본 연구는 일원화 자치경찰제 하에서 경찰사무 배분의 현실과 한계를 현장 경찰관 의 인식을 중심으로 분석하는 데 목적이 있다. 이를 위해 일원화 자치경찰제 사무 수행 경험이 있는 현장 경찰관 24명을 대상으로 심층 인터뷰를 실시하였으며, 수집된 자료 는 LDA(Latent Dirichlet Allocation) 토픽모델링 기법을 활용하여 분석하였다. 분석 결과, 일원화 자치경찰제 하의 경찰사무 배분은 행정·재정적 권한의 불일치, 자치경찰 과 국가경찰간 역할경계의모호성, 지방자치단체와의 협업과정에서 발생하는 책임소 재 혼선 등의 문제를 내포하고 있는 것으로 나타났다. 특히 현장 경찰관들은 자치경찰 사무가 형식적으로 이관되었을 뿐, 인력·예산·조직 운영 측면에서는 실질적인자율성은 충분히 보장되지 못하고 있다고 인식하고있었다. 또한 자치경찰 사무와 국가경찰사무 의 중첩으로 인해 업무 효율성이 저하되고, 현장 대응 과정에서 혼란이 발생하고 있다 는 점이 주요 한계로 도출되었다. 이러한 분석 결과를 바탕으로 본 연구는 향후 이원화 자치경찰제 논의에서 사무 배분의 명확화, 권한과 책임의 실질적 일치, 그리고 현장 중심의 제도 설계가 필요하다는 정책적 시사점을 제시한다.

This study examines the realities and limitations of police function allocation under Korea’s unified local police system, focusing on the perceptions of frontline police officers. To this end, in-depth interviews were conducted with 24 frontline police officers who had practical experience with local police functions under the unified system. The collected unstructured text data were pre-processed and analyzed using Latent Dirichlet Allocation (LDA) topic modeling. The findings reveal several structural challenges, including inconsistencies between administrative and fiscal authority, ambiguous boundaries between local and national police functions, and confusion over accountability in coordination with local governments. Frontline officers perceived that while police functions had been formally transferred to the local level, substantive autonomy in terms of personnel, budget, and organizational management remained limited. In addition, overlapping responsibilities between local and national police functions were found to undermine operational efficiency and create confusion in on-the-ground policing practices. Based on these findings, the study suggests key policy implications for future discussions on a dual local police system, emphasizing the need for clearer allocation of police functions, alignment between authority and responsibility, and institution design grounded in frontline policing realities.
