Returns to Cloud Computing Investments : The Role of Environmental Uncertainty

Although a substantial portion of information technology spending has shifted to the cloud, empirical evidence on economic value of cloud computing is lacking. This study examines the effect of cloud computing on productivity and scrutinizes how its effect differs depending on environmental uncertainty. Using publicly available data on the product sales and the inter-industry purchase flows, we measure purchased cloud services in U.S. industries during 1997- 2018 and distinguish between software-as-a-service (SaaS) and infrastructure-as-a-service (IaaS). Employing a production function approach, our findings suggest that cloud computing investments do not always lead to productivity gains, but its effect varies by the level of environmental uncertainty. Specifically, while cloud computing contributes to productivity under high environmental uncertainty, it may have an adverse effect under stable environments. Further, this positive impact under uncertain environments is found to be driven mainly by IaaS, rather than SaaS. This study provides important implications on cloud computing investment strategies.

SaaS 클라우드 컴퓨팅에 관한 기존의 연구는 사용자 관점의 연구는 많으나 공급자의 성공전략 에 관한 연구는 상대적으로 부족하다. 본 연구에서는 고객성과와 재무성과를 기반으로 SaaS 클라우 드 서비스 제공기업의 시장 성공요인을 분석하기 위하여 다변량 잠재성장곡선모델(LGCM)을 사용하 여 국내 SaaS 클라우드 서비스 제공기업의 199개 전략사업부서(SBU)에서 수집한 3년간의 종단 기 업데이터를 분석했다. 연구 결과에 따르면 SaaS 클라우드 컴퓨팅의 차별화된 요인은 초기 단계에서 소프트웨어 제공업체의 비즈니스 가치를 크게 향상시키지 않았지만 SaaS 공급업체가 시간이 지나면 서 성장함에 따라 고객과 재무성과의 성장률에 큰 영향을 미쳤다. 이 연구는 학문적으로는 마이클 포 터의 전략이론이 e-비즈니스에도 적합하다는 것을 입증하며, 실무적으로는 SaaS 제공기업이 채택할 수 있는 전략적 포트폴리오에 관한 추가적인 통찰력을 제공한다.
In the SaaS cloud computing research area, there are many studies from the user's point of view, but there is relatively little research on the supplier's success strategy. In this study, we longitudinally investigate the market success of Software-as-a-Service (SaaS) providers based on customer growth and financial performance. Using a multivariate latent growth curve model (LGCM), we analyzed longitudinal corporate data gathered from 199 strategic business units (SBUs) of SaaS cloud computing providers in Korea for three years. Our results indicate that SaaS cloud computing idiosyncratic factors did not significantly enhance the software providers’ business values in the early stage, but did significantly affect the growth rate of their customer base and financial performance as the software providers became more mature over time. This study presents additional insights for academia and practitioners.

In this paper, we study the relationships among task-technology fit (TTF), performance, and information system (IS) continuance in the different levels of Software-as-a-service (SaaS) maturity. Two-hundred-and-seven survey responses from Korea were analyzed using partial least square. The results indicate that the more a user evaluates TTF, a user gets higher performance. The results also show that performance factors significantly influence SaaS continuance intention, which is moderated by SaaS maturity. This is important because research on IS use and performance primarily examine technologies that are novel or may not be fully mature at the time of implementation. Technology maturity warrants should be investigated in future studies.

Small and medium-sized enterprises (SMEs) constitute an important part of current industrial economies. Information technologies can be useful strategic weapons for SMEs by enhancing their competitiveness. Categorized as one kind of cloud computing, SaaS is a computing resource and software sharing model which can be accessed via the Internet. Based on virtualization technology, SaaS is expected to improve the efficiency and quality of the IT service level in SMEs. This study attempts to identify the determinants of SaaS adoption intention among Korean SMEs. Through the lens of the theory of planned behavior, this study adopts technological, organizational, environmental factors to explore the determinants of cloud computing adoption intention. The research population is the SMEs that have been funded by the Korean government. Partial least square method was used for empirical analysis of 190 samples collected through on-line survey. The results show that the positive attitude is influenced by business process improvements. Vender support and top management support are positively associated with subjective norm. Vendor support, top management support can relieve perceived behavior control factors. Government support directly influences adoption intention of cloud computing. These findings can provide useful strategy for both SMEs and vendors of SaaS.

Objectives: To design a cloud computing-based Healthcare Software-as-a-Service (SaaS) Platform (HSP) for delivering healthcare information services with low cost, high clinical value, and high usability. Methods: We analyzed the architecture requirements of an HSP, including the interface, business services, cloud SaaS, quality attributes, privacy and security, and multi-lingual capacity. For cloud-based SaaS services, we focused on Clinical Decision Service (CDS) content services, basic functional services, and mobile services. Microsoft’s Azure cloud computing for Infrastructure-as-a-Service (IaaS) and Platform- as-a-Service (PaaS) was used. Results: The functional and software views of an HSP were designed in a layered architecture. External systems can be interfaced with the HSP using SOAP and REST/JSON. The multi-tenancy model of the HSP was designed as a shared database, with a separate schema for each tenant through a single application, although healthcare data can be physically located on a cloud or in a hospital, depending on regulations. The CDS services were categorized into rule-based services for medications, alert registration services, and knowledge services. Conclusions: We expect that cloudbased HSPs will allow small and mid-sized hospitals, in addition to large-sized hospitals, to adopt information infrastructures and health information technology with low system operation and maintenance costs.

전자정부시스템에서 사용자를 만족시킬 수 있는 유일한 방법은 저비용 고품질 서비스를 제공하는 것이다. 현재까지 서비스의 질은 “더 좋은 서비스를 위한 더 많은 투자”와 같이 투입 자금에 따라 달라졌다. 대부분의 서비스는 제정적인 제약에 따라 절충 되었고, 불확실한 재무구조 때문에 고품질 서비스 제공이 어려워 질 수 있다. 특히 글로벌 경제위기 이후 전자정부 재무구조의 불확실성은 심화되었고, 2008~9년간, 전 세계는 경제 위기에 봉착하게 되었고, 지금도 수많은 나라가 위기로부터 벗어나지 못하고 있다. 다른 국책사업과 마찬가지로, 전자정부 관련 사업도 이러한 위기에 상당한 영향을 받았고, 이는 정책 입안자와 이해관계자들에게 제정 문제에 따른 사업 지속성에 대해 진지하게 되새겨 보는 계기를 마련해 주었다. 본 논문에서는 최소한의 비용으로 양질의 서비스를 제공하기 위해 서비스형 소프트웨어를 사용하였으며, 또한 클라우드 환경을 구성하여, 실험을 수행하였다.
he quality service with the fewer price is only one way to satisfy the citizen in e-government system. So far, the quality depends upon the money like “Better quality if better money”. Most of the services are compromised due to financial constraints. The unpredictable financial structures are always hurdles in providing quality service. E-government could not escape from such unpredictable financial structure especially in global economic crisis. In 2008-2009, entire world was under the shadow of economic crisis and till today many countries have not recovered yet. Like other project, e-government related projects are also deeply affected by the crisis. It has given a lesson to the policy makers and stakeholders to think seriously in this regards of sustainability in spite of economic crisis. We use Software-as-a-Service to provide quality service in a minimum affordable cost in this paper. At the end of this paper, we set up the cloud environment and perform the experiment on it.
