In this era of globally competitive world market, many business firms have been using ISO 9000 quality management system, whose principles are leadership, customer focus, people involvement, etc., which are expected and desired to be attained for the various long/short term goals of the business firms. This paper studies whether and how those principles are implemented in the areas of service, manufacturing, etc., and researches the regression relations between business firm's performance and those principles. Using hypothesis testing, we found and showed results which can be referenced for the higher performance of business firms and those can be added to the pool of knowledge about the ISO principles implementation in service and manufacturing industries.
대학 역량 기반 전공교육 질 관리를 위한 데이터 기반 PDCA 환류 모델 설계 : T대학 사례를 중심으로 KCI 등재

본 연구는 대학 전공교육의 질 관리가 형식적인 지표 산출에 머무르는 한계를 극복하기 위해 데이터 거버넌스 기반 PDCA 환류 모델을 설계하고 T대학 내 3개 전공(컴퓨터공학, 에너지ㆍ전기, 미디어 디자인)을 대상으로 수행된 파일럿 테스트 사례를 분석하였다. 이를 위해 과정 추적법(Process Tracing)을 적용하여 시스템 로그 데이터와 심의ㆍ의결 문서의 연결 관계를 통해 진단 산출물이 공식 의사결정 절차를 거쳐 개선 조치로 공식화되는 작동 메커니즘을 규명하였다. 이에 따른 연구 결과는 다음과 같다. 첫째, T대학의 환류 모델은 행정적 성과관리 루프와 역량 모델 타당성을 검증하는 R&D 루프가 결합된 이중 순환(Dual-Loop) 구조로 설계되었다. 둘째, 에너지ㆍ전기공학 전공 사례 분석 결과 역량 진단 데이터(Check)가 공식 심의 기구의 의결을 거쳐 교육과정 개편 조치(Action)로 공식화되는 제도적 전환 메커니즘으로 작동하고 있었다. 이는 대학 전공역량 환류 체계가 공학 및 융합 분야에서 실질적인 교육 품질 개선을 이끄는 거버넌스 시스템으로 작동할 수 있음을 시사한다.
This study proposes a data-governance–based PDCA(Plan–Do–Check–Action) feedback model to address the limitation that quality management of major education in higher education often remains at the level of formal indicator production. Using a pilot implementation in three majors at T University(Computer Engineering, Energy and Electrical Engineering, and Media Design), we applied process tracing to examine how diagnostic outputs are translated into institutional decisions. System log data and formal deliberation and resolution documents were analyzed to reconstruct an evidence chain from competency diagnosis to improvement actions. The findings are as follows. First, the proposed model is designed as a dual-loop structure that integrates an administrative performance-management loop with an internal R&D loop for validating and refining the competency model. Second, an in-depth case from the Energy and Electrical Engineering major shows an institutional pathway in which diagnostic results (Check) are reviewed and approved through a formal decision gate, and subsequently articulated as curriculum-related improvement actions (Action). These results suggest that a major-competency feedback system can function as a governance mechanism for practical quality enhancement in engineering and interdisciplinary programs.

Purpose - The purpose of this paper is to review the total quality management (TQM) philosophy and the quality management principles (QMPs) in facilities management (FM), and presents the findings of a recent FM study at the Port Authority of Trinidad and Tobago (PATT). Design/methodology/approach - Empirical data were acquired via interviews with the FM management and maintenance personnel and questionnaire survey with port employees. Findings - In Trinidad and Tobago (T&T), many facilities at the port have been operated below optimum ability, and there has been no consistent FM methodology being utilised by PATT. Findings showed that QMPs could be used to revitalise the facilities maintenance practice at PATT. The management philosophy should adhere to the fundamental QMPs where the inspection-oriented practices would be superseded by prevention-oriented FM. Research limitations/implications - Future research would identify key determinants of the TQM approach in FM and institute the approach to refine the maintenance processes and procedures in port operations in T&T and the Caribbean region. Originality/value - As facilities projects become more varied and complex in nature, a fresh management paradigm seems imperative. It is anticipated that the use of TQM approach accompanied with the QMPs would broaden the prevention-oriented FM process and impact management efficiency positively at PATT for years to come.
