기후변화는 거의 모든 환경적, 사회적, 경제적 분야에서 막강한 영향력을 줌 으로써 지구는 물론 인간에게 심각한 상황을 맞게 한다. 기후변화에 기인한 생태발자국은 가장 위험한 현실 즉 재앙에 직면하게 함으로써 지구가 인간의 소비를 더 이상 감담할 수 없게 한다. 따라서 인간은 생존을 위하여 단 한뿐 인 지구를 최대한 지속가능한 상태를 유지하는 것은 필수적아며 불가피한 lf 이다. 그렇지만, “지속가능한 발전”을 다루는데 있어서 환경적 상황, 사회적 상황 및 경제적 상황을 고려하는 게 필요하다. UN은 지구의 포용능력 (carrying capacity) 내에서 과잉사용(overshoot)이 아닌 “진정으로 지속가 능한 발전(a truly sustainable development)”을 향하는 세 개의 핵심적 구 조, 즉 “환경보보, 사회적 포용 및 경제성장”을 보장하고 추구하는 “지속가능 한 개발목표”(sustainable development goals)을 정하여 기후변화에 대응하 기 위한 당사국들과의 기후협정을 성공적으로 체결하는 데 주역을 맡았다. 기후변화는 관광에 부정적 영향을 가져오고 있는 여러 가지 형태로 부정적인 영향을 미친다. 따라서 관광산업은 인간의 궁극적 “목표인 행복과 복지” 및 “지속가능한 발전”에 기여하도록 필요한 행동들을 신속하고 현명하게 취할 필요가 있다. 하와이는 법제도적 체계를 기반으로 한 계획, 정책, 목적, 지침 및 프로그램 들을 통하여 그러한 “지속가능한 발전목표”(sustainable development goals) 들을 성취하는데 있어서 모범적인 성공 모델로서 세계적으로 널리 인지되고 있다. 이것은 하와이 주민이 원하는 “양질의 생활”(a good quality of life) 및 “살기 좋은 장소”(a good place to live)에 최우선한다.

Climate change provides tremendous impacts on almost everything in environmental, social and economic fields and thus it results in a critical situation for mankind as well as the Earth planet. An ecological footprint caused by climate change is facing the most dangerous reality or disasters as the Earth can not takes to support people any more in terms of human consumption. Therefor, It is essential and inevitable for human beings to try to keep the only Planet sustainable at maximum for survival. However, dealing with “sustainable development” requires a more harmonized approach with environmental context, social context and economic context. The United Nations has successfully led the world to the agreement of combating climate change along with the Sustainable Development Goals(SDGs) that ensures the three pillars ; “environmental protection, social inclusion and economic growth” towards a truly sustainable development ensuring the Planet's carrying capacity, not overshoot. Climate change impacts tourism in various forms producing negative effects, accordingly tourism industry need to take any requisite actions promptly and sagaciously in terms of mitigation and adaptation of climate change for a sustainable tourism and contribution to the human's ultimate goals, what is called “happiness and welfare” to be are desired universally. Hawaii is widely recognized as one of the best practices around world of achieving such goals(sustainable development goals) through planning, policies, objectives, guidelines and programs for their entire lands including the ocean on the legalized systems or regime, which placing the priority on “a good quality of life” and “a good place to live” that are desired by Hawaii's people.
