본 연구는 한국의 사회를 강타하고 있는 인구학적 변화를 키워드를 중심으로 살펴보고, 이러한 인구의 변화가 한국 사회는 물론 한국교회에 어떤 영향을 주게 될 것인지 살펴보기 위해 수행되었다. ‘인구절벽’은 미국의 경제학자인 Harry Dent가 그의 책 「The Demographic Cliff」에서 제시한 개념으로 생산가능인구라 지칭하는 15세에서 64세까지의 인구 비율이 급속도로 줄어드는 현상을 의미한다. 특히 한국 사회는 1983년 이래로 저출산 국면으로 진입한 이래 거의 35년 정도 장기 저출산 현상(합계출산율 2.1 미만)을 경험하고 있으며, 2000년 이후에는 합계출산율이 1.3에도 미치지 못하는 초저출산(lowest-low) 시대를 15년 넘게 지나고 있다, 또한 고령화의 문제도 심각하다. 국제연합(UN)은 총인구에서 65세 이상인구가 차지하는 비율이 7%를 넘으면 ‘고령화사회(aging society)’, 14%를 넘으면 ‘고령사회(aged society)’로, 그리고 20%가 넘으면 ‘초고령화 사회(super-aged society)’로 정의하고 있는데 우리 사회는 지난 2000년 고령화사회에 진입했고, 17년이 지난 2017년에 고령사회로 진입했다. 이와 같은 한국 사회의 급격한 인구 변화는 한국 사회는 물론 교회를 근본적으로 뒤바꿔버릴 수 있는 커다란 변화의 동력으로 다가올 수 있다. 먼저 인구감소로 인한 경제적 위축 문제가 심각해 질 것이고, 무엇보다 교회학교의 인구가 급격히 줄어들고 젊은 층이 이탈하여 사회보다 더욱 심각한 고령화의 문제가 교회를 강타하게 될 것이다. 이와 같은 변화를 대비하기 위해 새로운 교육의 패러다임으로 전환해야 하는데 무엇보다 이제 더 이상 구시대적인 양적 성장의 패러다임에 갇혀 있는 것이 아니라 학생 한 사람 한 사람에게 집중하는 질적 성장의 패러다임으로 눈을 돌려야 한다. 두 번째 요구되는 패러다임의 전환은 기존의 학교 체계와 같은 교회학교 시스템을 관계중심적, 공동체적 시스템으로 전환하는 것이다. 그리고 마지막으로는 교회교육은 자라나는 세대만을 대상을 하는 것이 아니라 교회의 전 연령을 대상으로 하는 평생교육(life-long education)임을 깨달아 전 세대를 대상으로 필요한 생애주기별 교육과 특별히 인구교육을 실시해야 할 것이다.

This study aims to suggest the educational paradigm shifts for Korean churches which face unprecedented demographic change. According to a famous economic forecaster, Harry Dent’s book, “The Demographic Cliff,” the demographic cliff refers to a sharp decrease in working age population(ages 15~64) like a shape of deep cliff. Korean society has been experiencing lowest low fertility since 2001, and approaching super-aged society. The United Nations define an “aging society” as one in which more than 7% of the population is elderly population(65 years or older), an “aged society” as a society in which more than 14% of the population is elderly people, and a “super-aged society” as a society in which more than 21% of the population is 65 years or older. Since 2000, Korea has been an “aging society” and became an “aged society” in 2017(only 17 years later). These dramatic demographic changes can raise some profound problems in the church. Many Korean churches will face a financial crisis due to the serious decrease in population, and the decline of Sunday school and aging of church will become more critical. Therefore church leaders will prepare the era of the demographic cliff by shifting some educational paradigms. First, from quantitative expansion to qualitative growth. The church in the era of low birth rate and aging should pay more attention to quality and substance of growth than quantitative expansion. Second, the school-based paradigm for church education needs to be replaced by the community-based paradigm in order to overcome the limitation of the school-based church education system. Third, church education should be a life-long education for the church members of all ages and provide a variety of educational programs according to the stages of the life cycles.

한국교회는 지금 ‘인구절벽’(The Demographic Cliff) 앞에 서있다. 인구절벽은 미국의 경제학자 Harry S. Dent가 소개한 이론으로 어느 순간을 기점으로 한 국가나 구성원의 인구가 급격히 줄어들어 인구 분포가 마치 절벽이 깎인 것처럼 역삼각형 분포가 될 것이라는 이론이다. 한국사회는 인구절벽으로 추락하면서 저출산, 생산가능인구 감소, 인구 노령화를 경험하게 될 것이다. 이에 따라 한국교회는 주일학교 감소현상, 교회의 재정위기, 고령성도 급증이라는 문제를 맞닥뜨리게 될 것이다. 본 논문은 인구절벽이 한국교회 목회현장에 미치는 영향을 분석하고, 그것에 대한 극복책 몇 가지를 제시하고자 한다. 한국교회가 지금 가장 먼저 해야 할 것은 인구절벽으로 이미 시작된 문제와 앞으로도 계속될 충격들을 정확하게 분석하고 인식하는 것이다. 이를 위해 본고는 각 장의 전반부에 인구절벽이 목회현장에 어떤 문제를 가지고 왔는지, 혹은 가지고 올지를 분석할 것이다. 인구절벽으로 인한 목회현장의 문제를 분석한 후에 중요한 것은 그것을 극복하는 방법을 찾는 것이다. 목회자가 인구절벽시대에 교회를 안정적으로 이끌기 위해서는 균형목회가 필요하다. 인구절벽의 문제는 여러 세대에, 다양한 양상으로 나타날 것이다. 그렇다면 대책도 한 세대, 한 부분에 맞추어서는 안 된다. 적어도 다음세대, 생산가능세대, 고령세대로 구분하고, 그에 따라 저출산의 문제, 재정감소의 문제, 고령성도 급증의 문제에 대해 정확한 감각을 가지고 적합한 대책을 세우는 균형목회가 필요하다.

Korean Church now stands on the demographic cliff. At a sudden moment, according to Harry S. Dent, a nation or population of it will abruptly decrease as a shape of deep cliff like a inverted triangle. Falling down from the cliff, Korean society will experience low birthrate, declining working-age population, and ageing population. In the stream of this phenomenon, Korean Church will face several problem like decrease of Sunday school, crisis of church finance, and surge of aging church member. This paper will analyse the influence of the demographic cliff on Korean Church and suggest remedies to overcome it. The first step that Korean Church should take is to recognize current influences and imminent impacts in the era of demographic cliff. As the first step, the paper will analyse problems in the Korean church that the demographic cliff brought already or will bring in the near future. As a next step, the paper will present remedies named ‘balanced church ministry’ to conquer the problems. If the demographic cliff impacts upon several generations and aspects, then remedies for theses should be various focuses on young generation, working-age population, and ageing population. Then, Korean pastors should build up balanced church ministry to cope with problems of low birthrate, decrease of church finance, and increase of aging church member.
