민주시민교육은 민주적 공존을 위협하는 사회적 갈등 및 극단주의를 방지해야 하며, 민주적인 정치체제를 유지하고 민주주의의 이념과 가치를 발전시켜야 할 책무를 지닌다. 이를 위해 민주시민교육은 시민이 정치과정에 참여하는데 필요한 지식과 역량을 전달해야 하며, 사회구성원인 시민에게는 민주적 성숙성이 요구된다. 이러한 민주시민교육이 실행되기 위해서는 조직설치의 기본원칙, 교수학습에 대한 기본원칙 그리고 업무수행의 기본원칙이 명시적 또는 묵시적으로 제도화되어야 한다. 이에 본 연구는 독일에서 민주시민교육의 기본원칙이 수립되고 제도화되는 과정에 대한 체계적인 기술을 목적으로 한다. 이를 위해 먼저 독일의 민주시민교육을 개관하고, 이어서 독일 민주시민교육의 3대 기본원칙으로서 조직설치, 교수학습 그리고 업무수행의 기본원칙에 대하여 상술된다. 마지막으로 향후 독일 민주시민교육의 기본원칙 재설계 방향이 제시되었다.

Civic education is responsible for preventing social conflicts and extremism that threaten democratic coexistence, maintaining democratic political systems and developing democratic ideals and values. To this end, civic education should impart the knowledge and competencies necessary for citizens to participate in the political process. At the same time, democratic maturity is required of citizens as members of society. In order for civic education to be implemented, the basic principles of organizational establishment, basic principles of teaching and learning, and basic principles of work performance must be institutionalized explicitly or implicitly. This study aims to analyze the process of establishing and institutionalizing the basic principles of civic education in Germany. First, an overview of civic education in Germany is presented, followed by the three basic principles of civic education in Germany: organization, teaching and learning, and work performance. Finally, we will suggest directions for redesigning the basic principles of civic education in the future.
