In February 2024, the Korean National Police Agency (KNPA) undertook a major organizational restructuring aimed at "strengthening frontline policing capabilities, focusing on crime prevention and response." As part of this reorganization, the Intelligence Division of the police was consolidated. Out of the original 259 intelligence divisions at police stations nationwide, only 62 remain, while the remaining divisions have been reduced and consolidated into 81 regional intelligence teams operating under provincial and metropolitan governments. This study aims to analyze and elucidate the impact of this restructuring on the job satisfaction of intelligence officers assigned to regional intelligence teams. Specifically, it compares pre- and post-restructuring perceptions regarding monetary compensation, promotion opportunities, task significance, workload, job satisfaction, and organizational recognition among intelligence officers. The findings indicate a statistically significant decline in perceptions of pay, rewards, task significance, workload, job satisfaction, and organizational recognition among intelligence officers following the restructuring. In response to these findings, this study proposes policy measures to address the decrease in job satisfaction, including the introduction of a "promotion quota system and rewards restructuring" as well as "operational improvements for regional intelligence teams." Based on this research, it is anticipated that studies on the effects of police organizational restructuring on job satisfaction will be further activated, leading to diverse research models related to intelligence officers’ job satisfaction. For future policy formulation and police reform measures, further research on the organizational impact of restructuring on police personnel is both necessary and encouraged.

’24년 2월, 경찰청에서는 ‘범죄 예방 및 대응 중심, 일선 현장 치안역량 강화’라는 목 표에 따라 대대적인 조직개편이 이루어졌고 정보경찰도 전국 259개의 경찰서 정보과 중 62개 정보과만이 존치, 나머지는 축소·통합되어 시·도청 산하 81개 광역정보팀으로 운영하게 되었다. 이에 본 연구는 광역정보팀 소속 정보경찰관의 금전적 보상, 승진 등 보상, 과업중요성, 업무량, 직무만족도 인식, 조직 내 인정의 변화를 조직개편 전 경찰 서 정보경찰관과 비교하여 조직개편이광역정보팀 정보경찰관의 직무만족에 어떤 영향 을 주었는지 분석하고 규명하는 것을 목적으로 한다. 조직개편 이후 광역정보팀 소속 정보경찰의 보수, 보상, 과업중요성, 업무량, 직무만족, 조직 내 인정에 대한 인식 및 평 가는 모두 유의미하게 감소한 것으로 검증되었다. 따라서 이번 광역정보팀 조직개편이 정보경찰의 직무만족도 저하로 이어진 것에 대해 정책 방안으로 ‘승진 쿼터제 등 보상 안 개편’과 ‘광역정보팀 운영개선안’을 제안하였다. 본 연구를 토대로 앞으로 경찰 조직 개편이 조직구성원에 미치는 영향 관련 연구가 활성화되고 정보경찰관 직무만족도 관 련 연구모델이 다양하게 진행되길 기대한다.
