우리나라에서는 1996년부터 공정안전관리(PSM) 제도가 첫 도입 및 시행된 이후로 약 25년이 경과하였다. 시행 초기에는 건설업을 중심으로 공정안전관리에 대한 연구와 적용이 진행되었으며, 2010년대 이후에는 공정안전관리를 올바르게 정착하고 개선하기 위한 다양한 연구들이 다 양한 분야에서 이루어졌다. 그러나, 석유화학 공장, 발전소 등이 장치 산업이 발달하고 대형화하되고 있음에도 불구하고, 공장 설비 투자 대비 안전관리를 위한 시스템 투자는 매우 미약한 상태로, 개별산업 현장에서는 안전사고가 여전히 빈번히 발생하고 있는 실정이다. 더욱이 하청 노 동자의 경우, 위험한 화학물질 취급 현장에 무방비 상태로 투입되어 대형 사망 사고가 발생할 수 있는 위험에 노출되어 있다. 이에 본 연구에서는 공정안전관리 기반 디지털 안전관리 플랫폼을 제시하여 현장노동자들의 안전을 체계적으로 관리할 수 있는 방안을 제시하고자 한다. 구체적으 로는, 디지털 안전관리 플랫폼을 이용하여 12대 안전공정관리 요소를 기반으로 작업 허가 승인 절차를 체계적으로 관리할 수 있는 방안을 제시 하였다.

About 25 years have passed since Process SafetyManagement(PSM) systemwas implemented in Korea in 1996. In the early days, research on PSM was conducted centered on the construction industry. After the 2010s, various studies were conducted to properly establish and improve PSM. However, although petrochemical plants and power plants are enlarged and industries are developing, the system investment for safety management compared to the investment in factory facilities is insufficient, resulting safety accidents still occur frequently at industrial sites. Moreover, sub-contract workers are exposed to the risk of serious fatal accidents by being unprotected at hazardous chemical handling sites. Therefore, this study intends to present a digital safety management platform based on process safety management. Specifically, this study suggests a method to systematicallymanage the work permit approval process based on 12 safety process management elements using a digital safetymanagement platform.
