넷-중심적(Net-Centric) 환경에서는 서비스를 주고받음으로써 시너지를 창출하기 위한 조직 중 심의 상호운용성으로 발전하고 있다. 조직 중심 상호운용성은 의미 기반의 정보교환과 인식을 공유하 여 업무 및 활동에 대한 서비스 중심 상호운용성이 구현되어야 한다. 이를 위해서는 상호운용성 서비 스의 선정, 표준 기반 상호운용성 구현, 통합운용능력 발휘를 위한 상호운용성시험이 서로 연계 및 통 합될 때 효율적이나, 기존의 관련절차나 평가모델들은 해당 영역별 운용되고 있어서 통합적인 절차를 제공하는데 미흡하다. 본 논문에서는 이러한 제한을 극복하고 상호운용성 서비스 선정, 표준 기반 상 호운용성 구현, 통합운용능력 발휘를 위한 상호운용성시험을 연계하여 통합적으로 관리할 수 있는 새 로운 평가모델을 제안한다. 제안하는 평가모델은, 서비스 중심 상호운용성 구현과 시험을 위한 보다 효과적인 방법을 제공하고, 무기체계 개발 및 획득 현장에서 효율적 상호운용성 구현을 위한 접근을 제공하며, 국방 상호운용성 수준향상에 기여할 수 있다.

Under the Network Centric Operations Environment(NCOE), the interoperability has been developing into an organization-centered interoperability in order to generate synergy of the organization. Organization-centered interoperability has to be actualized to service-centered interoperability on task and operational activities for semantic exchange information, and share recognition. Although it has to consider service, technology and standard, test and verification in a comprehensive manner, existing relevant procedures and test models are employed separately so that they are inadequate in suggesting a comprehensive method. This thesis suggests a brand-new consistent and comprehensive test model encompassing selection of service, decision on technology and standard, test and verification by overcoming such limitations. The suggested methodology provides much effective test methods for interoperability test and verification under the NCOE, approaches to innately realize interoperability in developing and acquiring weapon system at the onsite, and contributes to the improvement of defense interoperability level.
