본 연구는 ‘ODA사업을 진행함에 있어 일련의 문제가 반복적으로 발생하는 이유가 무엇이며, 이때, 감사는 어떤 역할을 해야 하는가?’라는 문제 인식을 토대로 ODA사업에 있어서 헌법에서 정한 감사원의 역할이 필요한 이유에 대하여 학제적 관점에서 접근하였다. 연구목적을 달성하기 위해 선행연구, 감사원의 감사 결과(2004.12-2015.1, 총 3건)를 중심으로 메타분석을 실시하였다. 또한, 정부가 정책적으로 실시하고 있는 ODA사업에서 발생하는 문제의 근본적 원인을 탐색하는데 주인-대리인 이론을 적용하였다. 연구결과를 요약해 보면, ODA사업을 추진함에 있어 주인과 대리인 간 정보 불균형, 대리인의 도덕적 해이와 역선택 사례가 도출되었으며, 이에 대한 감사원의 역할을 규정하면 다음과 같다. 첫째, ODA사업에 있어 정보 불균형을 극복하기 위해서 감사원의 성과감사(정책감사)의 확대를 제안하고 국민의 알 권리 충족을 위해 감사 과정과 결과보고서에 대한 정보 공개도 제시하였다. 둘째, ODA사업에서 발생하는 도덕적 해이를 개선하기 위해서는 감사원은 자체감사 기구와 협력적으로 모니터링을 강화할 것을 제안하였다. 셋째, 주로 ODA 업무 담당자의 비리 등 행태로 나타나는 역선택을 경감시키기 위해서는 감사원과 자체감사기구의 감사 지적사항과 처벌 등에 대한 정보를 서로 공유하고 업무 담당자에 대한 직업윤리 교육 등을 병행해야 함을 제안하였다.

This study have two research questions: 1)why do problems continue to occur in working out Official Development Assistance(ODA)? and 2)what is the role of the Board of Audit and Inspection of the Republic of Korea(BAI) regarding those problems? Based on these questions, this study examined why should the role of the BAI, which conforms with constitution, be essential in carrying out ODA. For achieving the purpose of this study, this study conducted Meta-analysis through literature reviews and the inspection results of the BAI. In addition. Principal-Agent Theory is applied to investigate the problems caused from ODA work which the government implement politically. The result indicated problems such as the information imbalance between principal and agent, the moral hazard of agent, and adverse selection. Based on these results, the role of the BAI is as follows: 1)this study recommend the augmentation of functions to inspect performance(policy inspection) for overcoming the information imbalance and release of the information on the process of inspection and the result reports for the public interest in carrying out ODA; 2)this study recommend an enhanced monitoring system with a self-inspection organization for improving moral hazard caused from ODA work; and 3) this study recommend share of information about inspection results from the role of the BAI and a self-inspection organization and the improvement of education system for workethic of worker.

본 연구는 우리나라가 추진하고 있는 국제개발협력사업(ODA) 운영에 있어 다양한 정책요인을 살펴보고, 각 요인 간 중요도를 파악한 후 정책 집행에 있어 우선순위를 제시하는데 목적이 있다. 이러한 연구 목적을 달성하기 위해서 선행연구 분석을 통해 다양한 정책요인을 도출하고 이를 토대로 상･하위 정책요인으로 계층화를 시도하였다. 그리고 계층화된 정책요인 간 중요도를 파악하기 위해서 구조화된 설문지를 활용하여 ODA 관련 전문가 그룹을 대상으로 약 2주간 설문조사를 실시하였다. 설문조사 결과를 살펴보면, ODA 상위 정책요인 간 상대적 중요도는 ‘효과성’이 가장 중요하게 다뤄야 할 정책요인으로 나타났다. 더하여 ODA 하위 정책요인의 종합적인 중요도를 살펴보면, ‘자원분배’, ‘정책연계’, ‘추진추체’, ‘빈곤퇴치’, ‘일관성’의 순으로 정책 집행에 우선순위가 발생하였다. 이를 토대로 정책적 대안을 제시해 보면, ODA 정책의 ‘효과성’ 제고를 위해서는 ODA사업에 대한 심층평가를 통해 유사 또는 동일한 정책의 통합, 추진주체의 일원화를 통해 ODA 정책 연계 및 효율적 자원분배가 필요함을 제안하였다. 또한, ODA 목적을 수원국의 빈곤퇴치에 중점을 두고 ODA 정책 목적, 대상 및 재원 등에 대해서는 관련 법령의 명문화, 업무수행의 명확화를 위한 종합적인 매뉴얼 마련을 통해 정책의 일관성 제고가 가능할 것으로 판단하였다.

The purpose of this study is to understand policy factors of the Official Development Assistance(ODA) in South Korea through Meta-analysis based on literature reviews and to suggest the priority of policy factors by finding a relative importance between policy factors. Policy factors are hierarchized for the purpose of this study. This study finds the important policy factor among policy factors by using the structured survey based on hierarchized policy factors conducted from ODA experts during two weeks. As the results, the most important policy factor in higher policy factors of ODA is effectiveness. The order of lower policy factors of ODA is resource allocation, policy linkages, main agents, antipoverty, and consistency, respectively. This study recommends the policy integration of similar or same policies and ODA policy linkages and effective resource allocation through the unification of main agents for the effectiveness of the ODA policy. The purpose of ODA should focus on antipoverty of recipient countries. Therefore, ODA should stipulate related statutes with targets and finances and provide performance manuals for the policy consistency.
