본 연구는 교원의 신분보장에 관한 법규정을 토대로 준거권을 설정하고자 하며, 이를 토대로 판례를 교육적 관점에서 분석함으로써 한국 교육의 개선방안을 도출하고자 추진되었다. 이를 위해 문헌 및 판례연구 등을 실시하였으며 이 과정을 거쳐 연구된 분석을 통해서 개선방안을 마련하면 다음과 같다. 첫째, 교원의 선택권과 교수내용의 재량권을 확대해야 한다. 둘째, 교원에게 학생의 징계나 처벌에 관한 안내서를 배포할 필요가 있다. 셋째, 교원의 인사 상 징계는 징계사유에 따른 징계 기준을 명료화할 필 요가 있다. 넷째, 교원소청심사위원회에 재심할 수 있는 재심사유를 포괄적으로 적용 할 필요가 있다. 다섯째, 교원소청심사위원회의 영역을 알선, 중재, 화해기능까지 포함 할 필요가 있다. 여섯째, 교원의 공무상 질병이나 재해를 포괄적으로 인정할 필요가 있다. 일곱째, 교원의 전문성 신장을 적극적으로 유도, 촉진할 수 있는 보수체계를 구축해 나가야 할 것이다.

This study is to establish the criteria of right based on the law's rule about the security of teacher's status and on the basis of this, the study is also to draw the improvement of the education of Korea by analysis the cases from an education point of view. For the research, the study on records and cases has been done and the improvement plans which are the result from the analysis of the research are as follows. First, it is necessary to extend the choice's right of teachers and of educational contents. Second, it is necessary to distribute the guidelines on student's disciplinary punishment or disciplinary action to the teachers. Third, it is necessary to distinct the official reprimand of the teacher's personal management which on the line of punishment criterion. Fourth, it is necessary to apply the reasons for retrial inclusively to the Appeal Commission for Teachers when one is wish for the review. Fifth, it is necessary to include good offices, build bridges, and arbitration in the area of the Appeal Commission for Teachers. Sixth, it is necessary to recognize the teacher's public service diseases or accidents inclusively. Seventh, it is necessary to establish the remuneration system to include and motivate the teacher's specialty improvement actively.

본 연구는 표준교육비를 적용하고 있는 16개 시·도교육청의 초등학교 표준교육비 비율과 학교재정배분의 준거를 살펴보고, 이를 통해 개선방안을 탐색하는 데 목적이 있다. 광역시와 도 간의 초등학교 표준교육비 비율을 살펴본 결과, 광역시 교육청이 도교육청 보다 전체적으로 학교재정 예산이 높게 나타났다. 이에 대한 개선 방안을 탐색해 보면, 첫째, 학교교육비의 배분율이 시․도 간에 동등하게 배분될 수 있도록 개선하여야 할 것이다. 둘째, 단위학교에 배분된 예산을 자율과 책임에 의하여 집행될 수 있는 장치를 마련해 나가야 한다. 셋째, 학교재정을 합리적으로 배분할 수 있는 적절한 표준교육비 산출이 요구된다.

This study is to examine the rate of the standard costs of education in elementary schools and the criteria of school allocation in the Offices of Education of 16 Metropolitan cities and provinces which have applied the standard costs of education. In addition, the object of this study is to investigate improvement through the examination. After the investigation the rate of the standard costs of education between Metropolitan cities and provinces according to the scale of classes in schools, the rate of the school finance budgets, in elementary school, shows higher in the Offices of Education of Metropolitan cities than the Offices of Education of provinces. The improvement after the investigation are as follows. First, the allocation rate of the education cost should be equal in the Metropolitan cities and provinces. Second, the system is needed to administrate the sharing budgets in each school by its own choice and responsibility. Third, the output of the apt standard costs of education is required to share the allocation in a reasonable way.

본 연구는 문학 활동이 유아의 언어발달에 미치는 영향에 대해 알아보는데 목적을 둔다. 본 연구의 구체적인 연구문제는 문학 활동이 유아의 언어발달(어휘력, 언어이해력, 언어표현력)에 미치는 영향과 성별에 따라 어떻게 차이가 있는지를 밝히는 것이다. 문학활동(산책을 통한 문학 활동)이란 산책 장소에서 모여 앉아 선정된 동화책을 듣고 난 후산책활동을 진행하면서 직접적 경험과 함께 동화책에 포함된 어휘와 표현들을 자연스럽게 익히게 하는 활동을 의미한다. 연구 대상은 만 4세아 20명과 만 5세아 20명 총 40명의 유아이며 7주간 총 20회에 걸쳐 실험처치가 이루어졌다. 본 실험에 사용된 도구는 산책 장소 및 주제에 적합한 내용으로 각 주제와 관련된 어휘, 독창적·창의적 표현 등이 포함되어 구성되어진 동화책 20권을 선정하였다. 또한, 유아의 언어능력을 측정하기 위하여 장영애(1981)가 선행연구를 기초로 하여 4～6세아의 수준에 맞게 제작한 언어능력 검사를 박애자(1996)가 수정·보완한 것을 사용하였다. 실험처치 전 사전 검사를 통해 실험집단의 언어능력 발달정도를 검사하고 문학 활동 프로그램을 실시한 후 사후검사를 실시하여 유아의 언어발달에 미치는 효과를 비교 분석하였다. 본 연구결과, 문학 활동이 유아의 성차에 따른 언어능력 발달에 차이가 없음과 남·여 모든 유아의 언어능력 및 각 하위영역(어휘력, 언어이해력, 언어표현력)에 긍정적인 효과를 미치는 것으로 나타났다.

The Purpose of this study is to verify the effect that literary activity getting in language development(vocabulary, comprehensiveness, expression) of the children, and how does the literary activity have an effect on the children's language development in accordance with children's sex. The literary activity means activity that do it to learn vocabulary and expressions that is included in childhood picture book with direct experience progressing walking activity after have gathered in walking place and hear a childhood picture book. The subjects of this study, 40 young children - 4·5 years old - of G kindergarten located in Chonbuk, were selected. The tools used in the test, be made up of 20 childhood picture books which is suitable for the subject of walking activity and walking place. Also, the books include content that vocabulary connected to the each subject and creative expression etc. In order to examine the influence of literary activity on the children's language development, the other tool which Park AeJa(1996) changed the language competence test of Jang YoungAe(1981) was used. Pre-test and post-test were performed by language competence test. In order to verify each subject of this study, the date were analyzed t-test for the change of the pre-test and post-test point by SPSS statistics program. The results are followed; Literary activity has an effects on the children's language development. There was a meaningful difference within p<.001 of significant level(t=-13.349). Detailed results on each subject of this study are as follows; Firstly, this study showed that literary activity has an affirmative effect on the children's vocabulary. Secondly, this study showed that literary activity has an affirmative effect on the children's language comprehensive faculty. Thirdly, this study showed that literary activity has an affirmative effect on the language power of expression. At last, literary activity has an effects on the language development of boys and girls in accordance with children's sex. However, they didn't show the significant difference in the children's language development. The result of this study verified that literary activity has a positive impact on the improvement of children's language development.
