Government capacity implies the quality of being capable, and are very important for executing the political will, especially in the extremely situation, such as in crisis and emergency, and among the capabilities, core capability determines the success or not of the disaster relief and reduction. Core capability mostly depends on the emergency management system is an integrated model or segregated model. The emergency management systems of Korea and US are integrated one and China’s system is segregated one. Based on the analysis of Chinese government disaster reduction system, this study compared the China’s Eastern Star cruise ship wreck accident and Korea’s Sewol sank accident, which both killed hundreds of people, we can see that China’s disaster reduction was much more efficient and effective than Korea did. The main reason is China has a much stronger control ability than Korean government, which make a good cooperation among agencies at the state level, between central government and local government, and among agencies at local level. Through the study, we can see that the Chinese political system gives the government a very strong control ability, that is the core competitiveness of Chinese disaster management cooperation system. That is to say that successful disaster management needs successful cooperation among government agencies, cooperation needs the control ability, the control ability needs the political system to give guarantee.

PURPOSE: This study examined the effects of the low dye taping technique on the static and dynamic balancing ability and navicular bone drop when the low dye taping technique was divided into elastic and non-elastic taping. METHODS: The subjects of the study were 31 volunteers without musculoskeletal disorders. The length (L) and anterior (A), posteromedial, and posterolateral values of the arch in the NO (normal eyes open), NC (normal eyes closed), PO (pillow with eyes open), and PC (pillow with close eyes closed) states were evaluated when barefoot and when Kinesio tape and non-elastic tape were applied. The measurements were analyzed using repeated ANOVA and an independent t-test. Post hoc tests were performed using a Fisher's LSD. RESULTS: A significant difference was found in the arch L and A values using a foot scanner (p < .05). In addition, there was a significant difference in dynamic balance in the three directions (p < .05), and no difference was found in the case of static balance. As a result, non-elastic tape application helps improve the dynamic balance ability and arch of the foot. CONCLUSION: The non-elastic tape technique is helpful for the foot arch function, and there is no difference in the static balance ability between Kinesio tape and non-elastic tape. Nevertheless, non-elastic tape is more helpful for the dynamic balance ability than Kinesio taping.

Purpose: This study examined the effects of the type of video contents used for action observations on the ability to control posture. Methods: The participants were 48 healthy adults. The two hands of the participants were crossed on both shoulders, and the other foot was placed in a straight line in front of the target to allow them to watch a video of the monitor. The videos were presented in random order with three video contents (natural, stable balance posture, and unstable balance posture) consisting of 30 seconds each. A 15-second resting time was given between each video. During action observation using various video content forms, the posture control ability was measured using a TekScan MetScan<sup>®</sup> system. Results: The results revealed statistically significant differences in the area of movement and the distance by COP and distance by the type of action-observation videos, and the distance by the anteroposterior and mediolateral sides (p<0.05). The stable balance posture and unstable balance posture video showed significant differences in the distance by the COP, anteroposterior, and mediolateral distance. (p<0.05) Conclusion: This study suggests that choosing the contents of the videos is important during action-observation training, and action-observation training can help improve postural control.

Purpose: Hemiparesis in stroke survivors has been reported to affect respiratory function. The relationship between trunk control and respiratory function, however, is not well understood. We aimed to map the state of the association between the trunk and respiratory function as well as evaluate the effect of a respiratory function training intervention on trunk control for stroke survivors. Methods: A scoping review and meta-analysis of observational and interventional studies were performed. Cochrane Library, CINAHL with Full Text (EBSCO), Medline (Ovid), and PubMed were searched using the terms stroke, respiratory, and trunk control. The Preferred Reporting Items for Systematic Reviews and Meta-Analyses Extension for Scoping Reviews (PRISMA-ScR) checklist was used to examine the sections of each report. Results: A total of 102 studies were identified, of which 12, published between 2011 and 2022, were included in the meta-analysis or narrative synthesis. Three studies were included in the meta-analysis of the correlation between trunk control and respiratory function parameters (forced vital capacity [FVC], forced expiratory volume during the first breath [FEV 1 ], maximal inspiratory pressure [MIP], and maximal expiratory pressure [MEP]) with effect sizes (Fisher's z) for all outcomes, which ranged from small to intermediate (between 0.21 and 0.39). Furthermore, five studies were included in the metaanalysis of the effect of respiratory function training intervention on trunk control. An overall effect size (Cohen's d) of 1.47 corresponds to a large effect. We also found significant improvements in MIP and MEP but not in FVC and FEV 1 for stroke survivors with the interventions. Conclusions: Respiratory training, use of diaphragmatic resistance exercise or abdominal breathing, use of a pressure threshold-loading device, and the performance of functional strengthening exercises for the trunk muscles were found to increase patients’ trunk control and improve their respiratory muscle strength.

4차 산업혁명 시대의 사회경제적 발전은 모든 개인의 성장에 많은 새로운 요구와 도전을안겨주고 있다. 현대 사회의 사람들은 건강, 지식, 지성, 전문성 외에도 시대의 변화를 빠르게 흡수하고 적응할 수 있는 능력과 함께 도덕적, 인문학적 가치를 유지하고 지켜나가야 한다. 현대 사회에는 많은 도전과 압박이 있는 동시에 유혹과 함정이 존재하므로, 개인은 상황에 직면했을 때 윤리적, 인본주의적 가치에서 벗어나 부적절한 태도와 행동으로 이어지지 않도록 자기 조절 능력이 필요하다. 따라서 자기 통제 능력을 키우고 개발하는 것은 개인이 자신의 욕구를 충족시키기 위해 감정과 순간적인 욕구를 따르지 않고 올바른 방향으로 자기수양과 발전의 과정을 방해하지 않기 위해 매우 필요한 요소에 해당한다. 이 글에서는 아이들의 욕구와 자기 통제 능력의 관계, 무조건적인 욕구 충족이 가져오는 결과를 분석하고, 이를 통해 아이들의 자기 통제 능력을 개발하기 위한 올바른 방향을 제시한다.
Socio-economic development in the context of the 4.0 era is placing many new demands and challenges on every individual's growth. Besides health, knowledge, intellect, and expertise, people in modern society need to maintain and uphold moral and humanistic values along with the ability to quickly absorb and adapt to changes of the times. Modern society has many challenges as well as pressures, while at the same time there are temptations and traps. Therefore, individuals need the ability of self-regulation in the face of circumstances so as not to deviate from ethical and humanistic values, leading to inappropriate attitudes and behaviors. Thus, nurturing and developing self-control ability is an extremely necessary factor for an individual to not follow emotions and momentary desires just to satisfy their own needs, hindering the process of self-cultivation and development in the right direction. This article analyzes the relationship between children's needs and self-control ability, the consequences of unconditionally meeting children's needs, and from that provides the right orientations for developing children's self-control ability.

The present study was aimed at investigating the postural control ability of volleyball players with functional ankle instability. The subjects were 26 male volleyball players were divided into 2 groups (13 subjects with functional ankle instability and 13 subjects with ankle stability) who could evaluate Questionnaire. All the male participants were tested by a Balance Master System. This study were to measure of static balance ability, dynamic balance ability, motor function the difference between functional ankle instability group and control group. Ankle instability group and stable group in postural sway ($^{\circ}/sec$) on film surface with eye closed in modified clinical test sensory interaction on balance, and left unilateral stance with eye opened and closed were significantly different (p<.05). The ankle instability group and stable group in limit of stability were significantly different (p<.05). The ankle instability group and stable group in left/right rhythmic weight shirt were significantly different (p<.05). The ankle instability group and stable group in turn time (sec) & turn sway ($^{\circ}$) during step/quick turn and end sway ($^{\circ}/sec$) in tandem walk were significantly different (p<.05). This study showed that volleyball players with functional ankle in stability were effected postural control ability by static balance & dynamic balance ability. Further study is needed to measure various athletic with functional ankle instability for clinical application.

PURPOSE: This study examined the effects of ankle kinesio taping on the balanced control capabilities of normal adults, stroke patients, and musculoskeletal patients. METHODS: One thousand articles were searched, and 100 of them were selected as taping papers. Subsequently, 33 papers classified according to balance, muscle strength and pain were analyzed according to the effect size and age group. RESULTS: The effect of ankle kinesio taping on balance control was examined by dividing the effect size into three groups according to the type of disease. Studies with normal adults had a large effect size of 1.213, whereas the effect size of stroke studies was .377, which was small. Studies on musculoskeletal disorders had a large effect size of 1.429. All three groups did not include 0 in the 95% confidence interval, indicating a significant effect. CONCLUSION: The effect of kinesio taping on balance control was positive in all subjects, including normal adults, stroke patients, and musculoskeletal patients. On the other hand, in terms of the effect size of kinesio taping on balance control, musculoskeletal patients and normal adults had larger effect sizes than stroke patients.

Purpose: The purpose of this study is to objectively and systematically investigate the effect of Kinesio taping by organizing and analyzing the research results using effect size. Methods: A total of 1,000 papers was searched, and 100 of them were selected the first time. Afterward, the effects of taping were analyzed and classified papers that studied balance, muscle strength, and pain, and finally 34 papers were selected. The effect size was calculated using the Effect Size Calculators (University of Colorado, USA) program. Statistical analysis was performed by using PASW Statistics software version 23.0 (IBM Co., Armonk, NY, USA). Descriptive statistics were used to obtain the effect size and confidence interval for each group. Results: In a study related to balance control ability, the effect size was 1.519 in the young subjects group (20-39 years old), and the effect size in the elderly group (65 years or older) was 0.360. In a study related to muscle strength, the effect size was 0.469 in the group of young subjects and 0.250 in the middle-aged group (40-65 years old), and the effect size of the elderly group was 0.848. In the study related to pain control, the effect size was 0.469 in the young group, the effect size of the middle-aged group was 0.972, and the effect size of the elderly group was 1.040. Conclusion: Kinesio taping differed in the degree of effect according to the age group of the subjects, but it was effective in balance control ability, muscle strength, and pain.

PURPOSE: This study examined the effects of back and spine stretching exercises using Pilates equipment on the balance control ability, upper trapezius muscle tension, and forced vital capacity (FVC) of normal adults. METHODS: Sixteen college students attending S University in Chungcheongnam-do were enrolled in this study. Two stretching methods were applied using Pilates equipment. For the evaluation after stretching, the balance ability was measured using Tetrax, and the respiratory rate was measured using a spirometer. The muscle tone at the upper trapezius tender point was assessed using a Myotone. RESULTS: Among the stability indices, a significant difference in balance after stretching was observed only when the eyes were closed (p < .05). A significant difference in the upper trapezius muscle tone and FVC was noted after stretching (p < .05). After the follow-up, a significant difference was observed only in the FVC (p < .05). CONCLUSION: Stretching using Pilates equipment increases the balance and breathing capacity while contributing to a reduction in muscle tone.

Purpose: The purpose of this study was to analyze the correlation between balance control ability and leg circumference, proprioception, range of motion (ROM), and muscle strength in young adults. Methods: The subjects of this study were 30 university students who were enrolled in D university in Gyeongbuk province. We measured the dynamic balance and static balance using the Biorescue. The muscular strengths of the hip, knee, and ankle joints were measured using a muscle contraction dynamometer. The ROM and proprioception were measured using an inclinometer. Pearson correlation analysis was used to test the correlations between balance control ability and variables. Results: Sway length was significantly correlated with knee and hip joint muscle strength, ROM, and proprioception of hip and ankle joints (p<0.05). Sway speed was significantly correlated with ROM and proprioception in hip joints (p<0.05). Limit of stability was significantly correlated with muscle strength and ROM in ankle joints, and proprioception in hip, knee, and ankle joints (p<0.05). Conclusion: The sway length was most related to hip extension and ankle joint plantar flexion in the range of motion and ankle joint plantar flexion in proprioception. Overall, balance training for young adults will be of effective help if the treatment focuses on the knee and hip joints, range of motion and the ankle and hip joints' proprioception.

Purpose: This study examined the effects of heel raise exercises combined with neuromuscular electrical stimulation (NMES) on the muscle strength and postural control ability of subjects with functional ankle instability (FAI). Methods: Twenty-two subjects with FAI participated in this study. They were assigned randomly to two groups: 11 each in the NMES and the sham-NMES groups. Heel raise exercise was applied, and NMES electrodes were attached to the peroneus longus muscles. The NMES group applied NMES during the heel raise exercise. NMES was applied for 20 minutes during the heel raise exercise. The heel raise exercise was performed four times a week for five weeks. The muscle strength and balance error scoring system (BESS) were measured before and after the intervention. Results: A comparison of before and after the intervention within the groups revealed improved muscle strength in the NMES and Sham-NMES groups, but the BESS was improved under all conditions only in the NMES group. The Sham-NMES group showed no improvement in the unstable support surface. Furthermore, when comparing the amount of change before and after the intervention between the groups, there were significant differences in the total score and unstable support in the BESS and muscle strength. Conclusion: NMES had a positive effect on the functional activities of the functional ankle instability subjects, such as balancing on an unstable support surface during postural control and increasing muscle strength.

Objective: The purpose of this study was to investigate the effects of neuromuscular training of ballet dancers with chronic ankle instability on ankle stability and posture controlability. Design: A randomized controlled trial. Methods: A total of Thirty-twoyoung female ballet dancers with chronic ankle instability have voluntarily participated in the study. The participants were randomized to the neuromuscular training group(n<sub>1</sub>=11), elastic resistance squat group(n<sub>2</sub>=11), and control group(n<sub>3</sub>=10). The intervention was applied to a total of 18 exercises per six weeks and conducted in each group for one hour a day, three times a week. All subjects were evaluated for Cumberland ankle instability tool(CAIT), static balance at before-after intervention. Results: In the comparison of the effects within the groups, the effect of the intervention on CAIT and posture control was significantly increased in the neuromuscular training group and elastic resistance squat group (p <0.05). In the comparison of the effects between the groups, the neuromuscular training group, and elastic resistance squat group were found to significantly increase more than the control group (p <0.05). The effect of ankle stability is similar in neuromuscular training and elastic resistance squat training, neuromuscular training is more effective in improving posture control rather than elastic resistance squat training. Conclusions: When planning a rehabilitation training program for a ballet dancer with chronic ankle instability, neuromuscular training can be applied as an intervention method to improve ankle stability and posture control ability.
Association between one-leg standing ability and postural control in persons with chronic stroke

Objective: To investigate the association between one-leg standing ability and postural control for chronic hemiparetic stroke. Design: Cross-sectional study. Methods: Forty individuals who had a first diagnosis of stroke with hemiparesis before six months and over had participated in this study. To analyze the relationship between one-leg standing ability and postural control in the participants, six clinical measurement tools were used for assessment, including the Timed-Up-and-Go (TUG) test, Berg Balance Scale (BBS), Dynamic Gait Index (DGI), Fugl-Meyer Assessment (FMA), 5 times sit-to-stand (5TSTS) and one-leg standing (OLS). Results: After analyzation, the OLS scores in the more-affected side showed significant positive correlations with BBS scores (r=0.469, p<0.01), DGI scores (r=0.459, p<0.01).and FMA scores (r=0.425, p<0.01). The OLS scores in the more-affected side showed significant negative correlations with TUG score (r=-0.351, p<0.05). The OLS score in the less-affected side showed significant positive correlations with BBS scores (r=0.485, p<0.01), DGI scores (r=0.488, p<0.01) and FMA score (r=0.352, p<0.05). The OLS scores in the less-affected side showed significant negative correlation with TUG scores (r=-0.392, p<0.05) and 5TSTS (r= -0.430, p<0.01). The OLS scores in the more-affected side showed significant positive correlations with the OLS scores in less-affected side (r=0.712, p<0.01). Conclusions: The results of the study suggest that the OLS time may be moderately correlated with static and dynamic postural stabilities and motor recovery following stroke. This study also suggests that the OLS test is as a simple clinical tool for predicting postural control performance for individuals with chronic hemiparetic stroke.

Core stability exercises for patients with hemiplegia have become increasingly important and a variety of exercises have been developed over the years to give the hemiplegic patients more stable postural control. This study examined the therapeutic effects of the core stability exercises on the ability of static and dynamic postural control. Fifteen hemiplegic patients (7 males, 8 females, age ranging from 46 to 76 years) hospitalized in a Daejoen rehabilitation hospital were enrolled in this study. Nine and 6 patients had a cerebral infarction and cerebral hemorrhage, respectively. The subjects participated in a core stability exercise program consisting of a total of 12 sessions 3 times each week over a 4-week period with each exercise lasting approximately 15 minutes. The ability of static and dynamic postural control by Berg Balance Scale (BBS) and Timed Up and Go (TUG), respectively, were measured before and after the core stability exercise. A Wilcoxon signed ranks test was used to compare the effects of the ability of static and dynamic postural control before and after core stability exercise in patients with hemiplegia. The ${\alpha}$=.05 level of significance was used for the statistical tests. Core stability exercises were effective in improving the ability of static postural control; BBS (p<.05). Core stability exercises were also effective in improving the ability of dynamic postural control; TUG (p<.05). Overall, core stability exercise is believed to be an important therapeutic method in rehabilitation programs for hemiplegic patients.

This study examined the effects of biofeedback postural control training on the weight distribution rate and functional ability of subjects with stroke. A total of 30 stroke patients were enrolled in this study. Subjects were divided into a biofeedback postural training group (experimental group, n=15) and a dynamic balance training group (control group, n=15). Experimental subjects received biofeedback postural training and control subjects received dynamic balance training for 30 minutes per day, 5 times per week over a 6 week period. Weight distribution rate and functional ability were measured to identify the effect of the biofeedback postural training. Significant difference in weight distribution rate was observed in the experimental group, compared with the control group (p=0.05), and a significant difference in functional ability. The results of this study provide evidence in support of incorporating a biofeedback postural training for the improvement of weight distribution rate and functional ability of stroke patients.

Purpose: This study examined the effects of trunk control rehabilitation robot training (TCRRT) on the dynamic balance, lower extremity strength, gait ability and pain for bipolar hemiarthroplasty. Methods: Hemiarthroplasty (n=28) patients participated in this study. The subjects were randomized into two groups: trunk control rehabilitation robot training group and control group. Results: The TCRRT group showed significantly more improvement in the MFRT, MMT, 10MWT, TUG, and VAS compared to that before intervention (p<0.05). In addition, all tests were significantly greater in the experimental group than in the control group. Conclusion: These results suggest that TCRRT is feasible and effective for improving the dynamic balance, lower extremity strength, gait ability, and pain efficacy after bipolar hemiarthroplasty.

Objective To compare postural balance ability in patients with low back pain between groups with and without lumbosacral radiculopathy. Methods Patients who were referred for electromyography because of low back pain during the period from April 2017 through June 2018 were chosen as subjects. They were divided into groups with and without lumbosacral radiculopathy based on the results of electromyography. We used Tetrax (Sunlight Medical Ltd., Ramat Gan, Israel) to objectively evaluate postural balance ability, and to measure the fall risk, stability index, weight distribution index, and Fourier index. Results Patients in the lumbosacral radiculopathy group showed significantly higher fall risk (73.25 vs. 38.00; p<0.05), weight distribution index (8.57 vs. 5.00; p<0.05), and stability index (21.19 vs. 13.16; p<0.05) than those in the group without lumbosacral radiculopathy. The Fourier index at high-medium frequency was significantly increased in the lumbosacral radiculopathy group (8.27 vs. 5.56; p<0.05), whereas weight-bearing on the side of radiculopathy was significantly decreased. Conclusion Patients with lumbosacral radiculopathy have decreased postural balance compared with patients without this condition. Somatosensory disturbances in lumbosacral radiculopathy might cause postural balance impairment. Assessment and treatment plan not only for pain reduction but also for postural balance improvement should be considered in the management of patients with lumbosacral radiculopathy.

본 연구는 부모의 애착행위가 보건계열 대학생의 스트레스 대처와 자살충동통제력에 어떠한 영향을미치는지 검증하고자 실시하였다. 첫째, 부모의 애착행위가 스트레스대처능력에 미치는 영향에 대해 다중회귀분석(multiple regression analysis)한 실시한 결과 회귀식은 (R²=.09, F=5.28, p<.001)로99.9% 신뢰수준 이상에서 통계적으로 유의한 영향관계가 있는 것으로 나타났다. 둘째, 부모의 애착행위가 자살충동통제력에 미치는 영향에 대해 다중회귀분석(multiple regression analysis)을 실시한결과 회귀식은 (R²=.097, F=4.79, p<.01)로 99% 신뢰수준 이상에서 통계적으로 유의한 영향관계가있는 것으로 나타났다. 이와 같은 분석결과를 토대로 부모의 애착행위가 스트레스대처능력과 자살충동통제력에 영향을 주기 때문에, 부모의 애착행위를 향상시키는 전략은 스트레스대처능력을 길러주고 자살충동을 억제하는데 기여할 수 있다고 본다.
This study was conducted to verify how the attachment behavior of parents affect the ability coping with stress and control over suicidal impulse among the college students majoring in health. The multiple regression model was developed for the impact of the parents’ attachment activities on the students’ stress coping skills (R² = .096, F = 5.283, p <.001), indicating a statistically significant association. The impact of parental attachment behavior on suicidal impulse control was also found statistically significant from the regression model (R² = .097, F = 4.79, p <.01). The results of this analysis highlight that attachment behavior of parents can influence the stress coping ability and suicidal thought control of their children, and thus the strategy to improve parental attachment behaviors could contribute to enhancing the stress coping skills and suppressing the suicidal impulse of their children.

This study is a single blind randomized controlled trial to determine the effect of virtual reality-based postural control training on the gait ability in patients with chronic stroke. Sixteen subjects were randomly as-signed to either experimental group (VR, n=8) or control group (CPT, n= 8). Subjects in both groups received conventional physical therapy for 60 min per day, five days per week during a period of four weeks. Sub-jects in the VR group received additional augmented reality-based train-ing for 30 min per day, three days per week during a period of four weeks. The subjects were evaluated one week before and after participating in a four week training and follow-up at one month post-training. Data de-rived from the gait analyses included spatiotemporal gait parameters, 10 meters walking test (10 mWT). In the gait parameters, subjects in the VR group showed significant improvement, except for cadence at post- training and follow-up within the experimental group. However, no obvi-ous significant improvement was observed within the control group. In between group comparisons, the experimental group (VR group) showed significantly greater improvement only in stride length compared with the control group (P<0.05), however, no significant difference was ob-served in other gait parameters. In conclusion, we demonstrate signifi-cant improvement in gait ability in chronic stroke patients who received virtual reality based postural control training. These findings suggest that virtual reality (VR) postural control training using real-time informa-tion may be a useful approach for enhancement of gait ability in pa-tients with chronic stroke.
