무관심은 외계(external world)에 대한 무감동, 무관심한 개인적 태도를 일컫는 용어로 개인의 정서적 측면을 넘어 관계, 나아가 사회적 태도를 설명하는 개념이다. 무관심으로 나타나는 청소년의 문제행동의 양상으로 방관, 사회적 무관심이 나타나고, 관련 현상으로는 무업청소년 이슈가 발견된다. 청소년의 방관적 태도는 현대사회의 타인에 대한 무관심, 즉, 개인주의의 부정적인 면이 만연한 현대사회의 경향을 나타내는 것으로 볼 수 있다. 이는 나에게만 피해가 없으면 다른 사람들에게 어떤 일이 일어나든 상관없다는 태도에 기인한다. 본 연구는 청소년 세대가 보이는 방관적 태도의 최근 경향을 살펴보고, 그 원인 진단과 함께 해결을 위한 방안을 모색하고자 한다.

Apathy is a term referring to an emotionless, indifferent personal attitude toward outer world, and is a concept that describes relationships, and further social attitudes, beyond the emotional aspect of an individual. As a pattern of juvenile problem behavior, social apathy appears on the sidelines, and as a related phenomenon, jobless youth issues are found. A teenager's onlook-by-the-wall attitude can be seen as indicative of a modern society's tendency to be full of the negative aspects of individualism. This is due to the attitude that it doesn't matter what happens to others if only I don't get hurt. This study looks at the recent tendency of the youth to sit on the sidelines and looks for ways to solve the problem along with diagnosing its causes.

본 연구의 목적은 대학교육 안에서 인권교육의 현황과 실태를 확인함으로써 앞으로 대학에서 이루어져야 하는 인권교육의 방향을 제시하는 것이다. 이를 위해 현재 우리나라에서 운영되고 있는 인권교육현황과 고등교육에서의 인권교육실태를 확인하였다. 우리나라 4년제 대학의 학부에서 개설된 인권관련 과목은 학기당 평균 47과목이었으며, 가장 많은 수업이 개설된 시기는 2016년 2학기(75개)와 2017년 2학기(80개), 2018년 1학기(79개)였다. 인권교육 실태 및 시사점 등을 바탕으로 대학에서의 인권교육 활성화를 위하여 개선해야 할 방안을 다음과 같이 제시하고자 한다. 첫째, 인권교육지원법을 개정하고 관련 제도를 마련해야 한다. 둘째, 인권의 다양성을 담보하기 위한 인권과 관련한 다방면의 과목개설이 필요하다. 셋째, 가치와 태도, 행동의 변화를 가져올 수 있는 교육을 구성하여야 한다.

The purpose of this study is to present the direction of human rights education that should be conducted in universities in the future by checking the status and status of human rights education within university education. To this end, the current status of human rights education in Korea and the status of human rights education in higher education were confirmed. Human rights-related subjects opened at the undergraduate level of four-year universities in Korea averaged 47 courses per semester, with the most classes being held in the second semester of 2016, the second semester of 2017 (80) and the first semester of 2018. Based on the current state of human rights education and its implications, the following measures are to be proposed to promote human rights education in universities. First, the Human Rights Education Assistance Act should be revised and related systems established. Second, it is necessary to open various subjects related to human rights to guarantee diversity in human rights. Third, we should organize education that can bring about changes in values, attitudes and behavior.
