Analyzing Factors Affecting the Number of ccTLDs : An Industrial Organization Approach

With the arrival of the era of the Internet of Things (IoT), identification of an individual object is gaining significance. Internet address resources such as domain name, IP address, and OID are expected to play the role of an identifier and demand for them is also expected to increase. As for domain name, auction is carried out in certain countries whereas in others such practice is prohibited. As can be seen from these examples, policy on Internet address resources and related market type vary depending on countries. It is our intention to examine factors affecting formation of the domain market. To be more specific, this is a study on country domain (ccTLD) that signifies competitiveness of a country in cyber space. For the purpose, we have selected factors affecting the number of ccTLD with 21 countries among OECD member countries as research target from the perspective of industrial organization theory and carried out a regression analysis.

본 연구는 2016년 미국 정보통신관리청(NTIA)이 인터넷주소자원 감독권한(IANA)을 민간 비영리기구인 ICANN으로 이전한 정책 결정의 원인을 정책연합 모형(ACF)을 통해 분석한다. 기존 연구들은 이 결정을 주로 미국 정부의 현실주의적 국익 추구 또는 다중이해당사자 규범의 확산으로 해석해왔으나, 본 연구는 글로벌 IT 기업이라는 핵심적 비국가 행위자의 전략적 역할이 간과되어 왔음을 지적한다. ACF를 적용하여 본 연구는 해당 정책 결정 과정을 ‘NTIA⋅글로벌 IT 기업⋅기술 공동체’로 구성된 지지 연합과 ‘미국 의회 보수 진영⋅안보 전문가 그룹’의 반대 연합 간의 장기적 경쟁으로 파악한다. 2014년부터 2016년까지의 과정 추적 분석을 통해, 글로벌 IT 기업들이 ICANN 내 전문가 포럼을 활용하여 ‘인터넷 파편화’와 ‘ITU 주도 다자주의로의 전환’이라는 이중 위협 프레임으로 반대 연합의 부차적 신념을 수정하고 ‘협상된 합의(Negotiated Agreement)’를 이끌어냈음을 실증한다. 본 연구는 인터넷 거버넌스 연구에 ACF를 접목한 최초의 체계적 시도로서, 초국적 IT 기업의 ‘글로벌-국내 연계(Global-Domestic Linkage)’ 전략이 국가 정책 결정 구조에 미치는 영향을 이론화하는 데 기여한다.
This study analyzes the causes of the NTIA’s decision to transfer IANA supervisory authority to ICANN in 2016, employing the Advocacy Coalition Framework (ACF). Existing scholarship has interpreted this decision through either realist lenses of U.S. interest maximization or liberal accounts of multistakeholder norm diffusion. This study argues that such explanations systematically overlook the strategic agency of global IT corporations as non-state actors. Applying the ACF, this study reconceptualizes the IANA transition as a product of long-term conflict between a pro-transfer coalition (NTIA?global IT corporations?technical community) and an anti-transfer coalition (congressional conservatives). Through process tracing from 2014 to 2016, it demonstrates that global IT corporations functioned as ‘strategic policy brokers,’ deploying a ‘Greater Evil’ framing - the dual threats of Internet fragmentation and ITU multilateralism - to modify the secondary beliefs of the opposing coalition without challenging their deep core beliefs. The anti-transfer coalition exhibited a trajectory consistent with ACF predictions: from outright rejection to conditional monitoring, to tacit acquiescence by moderate opponents, and finally to the isolation of hardliners. Institutional safeguards - the Empowered Community mechanism and Stress Test 18 - provided political cover that made the negotiated agreement possible. This study represents the first systematic application of ACF to Internet governance. The findings further suggest that this analytical framework is applicable to emerging digital governance contests, including AI governance, platform regulation, and data sovereignty disputes.

지난 수년간 인터넷관련 산업과 서비스 이용에 있어서 눈부신 발전을 이루었다. 그러나 이와 더불어 IP, DNS 등과 같은 인터넷주소자원에 대한 관리의 필요성과 안전성을 필요로 하게 되었다. 또한 변화하는 인터넷 환경에 대응하고 HIP, ENUM 등 새롭게 등장하는 인터넷주소자원의 국내 도입과 표준 제정과 더 나아가 국제 표준 제정을 통한 기술 선도를 위해 많은 노력이 필요하다.
