This presentation analyses the strategies and programs of eGovernment in a cloud environment in Denmark and China. eGovernment is the use of digital information and communication technology (ICT) in public administration. With the adoption of cloud technology, the access to remote software, platforms, and infrastructure, has altered crucial foundations for how eGovernment is organized. The data previously contained in-house can now, with potential efficiency and effectiveness benefits, be located on remote servers. The legal constraints and security considerations, however, do limit the extent to which cloud has become an integral part of government enterprise architectures (EA). This presentation aims to clarify how cloud-services have been incorporated in the eGovernment of Denmark and China. We do this through first establishing the role of cloud-solutions in the EA. Then we look at the more specific cloud strategies, or the visions for the role of cloud-based public services. And subsequently, we describe how concrete cloud policies, programs, and projects have been adopted and implemented in the two countries. This entails analysing the legal framework, the cloud audit and assurance mechanisms, and the data-security models applied. After the exposition of the cases, we discuss the similarities and differences and put this in a global context. Finally, we summarize the findings and their implications in the conclusion part.

The government is expected to accelerate the adoption of cloud computing in the public sector with the enactment of the Law on the Development of Cloud Computing and Protection of Users. However, in order to estimate the cost of introducing cloud computing in the public sector, there is no adequate calculation model. In most cases, the IT manager admits the cloud computing cost presented by the developer. This makes it difficult to judge the appropriateness or cost of public cloud computing. Therefore, this study intends to develop an accurate and easy-to-use model that is suitable for domestic situation and applicable to cloud computing business.

Nowadays, private information is regarded as an asset. In present, companies collect private information much more than ever to develop and provide customized services, and also customers have to provide their private information to use those services. Therefore, much more private information is integrated in bigger company, and exposure of private information from the company becomes critical accident now. It is ironic that the owner of private information has not much options to control his/her property, although private information is regarded as an asset. PDS is abbreviation of personal data store, and this proposes a new perspective that deals with private information. The purpose of PDS is that private information has to be stored and controlled by the owner, and also provides ways to sell private information to companies which the owner want to. It is clear that there are many steps to adopt and implement PDS, but advanced countries already begin study on PDS. Adopting PDS requires many new technologies, and smart contract is one of them. Smart contract in PDS is used for making contract between owner and companies to decide how company use private information, and many researches have announced various protocol. In this paper, the author proposes a new contract protocol for PDS based on blockchain. This protocol will be used for making contract protocol in PDS.

The construction of cloud-based eGovernment is a challenge for public administrations around the world. One key reason is that the adoption of cloud services requires an understanding of the related technologies to exploit the opportunities while avoiding the pit-falls. In fact, it is almost impossible for government 􍾢􀁇in particular in small countries 􍾢􀁇to build and maintain such expertise in-house. Instead, cloud-based eGovernment services are a natural breeding ground for collaboration across organizational and sectoral limits. This presentation examines the ideas and institutions of collaboration in eGovernment in Denmark and China. Various dimensions can be involved in collaboration in eGovernment, for instance, businesses, citizens, or other government entities; and it can take place across borders as well. There are many different ideas which can motivate collaboration, and the results can be quite different. However, the main interest here is to identify whether a general trend can be identified towards or away from collaboration in eGovernment.
