As urban policies focused on outside development have reached their limits due to low growth, low birth rate and aging population, the importance of policies for urban regeneration that are closely related to daily life is increasing. In addition, major advanced countries have shifted urban policies to urban regeneration at a time when per capita GDP of $20,000~30,000 and urbanization rate of 80%, which are similar to that of Korea, and the regeneration of established cities, which contain historical and cultural values, is a national task to solve urban problems and strengthen competitiveness.

Due to North Korea's one-sided provocative actions twice in 2016, operation of Gaeseong Industrial Complex became suspended and it is difficult to its resumption as of now. Nevertheless, as proved in the case of German reunification, economic exchanges in divided country become the initial phase of important reunification it is necessary to seek overall medium- and long- term measures overcoming outside impact through transmission of a new paradigm instead of easy abandonment. This study reviewed political direction of economic cooperative exchanges in preparation of future reunification of Korea from the aspect of using national-owned land. Especially, it made comparative analysis on development status of South-North Korea for special economic zones in order to seek utilization plan of national-owned land.
