본 논문의 연구목적은 수십 년 간 방치된 특수지역 환경오염 해결이라는 숙원사업이 정부의 환경정책으로 결정되기까지의 주요결정요인이 무엇인지를 규명하는 것이다. 이를 위해 지방관료와 중앙관료들의 역할요인을 의제형성·대안탐색·정책결정의 단계별로 파악하고자 하였다. 연구결과 오래 방치된 특수지역의 환경문제가 정책문제로 결정된 요인은 열악한 환경 속에서 살고 있는 한센인들의 인권문제가 대두되어 지방관료들과 중앙관료들 간에 견해차이가 극복 될 수 있었다는 것이었고, 새만금 국책사업과 정권 실세자의 적극적인 참여 등이 영향을 미쳤다는 것을 확인 할 수 있었다. 본 연구는 특수지역과 연관된 환경문제를 해결한 첫 번째 정책사례로 현재 우리나라 한센인 정착촌 89개소와 이와 유사한 특수지역의 환경문제 해결에 적용할 수 있는 교훈적 모델이 될 수 있다는 의의를 갖고 있다.

The purpose of this study is to find out the major determine factors which make several decades abandoned and polluted district's long-cherished business into government's environmental policy. So as to do it, this study tried to recognize a role factor of local and central officer in sequence as Formation of Agenda·Inquiry of Alternatve·Policy-making.. As a result of this study, the factors which make several decades abandoned and polluted district's environmental problem into political problems was due to rasing of human right issues for Hansen people who have lived in poor conditions, difference of opinion between local and central officers was able to be overcome. Moreover, this study can notice that Saemangeum National Project, active participation of political Determiner and so on have influenced. This study as a first political example solving environmental problem related to special area have significance that it could be a instructive model which can be applied to current 89 Korean Hansen settlements and solution of special area's environmental problem like this.

본 연구는 아동들의 창의력 증진과 인성 함양을 위하여 러시아에서 개발된 '교훈적 동화 만들기' 수업 모형을 탐색하고 우리나라에서의 적용 방안을 제시하고자 한다. 동화는 아동들이 자신의 창의력을 펼쳐 보이고 자신의 잠재적 능력을 확인해 볼 수 있는 첫 관문 중 하나이며, 자신을 인식하고 성취감을 통한 자신의 감정을 체험할 수 있는 좋은 장르이다. 이 수업을 통해 아동들은 문학 작품의 장르를 인식하고 구별할 수 있으며, 동화를 만들기 위한 알고리듬을 익히고, 이러한 알고리듬을 바탕으로 해서 교훈적인 동화를 만들어 본다. 작품을 만들기 위해 상상하고, 분석하고, 만들어가는 과정 속에서 아동들의 상상력과 창의력 및 언어적 표현력이 더욱 개발될 것이며, 동시에 일상생활에서 삶의 도덕적이고 윤리적인 요소들을 좀 더 면밀하게 살피고 활용하며, 내면화하는 작업을 익히게 될 것이다.

The purpose of this study is to inquiry 'instructive fairy tale story making' teaching model developed in Russia to cultivate creativity and character and to present implementation idea in Korea. Fairy tale story is one of first tasks to spread his and her creativity and latent ability, and good genre to identify and express his and her feeling and to accomplish through these experience for children. In process of this teaching model, they are able to recognize and compare good literary works, to know 'instructive fairy tale story making' algorithm and to do 'instructive fairy tale story making' personally. As a result, students' imagination, creativity and linguistic performance would be developed more through 'instructive fairy tale story making', at the same time they will examine closely and apply moral and ethical contents in daily life and internalize.
