The logistics cost in Korea is very higher than that of the other countries. Thus, we propose to the way to reduce company's logistics cost in the paper industry. Each company in the paper industry is having its particular sized pallets and using them to manufactured products, store, deliver, retrieve empty pallet and so on. In this reason, the logistics cost is still increasing. As the common introduction of Pallet Pool System to "Paper Industry", the logistics cost could be reduced up to 24% and 1.8 billion won saved approximately, and it possibly attributes to the increase of company profit and the strength of the company competitiveness.itiveness.

This study aims to examine how civil affairs appear or disappear and what causes the civil affairs to appear or to disappear in order to help alleviate document burdens and/or provide convenience, such as paper reduction, to the people by improving the civil affairs administration, especially simplifying civil affairs. To begin with, it is uncovered from the analysis of the contents of notification by means of the civil service handling standards that foundation of civil affairs administration come from excavation of it by departments or administrative agencies themselves, that is, establishment by departments or administrative agencies themselves, while most of the abolition of it results from the external factors. This suggests that it may be difficult to prevent or abolish the civil affairs administration without external intervention into it. To prevent foundation of unnecessary civil affairs administration, it is necessary to make in-depth examination of the effectiveness as well as the validity of new civil affairs foundation. It is further necessary to guide the departments or the administrative agencies which found new civil affairs administration. In light of such fact, it is implied that it is essential that establishment of a new civil affairs administration should be determined based upon specific and substantive prediagnosis of how much it will have an impact on citizens.

최근 플라스틱 폐기물로 인한 환경오염이 전 지구적 문제로 불거지면서 플라스틱 개발 및 생산·관리에 대한 각국의 환경 규제가 강화되고 플라스틱 폐기물 해결을 위한 사람들의 관심과 참여가 높아지고 있다. 본 연구는 플라스틱 폐기물에서 가장 비중이 높은 일회용 플라스틱 포장재의 사용저감을 위하여 대체재 탐색을 비롯한 신소재 개발 및 순환형 공급망 전환 등을 통한 지속가능한 포장 디자인 전략과 방안을 모색하는 데 있다. 이를 위해서 본 연구는 첫째, 문헌연구를 통해 자원순환 및 순환경제사회의 개념을 고찰하고 국내·외 플라스틱 관련 환경 정책과 동향을 살펴보았다. 둘째, 다년간에 걸쳐 기업 주도의 친환경 정책을 펼치고 있는 애플의 포장 혁신 사업 사례연구를 통해 자원순환과 플라스틱 사용저감을 위한 혁신 프로세스와 특징 및 성과를 분석하였다. 연구결과 포장 혁신 사업에 있어 지속가능한 포장 설계와 디자인을 위한 전략적 접근 방법으로는 크게 자원사용의 효율성을 높인 ‘자원 감량화(Reduce)’와 ‘재활용(Re-cycle)’, 기술적 접근을 통한 포장 방식의 ‘리뉴얼(Renewal)’, 공급망과 재료품 관리를 탈바꿈한 ‘프로세스 혁신(Process Innovation)’이 있었다. 결과적으로 자원의 지속가능한 순환을 가능케 하는 포장 혁신을 위해서는 자원의 효율성을 제고한 디자인 개선은 물론 지속적인 기술 개발과 더불어 프로세스 전반의 시스템 개선이 필요하며, 이는 필(必)환경 시대에 있어 기업 생존을 위한 피할 수 없는 과제이다.

The environmental pollution caused by plastic waste has become a huge global problem. To handle with it, environmental regulations in each country on plastic development, production and management have strengthened, and people's interest and participation in solving plastic waste has been increasing. This study seeks sustainable packaging design strategies and measures through exploration of substitutes, development of new materials, and conversion of circular supply chains to reduce the use of disposable plastic packaging materials, which are the most important in plastic waste. To this end, this study first examined the concepts of resource circulation and circular economy through literature research and examined domestic and foreign plastic-related environmental policies and trends. Second, through a case study of Apple's packaging innovation, which has been carrying out a company-led eco-friendly policy for many years, it is analyzed innovative processes, features, and performance including implementation methods for resource circulation and plastic use reduction. According to the study, strategic approaches for sustainable packaging and design in the packaging innovation project included "Reduce" and "Re-cycle," which greatly increased the efficiency of resource use, "Renewal," a packaging method through technical access, and "Process Innovation," which transformed supply chain and material management. As a result, packaging innovation that promotes the sustainable circulation of resources requires continuous technological development and process improvements as well as improvements of design method that enhance the efficiency of resources, and it is an inevitable challenge for the businesses in the era of green survival.
