본 연구에서는 문화재 방재적 측면에서 민‧관‧학 협력체계를 구축하기 위해 문화재와 재난의 피해 현황을 알아보았고 문화재 방재 관련 법, 조직, 시설 등의 방재대책 현황을 분석하였다. 이를 바탕으로 문화재 방 재 특성에 맞는 민․관․학 협력체계 구축방안을 검토하였으며 이를 위한 법제기반 강화 방안을 제시하였다.

In this study, the damage status of cultural heritage and disasters was examined and the status of disaster prevention measures including laws, organizations and facilities related to the disaster prevention for cultural heritage was analyzed in this study for improvement in terms of disaster prevention for cultural heritage. Based on the results, the measures to establish private, public and academic cooperation system of disaster prevention for cultural heritage and reinforce the legislation basis were reviewed.

본 연구에서는 지진으로 인해 문화재 피해 위험성을 알아보고 2016년 9월 12일 경주지역에서 발생한 지 진과 2017년 11월 포항에서 발생한 지진으로 인해 발생한 문화재 피해조사를 통해 피해 특성, 문제점 등 을 알아보았다. 이를 바탕으로 지진으로부터 문화재 피해를 예방하기 위한 방재대책의 개선방안을 검토 하였다.

In this study, the risk of damages to cultural properties caused by earthquake was reviewed, and the damage characteristics and problems were examined by investigating the damage of cultural properties due to the earthquake occurred in Gyeongju in September 12, 2016 and the earthquake occurred in Pohang in November 2017. Based on the findings, a measure to improve the disaster prevention system was reviewed in order to better prevent the damage of cultural properties from earthquakes.

본 연구에서는 주요 재난으로 인해 발생할 수 있는 문화재 피해 현황을 알아보고 그 중 지진으로 인한 문화재 위험성을 검토하였다. 또한 최근 국내에서 발생한 경주지진과 일본에서 발생한 구마모토 지진으 로 인해 발생한 문화재 피해 현장조사를 통하여 현황 및 특성을 분석하였다. 이를 바탕으로 문화재 지진 방재대책 개선방안을 검토하였다.

This study examined the current status of cultural property damages that may arise from major disasters and reviewed risks to cultural properties resulting from earthquakes among different disasters. In addition, this study conducted on-site investigations on damages to cultural properties caused by recent earthquakes in Gyeong-ju, Korea and in Kumamoto, Japan and analyzed the current status and characteristics of damages to cultural properties due to earthquakes. Based on the above, this study reviewed methods to improve measures for earthquake disaster prevention.

국가유산은 국가와 민족의 정체성을 상징하며, 후세에 전달해야 할 소중한 유산이다. 국가유산의 체계적인 방재안전관리 는 매우 중요한 과제로 자리 잡고 있다. 효과적인 국가유산 방재 대응을 위해 국가유산의 유형 및 재난 사례를 활용한 방재 교육안을 다각화하고, 특수한 교육을 통해 교육의 효과를 높여야 한다. 또한, 다양한 매체를 활용한 교육도구 개발이 필요 하다. 예를 들어 영상, 연극, 현장 실습을 통한 맞춤형 교육을 제공하여 화재와 같은 재난을 사전에 예방하고 적시에 대응할 수 있도록 해야 한다. 미래에는 비용, 정책, 인력 관리와 관련된 국가유산 방재시설 유지관리의 다양한 과제를 체계적으로 해결하기 위해 장기적인 계획 수립, 전문인력 양성, 근무 환경 개선 등이 필요하다. 또한 유지관리와 관리방법의 표준화와 체계화를 위한 규정정립도 필요할 것이다.

Cultural heritage symbolizes the identity of a nation and its people, representing precious legacies that must be passed down to future generations. Therefore, systematic disaster preparedness and safety management for cultural heritage are of utmost importance. As a prerequisite for effective cultural heritage disaster management, disaster preparedness education programs need to be diversified. Specifically, it is essential to develop disaster education plans that utilize cultural heritage-specific cases and provide specialized training to enhance the effectiveness of education. Furthermore, the development of educational tools using various media is crucial. For instance, customized on-site education through videos, theater, and practical training should be created to prevent disasters such as fires and to enable timely responses. In the future, addressing the various challenges related to the maintenance of cultural heritage disaster facilities—such as costs, policies, and workforce management—requires systematic approaches, long-term planning, professional workforce development, and improvements in working conditions. Additionally, establishment of regulations promoting standardization and systematization of maintenance and management practices is necessary.

본 연구에서는 최근 세계유산으로 등재된 양산 통도사, 영주 부석사, 안동 봉정사, 보은 법주사, 공주 마곡사, 순천 선암사, 해남 대흥사 등 7개 사찰에 대한 방재환경 실태조사를 바탕으로 사찰문화재 방재대 책을 개선하기 위하여 먼저, 사찰문화재에 대한 현황 및 주요 재난사례를 살펴보았고 7개 사찰문화재 실 태조사를 통하여 현 실태 및 문제점을 분석하였으며 이를 바탕으로 세계유산으로 등재된 사찰문화재의 방재대책 개선방안을 검토하였다.

In order to improve disaster prevention measures based on the actual situations of disaster prevention environment for seven temples including Tongdosa temple in Yangsan, Buseoksa temple in Yeongju, Beobjusa temple in Boeun, Magoksa temple in Gongju, Seonamsa temple in Suncheon, and Daeheungsa temple in Haenam, this study conducted the following activities: an investigation on the status of Buddhist cultural heritages and major disaster cases; an analysis on the actual situations of the cultural heritages of the seven temples and their problems by examining the actual situations; a review on the methods to improve disaster prevention measures for Buddhist cultural heritages listed as World Heritage based on the analysis.

본 연구에서는 최근 발생한 숭례문(국보 1호) 화재와 같은 문화재의 소실을 예방하고 초기 화재 진압을 위한 u-IT 기반 방재시스템 구축방안에 대한 실증연구를 목적으로 한다.
