This study is to investigate causal relationships among procedural justice, sanction, police legitimacy, police cooperation, compliance, and criminal deterrence. In line with this perspective, this study includes police's coercive force model and public voluntary obedience model to examine the effects of sanction and police legitimacy on the causal relationships between police cooperation, compliance, and criminal deterrence. This study employs a survey questionnaire to evaluate the effects of police's coercive force model and public voluntary obedience model on the causal relationships between police cooperation, compliance, and criminal deterrence. A 31-item survey questionnaire was administered to 400 residences in 2 metropolitan cities and 2 provinces, collecting 249 questionnaires, of which were used 193 to conduct a statistical analysis. The research data are analyzed by using structural equation model. As the result of analysis, the total effects of public voluntary obedience model on the causal relationships between police cooperation, compliance, and criminal deterrence are higher than ones of police's coercive force model. This study can find that police legitimacy is more effective than police’s sanction to citizens by promoting citizen cooperation with police and compliance for criminal deterrence. In the causal relationship, it shows that procedural justice, sanction, police legitimacy, police cooperation, and compliance have positive influences on criminal deterrence, which means that police’s sanction and police legitimacy can play roles of a control mechanism to reduce and deter crimes in a society. In particular, the analytical result highlights that police organizations should establish alternatives for enhancing procedural justice and police legitimacy to effectively deter crimes by triggering police cooperation and compliance.

본 연구는 경찰의 절차적 공정성, 시민 협조와 법 준수, 범죄억제 효과성 간의 인과관계에 있어서 경찰의 강압적인 수단인 처벌과 시민의 자발적 복종을 유도하는 경찰 정당성 간의 영향 차이를 검정하고자 한다. 이를 위해 경찰의 강압적인 수단 모형인 경찰의 절차적 공정성-처벌-시민협조·법 준수-범죄억제 효과성 경로를 그리고 시민의 자발적 복종 모형인 경찰의 절차적 공정성-경찰 정당성-시민협조·법 준수-범죄억제 효과성 경로를 설정하였다. 분석결과, 경찰의 절차적 공정성, 처벌, 경찰 정당성, 시민 협조, 법 준수, 그리고 범죄억제 효과성 간에는 통계학적으로 유의미한 인과구조가 존재하는 것으로 나타났다. 이런 인과적 구조에서, 처벌을 중심으로 한 경찰의 강압적 수단 모형과 시민 협조를 중심으로 한 시민의 자발적 복종 모형 간에 분명한 차이가 존재하는 것을 확인할 수 있다. 특히 시민 협조에 있어서 경찰의 강압적 수단 모형과 시민의 자발적 복종 모형 간에 상반되는 결과가 도출되었다. 분석결과를 토대로 본 연구는 경찰의 법 집행의 공정성과 경찰의 권위 및 법 집행의 정당성 제고를 통해 시민의 자발적 복종을 유인하기 위한 제도적·행태적 개선방안을 제시하였다.
