In order to protect the creators of art and culture such as writers and performers, collective management of copyright association effectively enforce the copyrights and distribute royalty transparently. Especially the importance of protecting intellectual property of works distributed in digital media is emphasized. Fair compensation for the authors will aid their work of creation through the fair legal system. In this paper, I suggest solution not only to facilitate the distribution of royalty but also to reduce illegal download problem. Chapter Ⅱ demonstrate the illegal download problem, Chapter Ⅲreview current status and problems in the management of the distribution of copyright royalty, Chapter Ⅳ suggest ICN(integrate copyright number)system to solve these problems. If the distribution of digital content using ICN is effective, copyright owners will identify the number of works. This system will helps not only reduce copyright infringement but also increase the royalty of copyright owners.

UCI (Universal Content Identifier) 식별체계가 국가표준식별체계로 자리를 잡으면서 다양한 저작물의 디지털 콘텐츠에 대하여 UCI 식별자가 부여되어 유통이 이루어지고 있으나, 콘텐츠의 저작권 정보 부재로 인해 의도되지 않은 저작권 침해 행위 발생 및 저작권 계약 등에 있어 많은 문제점이 발생하고 있다. 통합저작권관리번호인 ICN (Integrated Copyright Number)는 국내에서 저작권 관리를 위해 개발된 코드체계로 저작물 활용에 따른 사용내역에 대한 정산과 분 배, 불법 모니터링, 필터링을 목적으로 하며, 권리자의 보호를 위해 저작물에 대한 저작권 관계 정보를 포함하고 있다. 그러나 ICN은 그 목적이 저작권 관리에 집중되어 있어 디지털콘텐츠자체의 속성이나 유통에 필요한 정보들을 포함하고 있지 않다. 따라서 생산되는 디지털저작물을 보다 효율적으로 관리하고 유통하기 위해서는 콘텐츠를 식별하기 위한 식 별체계인 UCI와 디지털저작물에 대한 권리의 소유관계를 식별할 수 있는 저작권 권리관리체계인 ICN과 연계와 통합은 권리자와 사업자간의 투명하고 효과적인 저작물 유통의 기반이 될 수 있다. 본 논문에서는 UCI 식별체계와 ICN 식별체 계를 연계와 통합의 관점에서 식별체계간의 정책적 요인들과 핵심적인 기술 요소를 분석하고 각 식별체계의 가치사슬 간의 효율화를 기할 수 있는 연계 및 통합 인프라의 구축에 대한 모델을 제시하고자 한다.

As UCI (Universal Content Identifier) identification system becomes a national standard for content distribution, many digital contents are distributed through UCI identification system. However, problems associated with copyright infringement and copyright contracts occur due to lack of copyright information. ICN (Integrated Copyright Number), a code system developed for copyright management, includes copyright-related information for the purposes of usage settlement and accounting, illegal usage monitoring, and content filtering. ICN, however, has no information about distribution and content properties. Therefore, the linkage and integration between UCI and ICN can be a basis for the transparent and effective distribution of digital contents. In this paper, we propose a model for linking and integrating UCI and ICN, developing the efficiency in the value chain of each identified system by analyzing political factors and key technical elements between the two identification systems.
