- Due to North Korea's one-sided provocative actions twice in 2016, operation of Gaeseong Industrial Complex became suspended and it is difficult to its resumption as of now. Nevertheless, as proved in the case of German reunification, economic exchanges in divided country become the initial phase of important reunification it is necessary to seek overall medium- and long- term measures overcoming outside impact through transmission of a new paradigm instead of easy abandonment. This study reviewed political direction of economic cooperative exchanges in preparation of future reunification of Korea from the aspect of using national-owned land. Especially, it made comparative analysis on development status of South-North Korea for special economic zones in order to seek utilization plan of national-owned land.
