본 연구는 서울특별시 내 유휴화된 치안센터의 현황을 파악하고, 이를 지역 커뮤니티를 위한 공공문화공간으로 재활용할 수 있는 가능성과 방향성을 모색하는 데 목적이 있다. 경찰 조직 개편 이후 상당수 치안센터가 사실상 기능을 상실하고 방치되어 있으며, 이로 인해 도심 내 유휴 공공자산의 비효율적 운영이 문제로 대두되고 있다. 이에 본 연구는 서울시 내 독립적 공간구성을 갖춘 치안센터 55개소를 대상으로 위치, 주변 환경, 공간 구조 등의 특성을 분석하였다. 분석 결과, 다수의 치안센터는 우수한 입지 조건과 독립성을 보유하고 있어 커뮤니티 활동의 거점 공간으로 재구성될 수 있는 잠재력을 지닌 것으로 나타났다. 본 연구는 유휴 치안센터가 단순한 시설 잉여를 넘어 지역사회 활성화를 위한 공공 플랫폼으로 활용될 수 있음을 시사한다.

This study aims to examine the current status of underutilized police substations in Seoul and explore the potential and direction for their repurposing as public cultural spaces for local communities. Following the reorganization of the police system, many police substations have lost their functions and have been left unused, raising concerns over the inefficient management of idle public assets in urban areas. Accordingly, this study analyzed 55 police substations in Seoul that possess independent spatial structures, focusing on their locations, surrounding environments, and spatial characteristics. The analysis revealed that many of these substations have advantageous locations and spatial independence, indicating their potential to be transformed into community hubs. The findings suggest that idle police substations can be repurposed not merely as surplus facilities but as public platforms to revitalize local communities. The study concludes by emphasizing the need for policy consideration regarding the adaptive reuse of such spaces.
