자치경찰활동 평가모형 구축 : 성과지표 개발을 중심으로 KCI 등재

이 연구에서는 한국에 새롭게 도입된 자치경찰활동을 중심으로 이를 평가할 수 있는 평가모형을 구축하고 이에 따라 성과지표를 개발해 보았다. 경찰활동이 제공되는 과정을 투입-산출-결과라는 논 리모형을 중심으로 분류한 후, 선행연구와 기존 성과지표, 그리고 전문가(학계와 실무 총 20명) 조사 를 통해 한국형 자치경찰활동에 적합한 성과지표(N=97)를 분석하였다. 주요 연구결과는 다음과 같다. 먼저, 학계와 실무 전문가 모두 결과요소(M=5.66)를 가장 중요하게 평가했고, 투입요소(M=5.57), 그리 고 산출요소(M=5.24)의 순으로 평가했다. 중요도 전체 평균값을 기준으로 평균값보다 높은 중요도를 보인 성과지표를 추출한 바, 투입 10개, 산출 21개, 결과 15개로 나타났다. 다음으로, 과정별로 정제된 성과지표들에 대해 학계와 실무 전문가 사이의 중요도 차이를 명확하게 확인하기 위해 중요도 평균 값을 기준으로 4사분면을 구성해 분석해 보았다. 두 집단 모두로부터 상대적으로 중요하게 평가받는 Ⅰ사분면에 위치한 평가요소들이 자치경찰활동 성과지표로 우선 고려될 수 있게 된다. 이들은 투입 〔자치경찰 법규 및 제도 구축 수준, 자치경찰사무담당 경찰공무원 전문성과 역량〕, 산출〔관계기관 과의 협업수준, 가정폭력·학교폭력·성폭력 예방업무 실적, 지역특성을 반영한 자치경찰사무(활동) 발 굴 노력, 112신고 출동 만족도, 지역 내 사회질서 유지를 위한 정책 및 기획의 적정성, 피해자 보호조 치 건수〕, 결과〔관내 경찰에 대한 지역주민의 신뢰도, 지역주민 체감안전도, 관내 경찰활동의 공정 성에 대한 지역주민 인식, 관내 경찰의 전문성에 대한 지역주민 인식, 지역주민의 범죄두려움 수준, 지역맞춤형 치안시책 지역주민 만족도, 학교폭력 안전도〕 지표로 분석되었다. 이 연구결과를 바탕으 로 자치경찰활동의 평가에 필요한 후속 연구방향과 시사점 등에 대하여 살펴보았다.
In this study, performance indicators that can evaluate the newly introduced autonomous police activities in Korea were developed. After classifying the process in which police activities are provided based on the logic model of input-output-outcome, performance indicators suitable for Korean-style autonomous police activities were analyzed through previous research, existing performance indicators, and expert surveys(a total of 20 people in academia and practical field). The main research results are as follows. First, both academia and practical experts evaluated the outcome indicators(M=5.66) as the most important, followed by the input indicators(M=5.57) and the output indicators(M=5.24) in that order. Based on the overall average value of importance, performance indicators with higher importance than the average were extracted, and there were 10 inputs, 21 outputs, and 15 results. Second, in order to clearly confirm the difference in importance between acardemia and practical experts for the performance indicators for each logic model course, the four quadrants were constructed and analyzed based on the average value of importance. Performance indicators located in Quadrant Ⅰ, which are evaluated as relatively important from both groups, can be considered first as performance indicators for autonomous police activities. These are 2 inputs, 6 outputs, and 7 outcomes. Based on the results of this study, follow-up research directions and implications necessary for the evaluation of autonomous police activities were examined.
Neural Network Model for the Risk Prediction in Cold Chain Logistics SCOPUS

This study investigates environment sensitive and perishable products (ESPPs) logistics problem, which is called cold chain logistics problem (CCLs). Based on a comprehensive literature review, we found that there is much room to improve regarding of the risks management in cold chain logistics, that is, the development of a comprehensive cold chain logistics design methodology should considered uncertainty sources and risk exposures. In this study, we propose a neural network model to illustrate the problems. Firstly, the paper develops input indicators at different points in cold chain logistics to examine the effects of environment fluctuations including temperature control, humidity monitoring, the temperature interruption time and electric vehicle mapping, etc; secondly, the improved neural network algorithm can achieve model convergence, including the increase of momentum term, the adjustment of learning rate and the change of error function. At last, through simulation, this study shows that comprehensive risk prediction of cold chain logistics will be calculated based on the input indicators using the improved neural network algorithm, and the predictive value is accurate. So not only the analyzing of kinds of cold chain logistics indicators can be realized through the Neural Network model, but we can take priorities resorting to the predictive results accordingly.
New Indicators of Global Integration Using Input-Output Analysis

The import content of export (ICE) has served as an indicator of global integration for several decades. It is defined as the share of imported products embodied in exports and can be interpreted as the relative degree of the utilization of global production network (GPN) over the domestic supply chain (DSC) in terms of ‘value-added.’ This paper proposes two new indicators of global integration. They are defined as the ratios of imports (foreign products) to gross output (domestic products) generated by exports and can be interpreted as the relative degrees of the utilization of GPN over DSC in terms of ‘production.’ Both indicators are easy to compute and can be compared between years, between countries, between industries, and between groups of industries. The paper applies the new indicators to the recent edition of the OECD’s Input-Output Database. Finally, the paper shows that the recent slowdown in international trade is mostly due to the decrease in the international trade of intermediate goods, with significant implications regarding the future of global integration.
