이 연구는 개정 ｢지방교육자치법｣에 대한 교육계의 무관심의 원인을 5가지로 구분하여 고찰한 후, 지방교육자치제의 발전을 모색하기 위한 선결조건으로 지방교육자치의 개념과 본질에 대한 명확한 합의, ｢지방교육자치법｣의 위상 명료화, 일반지방자치와 지방교육자치의 관계 정립 등을 제시하였다. 지방교육자치제도의 발전을 위한 과제로 교육의 자주성·전문성·정치적 중립성과 교육행정의 관계 명료화, 교육의 자주성·전문성·정치적 중립성을 보장을 위한 정책수단 합의, 교육위원·교육감 주민직선에 대한 기본입장 정리 등을 제안하였다.

This study was performed to suggest conditions and tasks for development of local educational autonomy system. To accomplish the purpose, I analyzed why the educational world was indifferent to the changes of local educational autonomy system, and suggested three preconditions for the development of local educational autonomy system, that is, consensus of the concept and nature of local educational autonomy, clearly positioning legal status of Local Educational Autonomy Act, and establishing relationship between local educational autonomy and local autonomy. Tasks for development of local educational autonomy system are as follows. First, we should establish the relationship between educational administration and independence- professionalism-impartiality of education. Second, it is necessary to come to an agreement the means for realizing the independence, the professionalism, and the political impartiality of education. Last, because the local residents was indifferent to the direct election of superintendent and members of board of education, the direct election system of superintendent and members of board of education should be reexamined.
