As IT-related projects become larger and more complex, it is difficult to successfully complete an IT project without high-level management capabilities. Accordingly, the Project Management Office (PMO), an organization specializing in project management to solve organizational, technical, and managerial problems related to project management, was introduced. The introduction of PMO is emerging as an important task for organizational development and project success, and PMO is a universal approach for IT project management. In this study, based on the PMO function researched by previous researchers, the proportion of public (defense) business managed through the introduction of a legal PMO system in the IT field and a separate dedicated management organization are required, as information systems have been expanded and the size of the input resources has increased. In addition, the important functions of PMOs in the private business sector are analyzed comprehensively through cases, and additionally, in the classification of direct management within the company by type of PMO and the type of consignment management, each important PMO function, and common important function are analyzed. Therefore, in this study, the important PMO function is verified regardless of industry field and organizational structure to help establish an effective PMO operation plan.

최근 국내 공공부문 정보화사업에 도입된 PMO 제도는 일부 기관의 중요 정보화사업에 적용되 어 왔으나, PMO에 대한 기관의 낮은 인식도, 참조사례 부족, 예산확보 여러움 등의 문제로 인하여 다 수 기관으로 확산 및 정착이 지연되고 있다. 이러한 PMO 제도를 성공적으로 정착 또는 확대해 나가 기 위해서는 기관 및 예산당국의 인식도를 제고할 필요가 있으며, 이러한 인식도를 제고하기 위한 방 편 중 하나로서 PMO 성과를 관리 및 측정할 수 있는 성과관리참조모형 수립이 요구되고 있다. 본 연 구에서는 PMO 성과관리참조모형 수립에 가장 핵심이 되는 PMO 성과요소를 도출하는 것을 목적으 로 하고 있으며, 선행연구 조사를 기반으로 성과요소 도출에 필요한 요인들을 식별하였으며, 설문조사 및 요인 간의 연관관계 분석을 통하여 국내 공공부문 정보화사업에 적합한 성과요소들을 정보화사업 단계에 따라 도출하였다. 또한 선행연구와 도출된 PMO 성과요소를 기반으로 향후 성과관리참조모형 수립을 위한 기본적인 구조를 수립하여 제시하였다.

Recently PMO is recommended by government to be applied on public IT projects, to improve public IT project performances. However, the adoption is rather slow and limited due to low awareness and lack of references of PMO, resulting in limited budget allocations. To enhance the awareness level, it is important to systematically model the function and performance structure of PMO. Thus, in this study, we develop the performance reference model of PMO. Through literature reviews and expert surveys, we identify the factors for managing/evaluating PMO per-formances, and model the cause and effect relationships between the performance factors. Based on the model, we present the basic structure of the PMO performance reference model, on top of which further detailed performance model can be built.

The IS project is getting more and more complicated and large-scaled. Many researchers and practitioners are interested in the IS development methodologies, automated tools and techniques, TQM to decrease project failure, and to increase IS performance. But, in spite of such various efforts, the latest Standish Group’s research indicates that the project scale is bulkier than 1～2 year ago and IS development project’s batting average falls from 34% to 28% at the same time, proceeded project is increased, and project discharged arrives to 15%～18%. According to a research, success possibility increased by 37% after a year of PMO introduction, and increased sharply by 62% after 2 years and by 65% after 5 years. This research has a goal to survey how the PMO function and operation type affect the IS project performance in the financial industry. I determine nine independent variables and three dependent variables from previous researches. The results of this study are that the four core functions of PMO have relationship with project performance. But, technical support function does not relate with organization performance. Among the four core PMO operation types, three types have an effect on the IS project performance except the perfectionist type.

여러 산업 분야에서 신기술 도입 및 고객의 요구 사항 변화에 따라 급속한 정보화가 진행 중이다. 정보 시스템을 주요 기반으로 한 금융산업의 경우, 이러한 변화에 대응하기 위해 상당한 규모의 차세대 프로젝트를 진행하고. 이를 통해 기업은 법률, 규제 및 고객 요구 사항 등 외부 요인에 신속히 대응하고, 내부 프로세스 개선을 통해 기업의 가치를 성장시키려고 한다. 차세대 프로젝트란 기업이 반드시 성공시켜야 하는 프로젝트로, 금융권은 프로젝트 성공률을 높이기 위해 PMO 제도를 도입하고 있는 추세이다. 본 연구는 프로젝트 준비단계 산출물인 제안요청서 (RFP)를 국제 프로젝트 관리 표준인 ISO 21500 (Guidance on Project Management)을 기준으로 제안요청서 (RFP)가 프로젝트 성공에 필요한 제반 기능과 정보를 포함하고 있는지 분석하였다. 분석 결과 차세대 금융 PMO의 RFP는 ISO21500의 기준과 상당한 차이가 있음을 발견하였다. 향후 제안요청서(RFP) 작성의 중요성을 인식하고, ISO21500 관리 기준에 맞춰 기능을 개선하고 보완해 나간다면 프로젝트 성공률을 높일 수 있을 것이다.

오늘날 기업들의 경쟁력 강화를 위해 활발하게 IT 프로젝트가 수행되고 있다. 특히 복잡한 업무 환경의 금융권에서는 차세대금융시스템구축 프로젝트가 진행되고 있다. 하지만 차세대금융 PMO에서 선행연구자들이 정의한 PMO 의 주요기능이 얼마나 수행 되고 있는지 현 차세대 금융 PMO 상황에 대해서는 연구되지 않았다. 이에 본 논문에서는 프로젝트, 프로젝트관리, PMO 의 정의와 주요기능에 대해 살펴보고, 3 사의 차세대 금융 PMO 사례를 통해 일반 PMO 의 주요기능과 차세대금융 PMO 의 기능을 비교해보고, 그 결과 중점적으로 준수되고 있는 기능과 준수되고 있지 않은 기능을 판별해 차세대 금융 PMO 이 보완되어야 할 점을 제시 할 수 있었다. 향후 연구에서는 다양한 차세대 금융 PMO 사례의 기능비교를 통해 차세대금융 PMO 의 성공적인 운영방안을 제시 해 볼 수 있을 것이다.

It is well known that PMO (Project Management Office)s are effective for successful project performance. Since it takes a long time to develop PMO capability, many public organizations and companies that do not have internal PMOs are increasingly relying on outsourcing of PMO functions in order to introduce mature PMO capabilities in a short period of time. However, it is not verified yet whether outsourced PMO is more effective than internal PMO or not. The objective of this study is to verify the effectiveness of PMO outsourcing. There are many different definitions about PMO function, and even the same PMO function may have different effectiveness depending on the Industry. Thus, this study redefined the PMO functions and Project Performance based on the past studies, and conducted research by focusing on the ICT (Information and Communication Technology) industry. The ICT industry is an important industry economically and has been attracting global attention recently. This study is the first attempt to prove the effectiveness of outsourcing of PMO function in Korea. We found that PMO function outsourcing is effective for certain aspects of project performance, particularly technical support and infrastructure management. Overall, PMO outsourcing is usually more effective than internal PMO for improving project performance. The results of this study are expected to contribute to the development of PMO theories and practices.

오늘날 우리나라뿐만 아니라 세계 여러 곳에서 자연재난과 사회재난이 발생하여 인명피해와 물적 손해를 입고 있다. 재난이 발생할 경우 중요한 것은 체계적인 관리 및 대응이다. 재난이 가진 특성을 살펴보면 재난은 프로젝트와 유사한 특성이 있다. 재난에 관련된 선행연구 중에서 재난관리를 프로젝트 관리 관점에서 접근한 사례는 많지 않지만, 점차 늘어나는 추세다. 재난이 발생할 경우 혼란스러운 상황을 빠르고 효율적으로 대응하기 위해서는 통합적이고 체계적 관리가 필요하다. 본 연구는 재난관리를 하나의 프로젝트로 간주하여 프로젝트 조직관리 방법론을 적용할 때 재난관리의 효율성에 미치는 영향을 조사한 연구다. 특히 재난관리를 통합적으로 지휘하는 프로젝트 조직의 리더십이 재난관리 업무성과에 유의한 영향을 미치는지 분석하였고 의사소통이 리더십과 재난관리 업무성과 사이에서 매개역할을 하는지 살펴보았다. 또한, 프로젝트 리더십을 효과적으로 실행하기 위한 하나의 체계로서 프로젝트 관리 분야에서 주목을 받고 있는 PMO 기능이 어떤 영향을 줄 수 있는지 조절변수로 설정하여 조사하였다. 연구결과를 보면 리더십은 재난관리 업무성과에 유의한 영향을 미쳤으며, 의사소통은 리더십과 재난관리 업무성과 간에 매개 역할을 하는 것으로 파악되었고, PMO의 기능은 의사소통이 재난관리 업무성과에 미치는 영향에 조절효과를 미치는 것으로 파악되었다. 이는 여러 조직이 동시에 참여하게 되는 재난관리의 특성상 조직 간의 협력을 이끌어 내는 리더십이 재난관리에서 매우 중요한 것으로 파악됐다고 볼 수 있으며, 아울러 리더십을 효과적으로 발휘하기 위해서 PMO와 같은 구체적인 조직체계가 필요하다는 것을 본 연구의 결과가 보여준 것으로 여겨진다.

Today, our country as well as in many parts of the world wearing a property damage and personal injury by natural disasters and social disasters. The important thing is the systematic management and response in case of a disaster. Looking at the characteristics of a disaster, disaster has similar properties to the project. Thesis approach to disaster management in project management point of view is not much among previous studies related to disaster, but the trend gradually increasing. In order to address the chaotic situation quickly and efficiently, integrated and systematic management requires when disaster occurred. This research is study about effect of disaster management efficient when apply project management methodology to disaster. Especially, we analyze how effect the leadership of project organization that manage disaster management syntagmatically to disaster work performance and we examine mediator effect of communication between leadership and disaster work performance. Also, we study about effect of PMO functions to disaster work performance by set PMO as moderating variable. The PMO is a system for implementing project leadership effectively. By presenting the results in this study to increase the disaster management performance by applying the leadership, also we confirm that communication has mediator effect between leadership and disaster work performance. PMO functions also have moderating effect between communication and disaster work performance. As a result, the leadership is critical to disaster management. Because disaster management need cooperation of various organization that engage to disaster. And also this study shows that if we want use effective leadership in disaster management, we need specific organization such as PMO.
