In the process of soliciting opinions from the general public about the third amendment of China Copyright Law, there have been some discussion of issues. The most controversial issues are the statutory license system of sound recording production and the extended collective management system. The provisions of the statutory license of sound recording production in the first draft of the Third Amendment of China Copyright Law have been strongly questioned, which reflects the misunderstanding and misreading by he Chinese public. The provisions have some defectiveness, but there are some progress. It may be overcorrect abolishing the statutory license system of sound recording production in the second draft. Some limits have been added in the second draft about the extended collective management system of copyright, but it should be more considerate on providing for the extended collective management system.
