Korean society faces a high level of social conflict, underscoring the need for effective conflict management. However, the establishment of a Conflict Management Basic Act and the securing of specialized personnel remain insufficient. Systematic and strategic conflict management can minimize social costs and facilitate early resolution of conflicts, while prolonged and intensified conflicts can pose severe threats to public order. Within the police organization, proactive policing activities aimed at preventing conflicts are increasingly emphasized, with a particular focus on the pivotal role of intelligence police officers at the forefront of public conflict management. This study aims to analyze the conflict management styles of intelligence police officers in depth and to provide foundational data and policy implications for enhancing their conflict management capabilities. A survey conducted between September 28 and October 12, 2024, targeting 301 intelligence police officers, revealed that they predominantly adopt compromise and accommodation as conflict management styles. Major difficulties identified in their job performance included challenges in interpersonal communication and systemic and legal limitations, indicating a lack of organizational support structures. Based on the findings, this study proposes the introduction of systematic training programs, improvement of working conditions, and the establishment of legal and institutional support systems to strengthen the conflict management capacities of intelligence police officers. These measures are expected to empower intelligence police officers to function effectively as key agents in maintaining national security and public safety, while contributing to the advancement of public conflict management systems.

우리 사회는 갈등지수가 높아 효과적인 갈등관리 필요성이 제기되고 있다. 그러나 갈등 관리기본법 제정과 전문인력 확보는 여전히 미흡한 실정이다. 체계적이고 전략적인 갈등관 리는 사회적 비용을 최소화하고 갈등의 조기 해결을 도모할 수 있다. 반면, 갈등이 심화되 어 장기화될 경우 공공질서에 심각한 위협이 될 수 있다. 경찰 조직에서는 갈등 예방을 위한 선제적 경찰활동이 강조되고 있으며, 특히 공공갈등 관리의 최전선에 있는 정보경찰 의 역할이 중요하다. 이에 본 연구는 정보경찰의 갈등관리유형을 심층적으로 분석하고, 이 를 통해 정보경찰의 갈등관리 역량 강화를 위한 기초 자료와 정책적 시사점을 제공하는 데 목적을 두었다. 2024년 9월 28일부터 10월 12일까지 정보경찰 301명을 대상으로 설문조 사를 실시한 결과, 정보경찰은 주로 타협형과 순응형 갈등관리유형을 사용하는 경향을 보 였다. 특히, 정보경찰이 직무 수행 과정에서 겪는 주요 어려움으로 대인관계 및 소통의 문 제와 법적⋅제도적 한계가 지적되었으며, 이는 조직 내 체계적 지원의 부재와 맞닿아 있음 을 보여준다. 연구 결과를 바탕으로 정보경찰의 갈등관리 역량 강화를 위해 체계적인 교육 훈련 프로그램 도입, 직무 환경 개선, 법적⋅제도적 지원 체계 확립 등의 필요성을 제안하 였다. 이를 통해 정보경찰이 국가와 공공안녕을 유지하는 핵심 주체로 기능할 수 있도록 지원하고, 공공갈등 관리 시스템의 발전에 기여할 수 있을 것으로 기대된다.
