우리나라의 경호기관은 박정희정부의 출범과 함께 「대통령경호실법」이 제정되어 지금의 전문경호기관으로 거듭나게 되었지만 북한과의 계속된 대립으로 국내 요인에 대한 테러위협 은 줄어들지 않고 있다. 특히 최근 한반도를 둘러싸고 있는 주변국의 영토분쟁은 동북아의 긴장을 고조시키고 있으며, 북한의 3대 세습과 장성택 부위원장의 처형으로 한반도의 긴장은 최고조에 달하고 있다. 이러한 가운데 2009년 발생한 노무현대통령 서거사건은 지금까지 치중되어왔던 물리적 위 협뿐만 아니라 자살과 같이 경호대상자 스스로에 의한 위협의 중요성과 그 위협에 따라 경 호운용과 경호기법의 방향이 달라져야 한다는 새로운 패러다임을 제공하였다. 이러한 위협에 대한 대응책 마련의 노력이 강조되고 있지만 이와 같은 주제를 담은 연구가 활발히 수행되 지 않아 이 연구를 시작하게 되었다. 이러한 연구 목적을 달성하기 위하여 대통령경호실과 서울지방경찰청에 근무하고 있는 현 장 종사자 45명을 대상으로 인터뷰를 수행하였고, 최근에 개발된 Nvivo 8 프로그램을 활용하 여 분석한 결과 심리적 요인 유형으로 ʻ경호대상자의 심리 인지ʼ가 가장 높은 빈도를 차지하 였으며, 운용적 요인 유형으로는 ʻ경호원칙 준수ʼ가 가장 높게 나타났다. 과거의 국내 사례를 살펴보면 해방이후 지금과 같은 혼란기에 요인에 대한 암살이 잦았던 역사적 교훈을 되새겨야 하며 암살과 같은 극단적 테러로 인한 역사적 희생이 국운에 미치 는 막대한 영향도 고려되어야 할 것이다.

국내 카지노 산업은 기존의 단일 카지노 형태에서 벗어나 선진형 복합 카지노 리조트로 변화를 시도하고 있다. 이와 함께 카지노 기업 차원에서 도박의 부정적인 영향으로 인한 사건사고를 예방하고 대응하는 보안관리 시스템의 중요성이 더욱 부각되고 있다. 이에 본 연구에서는 관련 문헌 분석과 사례연구를 통하여 바람직한 국내 외국인 전용 카지노의 보안관리 운영시스템의 활성화 방안을 모색하고자 하였다. 분석결과, 국내의 외국인 전용 카지노 보안관리 시스템이 카지노 산업 변화에 효과적으로 대응하기 위해서는 첫째, 카지노 보안요원의 보호규정 결여, 둘째, 카지노 보안관리 시스템 이원화로 인한 운영체계 비효율, 셋째, 카지노 보안요원의 체계적인 교육 시스템 부재의 세 가지 영역에서 개선이 필요하다는 결론을 도출하였다. 그리고 이에 대한 개선 방안으로 본 연구에서는 첫째, 카지노 보안요원의 신변 보호를 위한 관계법 개정 검토, 둘째, 카지노 보안요원의 전문성 강화, 셋째, 카지노 보안관리 운영시스템의 단일 운영체계 구축을 제시하였다.

The domestic casino industry is attempting to change from the existing single form to the advanced-type of complex casino resort. In addition, the importance of the security management system, which prevents and responds to accidents caused by negative influences of gambling, is emphasized at the casino enterprise level. Therefore, this study aimed to find measures to revitalize the security management system for domestic casinos only for foreigners through an analysis of relevant literature and case studies. As a result of the analysis, it was found that in order to effectively cope with changes in the casino industry, three areas were needed to be revamped: (1)　a lack of protocols which intend to protect casino security personnel, (2) an inefficient operational system due to the dualized casino security management system, and (3) a lack of systematic educational system for casino security personnel. This study therefore proposed three measures: (1) a review of revisions of related laws to protect casino security personnel, (2) enhancement of professionalism of casino security personnel and (3) establishment of a single operating system of the casino security management operating system.

Sensitive database security is an integral part to meet the company's abeyance. Securing the sensitive data in mixed database environment has increased over the past few years. This paper conducts the literature review about providing solutions to secure all databases. This will help the users to know what all things are required to be protected when they are planning to protect the database. Sometimes in some of the business it requires highest level of security even if the performance is being compromised. So, this paper will help user to choose appropriate security mechanism to for the sensitive database according to their business requirement. A brief view of securing the network, server and operating system is also provided in the present paper. Aim of this research is to provide the security to sensitive data at all the three levels physical security, network security, information security from unauthorized user.

최근 데이터 서비스의 증가와 함께 통신 서비스 환경도 단순히 빠르게 정보를 전달하는 것에서 지식, 감성, 재미, 편리성, 경험 등 다양한 고객의 가치를 전달하는 것으로 변화하고 있다. 이러한 고객 의 요구를 만족시키기 위해 네트워크는 점차 지능화되고 통합되고 있다. 이러한 통신 환경의 변화에 따라 FMC(Fixed Mobile Convergence) 서비스가 등장하였다. FMC 서비스는 포화된 통신 시장 상황 과 수익성 감소를 타개하기 위한 방안으로 집 또는 직장 등 옥내에서도 모바일 서비스를 저렴하고 편리하게 이용하려는 고객의 니즈를 수용하는 수요자 중심의 서비스이다. 미국, 영국 등 선진국에서 는 보안에 경미한 업무를 중심으로 유·무선 통합 서비스를 도입하고 있으며, 국내에서도 대기업과 공 공부문에서 시작으로 중소기업까지 확산되고 있다. 이에 따라, FMC 서비스에 대한 보안위협이 증가 되고 있으며, 스마트폰 운영체계, 서비스 특성, 보관하고 있는 정보 등 단말 자체가 스마트해짐을 고 려할 때 보안 사고로 인한 피해의 규모는 기존 유선에 대한 보안 사고보다 더욱 심각해 질 것으로 예상된다. 따라서 본 논문에서는 국내 실정에 적합한 국내 표준 암호알고리즘(ARIA, SEED)을 적용한 SSL VPN 시스템을 개발하고, 여기에 웹 가속기 기술을 접목한 가속기 통합형 SSL VPN 게이트웨이 장비를 소개하고자 한다.

According to the recent increase in data services, knowledge, emotion, entertainment, convenience and variety of experience to deliver value to customers is changing. To meet these needs, the network has become increasingly intelligent and integrated. The communications environment according to changes in the FMC (Fixed Mobile Convergence) services were introduced. In this paper, suitable for domestic national standard encryption algorithm (ARIA, SEED) to develop and apply the SSL VPN system, Web Accelerator, Accelerator combines technology with integrated SSL VPN gateway equipment will be introduced.

본 연구는 세계 3대 스포츠이벤트로 불려지는 IAAF세계육상선수권대회가 대구에서 개최되는 시점에서, 대회의 성공적 개최를 위해 경호경비운용의 발전적 정책제언을 하고자 하였다. IAAF세계육상선수권대구대회 경호경비의 핵심적 안전업무실행 주체는 2011대구세계육상선수 권대회조직위원회, 민간경호경비, 경찰, 자원봉사(안전부문) 등이며, 대구광역시, 소방기관 등이 관계된다. 그러므로 이러한 경호경비 주체 간 원만한 상호협력체계가 이루어져야 한다. 특히 이번 대회의 중심적인 경호경비주체는 민간경호경비이며, 경찰이 협력적 안전활동을 지원하게 된다. 따라서 민간경호경비업체에서는 자체 보유하고 있는 노하우를 가지고 경비대상시설인 대구스타디움, 선수촌, 본부호텔, 총회장소 등 직접시설 대상 위해인물의 시설출입 차단, 위해물품반입 차단, 중요구역 출입통제 및 질서유지의 임무를 수행해야 한다. IAAF세계육상선수권대구대회가 성공적으로 개최되기 위해서는 다각도에서 최선의 노력을 해야 하겠지만, 특히 안전부문의 역할은 중요하고 광범위하게 다루어져야 한다. 경호경비 운용적 측면에서는 관련 법제의 준수, 실질적 운영측면에서는 동선관리 대책, 취약점에 대한 대응책, 안전사고의 방지를 위한 대책, 비상대응책이 마련되어야 한다. 사고발생시 수많은 인명이 다칠 수 있고, 다중이 운집하는 관계로 고도의 경호경비운영능력이 요구되며, 따라서 경호경비원은 전문성을 확보하고 있어야한다. 따라서 경비업체는 물론 배치되는 경호경비원과 진행요원, 자원봉사자까지 경호경비직무관련 교육․훈련과 비상훈련 등이 전문적이고 체계적으로 시행되어야 한다.

The purpose of this study is to suggest a policy on the operating system of security for the success of IAAF World Championships held in Daegu which is one of the top three sports event. Main responsible bodies for security are organization committee of IAAF World Championships Daegu 2011, private security companies, police, voluntary service workers(safety field), Daegu City, and fire fighting organization. Therefore, mutual cooperation system should be established among the organizations for the effective execution of security matters. Especially, the central security body of this championships is a private security and police will provide a support activity. Therefore, private security companies shall perform the missions such as protection of Daegu Stadium, athlete's village, headquarter hotel and general meeting place from the trespass of dangerous people, access control to important area and order maintenance on the basis of their own know-how. In order to hold IAAF World Championships Daegu 2011 successfully, the best efforts shall be made from various angles and especially, the role of safety area shall be widely handled. From the aspect of security operation, the measure to observe related law shall be taken and from the aspect of actual operation, the measure to control traffic line, reinforce weak point, prevent safety accident and cope with emergency shall be taken. Because accident may cause many injuries and people are gathered, high- quality security operation ability is required. Therefore, security guard shall have a specialty. Education and emergency training related with security work should be provided for security guards, staffs and voluntary service workers as well as security companies in a special, systematic way.

중국은 개혁개방정책의 실시와 더불어 경제의 쾌속발전을 이룩하였고 이러한 과정에서 선진기술과 자본금을 도입해온 외자기업들은 중요한 일목을 하였음에도 불구하고 "우리보다 잘 산다"는 이유로 범죄의 표적이 되었다. 그러나 사회치안업무의 주요 담당자인 공안은 업무량의 폭증과 공권력의 형태로써 외자기업을 포함한 사회의 모든 경제구조에 대한 안전서비스를 무상으로 제공하기에는 부적절함과 한계가 있었다. 이러한 배경 속에 1984년 경제특구인 심천에서 중국 최초의 보안서비스회사가 설립되었다. 이후 중앙정부와 각 지방정부에서는 신생아 단계에 있는 보안서비스를 하루 빨리 부축하여 공안의 보조역량으로 치안방범체계에 융합시키기 위하여 일련의 유리한 정책들을 내놓으며 보안서비스의 양적규모를 확대하였다. 그러나 글로벌 시대로 들어서면서 비전단계에 들어서야 할 중국보안서비스는 얼마간 정체되어 있는 모습을 보이고 있다. 그 원인으로는 보안서비스에 대한 입법의 부진, 교육의 낙후, 인식의 부재 등 여러 가지가 있겠지만 공인기관이 보안서비스회사의 유일한 출자인의 신분으로 정부의 강력한 행정규제에 힘입어 업종에 대한 독점을 행하면서 보안서비스회사의 명맥을 좌우지하는 낙후한 체제라고 생각된다. W.T.O. 가입시 보안서비스 시장 개방에 대한 승낙과 북경올림픽, 상해엑스포, 광주아세안게임등 대형 국제적 행사의 개최는 보안서비스에 대한 법적지위의 향상과 공안과의 명확한 역할분담이 요구 되었기에 「보안서비스관리조례」라는 국가적인 보안서비스 관련 법제가 조급히 정비 되 었다. 또한 민간자본의 참여가 허락된 만큼 보안서비스 시장의 활성화가 요구되기에 다원화적인 투자주체의 충격으로 공안이 스스로 통제운영해온 공기업 형태에 접근하는 보안서비스회사들의 부적절한 체제에 대한 개선은 시급하다.

With the implementation of policy of Opening up and Reform, China has taken on a new look. Along the way, foreign- funded enterprises not only attracts huge amounts of foreign capital, but also contributes a lot to enterprise development of China. Protect the safety of the foreign- funded enterprises can not depend on limited police enforcement . In the background, the Shekou Security Service Company was founded in 1984 which is the first Security Service Company in China. In process of implementing all measures to improve all facets of public security and press ahead with efforts to build crime prevention and control system, the Public Security Organ strongly support the Security Service. This system makes Chinese Security Service has been developed rapidly at least in its early days. But with economic globalization era, unreasonable system cause Chinese Security Service stagnation. There are so many obstacles such as imperfection of the law, lack of professional training, demarketing operation, and the failure of collaboration with Public Security Department are blocking the progress of Security Service development. On one analysis, the institutional and systemic deficiencies were the main reasons given. Now, Management Regulation of Security Service has been released, and more and more people pay attention to Chinese Security Service. Certainly, here also contains many foreigners. The success of the Beijing Olympic Games, Shanghai World Expo, Guangzhou Asian Games has provided the new power to Chinese Security Service. The time has come when Chinese Security Service must act for themselves.
