack of specialized personnel and performance management systems, and policy limitations in the direction of electrification. A four-stage roadmap for reducing greenhouse gas emissions from local government public buildings was proposed, utilizing the BEOP methodology, which has been proven effective in reducing energy consumption in previous studies. The NDC roadmap design method proposed in this study will contribute to establishing a policy and academic foundation for quantifying NDC implementation outcomes while minimizing the financial burden on local governments.

C4I 시스템은 군의 핵심전력이자 중추 신경계이다. C4I 시스템은 정보 그리드, 정보의 생산분배에 사용되는 정보기반체계로 전장공간의 모든 전투요소를 정보 네트워크로 연결하여 실시간 전장정보와 인식의 공유를 가능하게 하여 과거 플랫폼중심의 전쟁개념을 네트워크 중심전(NCW)으로 근본적인 전쟁패러다임변화를 유도하였다. 이러한 군 핵심전력인 시스템이 적의 사이버 공격대상이 될 것임이 자명함에도 불구하고 그 대비책은 거의 부재한 실정이다.본 논문은 전평시 사이버 공격의 핵심목표가 될 C4I 시스템 보호책 마련을 위한 보안 로드맵을 설계하였다. 본 로드맵은 C4I 시스템 보호를 위한 비전과 목표에 대한 지원 프레임워크를 제시하고 있으며, 합참 및 방사청에서 적절한 프로그램을 선정하고 투자하여 신속하고 효율적인 보안시스템 구축이 가능하도록 한다

C4I system is the centerpiece of the military force. The system is an information based system which facilitates information grid, collection of data and dissemination of the information. The C4I system seeks to assure information dominance by linking warfighting elements in the battlespace to information network which enables sharing of battlespace information and awareness; thereby shifting concept of warfare from platform-centric paradigm to Network Centric Warfare. Although, it is evident that C4I system is a constant target from the adversaries, the issues of vulnerability via cyberspace from attack stil remains. Therefore, the protection of C4I system is critical. The roadmap I have constructed in this paper will guide through the direction to protect the system during peace and war time. Moreover, it will propose vision, objectives and necessary supporting framework to secure the system from the threat. In order to fulfill these tasks, enhanced investments and plans from the Joint chief of Staff and Defense of Acquisition and Program Administration (DAPA) is critical; thereby enabling the establishment of rapid and efficient security system.

A roadmap for Electrical Safety Technology has been designed based on the study that has been contributed by the specialists, professors and researchers in electral safety field. The roadmap is divided into five major fields including, for instance, the electrical fire accidents roadmap. The other four roadmaps are for electrical shock accidents, electrical facilities accidents, electrical safety policies and electrical safety culture-education, respectively. Each roadmap has a purpose, a scope, and a technical characteristic. Following the roadmaps can result in significant reduction of electrical fire accidents, electrical shock accident victims and so forth. The result can also be utilized in guiding the planning and development of the future electrical safety technology.

다운사이징은 “효율성과 생산성 또는 경쟁력을 향상하기 위하여 설계된 일련의 활동으로써 기업의 인력규모, 비용 그리고 작업과정에 영향을 주는 전략”으로써 노동력 감축을 중심으로 하는 의도적 행위로 정의된다. 다운사이징의 일차적 수단은 정리해고이다. 이는 인적자본비용의 감축이 용이하기 때문이다. 그러나 비용감축을 위한 정리해고 중심의 다운사이징은 조직의 극적인 변화를 의미하고 구성원에게 많은 부작용을 미치게 된다. 이에 따라 전략적 접근과 고려가 필요한 것이다. 준비되지 못하거나 서투른 경영자에 의해 이루어지는 부실한 다운사이징은 예상을 넘는 후유증을 조직에 남기게 된다. 더 나아가 이와 같은 준비되지 못한 다운사이징은 기업의 경쟁우위의 기반이 되는 핵심역량을 약화시키게 될 것이다. 이에 본 연구는 성과지향적 다운사이징을 위한 전략 로드맵을 제시하고자 한다.

Downsizing, as stressed by Cameron, refers to a set of activities, undertaken on the part of the management of an organization, designed to improve organizational efficiency, productivity, and/or competitiveness. The decision to downsize can be traced to five major concerns(cost reduction, productivity improvement, responding to competitive threats, M&A, increasing efficiency), especially cost reduction, mainly due to competitive presures, is perhaps the most prevalent reason behind downsizing initiatives. Therefore downsizing is seen as an intentional set of activities that involves reductions in personnel, althrough it is not limited solely to this aspect. Downsizing very often negatively affects individual wellbeing in a profound way. Downsizing implies drastic organizational changes and therefore requires strategic considerations. Poor implementation of downsizing strategies by unprepared and unskilled managers made the experience worse than it needed to be. Furthermore, if the downsizing is not carefully planned and implemented, firms may harm their core capabilities that provide the basis for a competitive advantage. This paper studies strategic roadmap for performance-oriented downsizing.
