우리나라의 강수량은 계절적 편차가 커서 수자원관리에 매우 불리한 조건을 가지고 있다. 기후변화에 의한 강우의 편중으로 주기적인 홍수와 가뭄에 따른 가용 수자원의 부족은 갈수록 심각해지고 있는 실정이다. 이러한 기상의 변화와 함께 사회적 요소 및 과학기술의 발달로 인한 물수요 증가는 현재의 물관리 체계가 감당할 수 있는 범위를 넘었다. 본 연구에서는 지역의 물 부족 해소를 위한 공급과 수요관리의 대책을 평가하기 위한 기반 모형으로 SSARR를 선정하였고, 대상유역인 영종도 유역의 유출체계를 구성하여 2011년~2014년의 유출량을 모의하였다. 모의된 유출량에서 2014년 모의 유출량과 기후변화 시나리오 4.5 및 8.5에서 제공하는 2014년의 강우량을 입력자료로 하여 모의한 유출량과 비교하였다. 이러한 결과는 기후변화의 영향을 정량적으로 산정하고 수해를 최소화할 수 있는 효율적인 수자원 관리를 함으로서 지속적인 물수요 증가에 따른 안정적 물공급에 활용될 것이다.

Korea has a large seasonal deviation of rainfall and 65% of the national land is formed of mountainous topography, and thus, has disadvantageous conditions for water resource management in comparison to other countries. Further, the climate change caused by frequently occurring severe floods and droughts is increasingly causing a lack in domestic water resources and increased preponderance of rainfall. Together with such climate change, the increase in water demands due to the development of scientific technologies and social aspects has exceeded a scope that can be covered by the current water management system. This study has selected SSARR as the basic model to evaluate a plan of supply and demand management to resolve the lack of water in specific regions, and has prepared a water flow system in the region of Youngjong-do, to perform water flow analysis, which has enabled the comparison of the predicted water flow in 2014 using climate change scenario RCP 4.5, 8.5 and observed water flow from 2011 to 2014 year. These results will be used for quantitative evaluation of climate change impact in order to minimize the damage. it can be used for stable water supply considering continuously increased water demand through systematic and efficient water resource management, which requires.
