In order to respond to coastal disasters, it is necessary to prepare a system that can comprehensively judge opinions by collecting experts' opinions, and to establish optimal policy alternatives based on this. This study attempted to select detailed priorities and weights for policy establishment to establish a coastal disaster response system using a fuzzy multi-criteria decision-making method. In particular, this study was intended to identify the importance and priority of detailed stages of the coastal disaster response system, and to identify the importance and priority of each detailed technology for related technology development research. As a result of analyzing expert answers on the importance of detailed stages of the coastal disaster response system, it was found that the weight of prediction and preparation was higher than recovery and evaluation with a large gap. In the case of technical items for strengthening the coastal disaster response system, the importance of technology related to the forecasting stage was found to be great. appeared to be important.

A Multi-Criteria Decision Making Method Based on Fuzzy Outranking Relation

In selecting the best project in multi-criteria decision making problems, the imperfect information of consequence and the vague preference of the decision maker(DM) would make the decision analysis more complex together with the conflict of several criteria. In this context, a method is proposed to deal the fuzzy information mentioned before instead of reducing it to a single representative value. And, based on the given imprecise information, projects are ranked completely or partially according to DM's vague preference. The procedure consists, for each pair of projects, of calculating the degree of supporting over all criteria and the degree of opposing with respect to each criterion for their outranking relation. Together with weights for each criterion, these indices produce fuzzy outranking relations for each pair of projects. And a complete or partial ranking of projects is obtained according to outranking degrees considering the interdependence among projects.

Due to an increased today's consciousness of environmental challenges, having green suppliers has become an essential concern for organizations about their supply chains. These considerations can help them to achieve their environmental goals and a competitive position in the industry. Thus, a robust framework to select the suppliers with environmental features and concerns is needed for today's organizations. This study presents an integrated approach included interpretive structural modeling, Fuzzy MICMAC analysis, Fuzzy AHP and Vikor method. Initially, related factors to the green supplier selection are identified and the using the ISM and MICMAC analysis to determine the interaction of the categories and their subfactors driving and dependence power. The results depict that subfactors of "company resources and administrative capacity" category are the most important and fundamental affecting supplier selection problem. AHP is used to determine each weight of criteria and then using Vikor method and devotions analysis to select the most appropriate supplier. To evaluate the proposed framework a case example of brake pad factory is selected. Results is shown that supplier "C" got the highest rank in overall dimensions of study but in the second rank regard to the environmental dimensions.

퍼지 다기준 의사결정법을 이용한 가로주택정비사업의 위험요인 분석: 인천광역시 사례를 중심으로

본 연구에서는 최근 도시재생 뉴딜 로드맵 정책에 따라 시범사업의 성공적 추진을 위하여 가로주택정비사업의 위험요인을 추출하는 과정에서 가능성과 심각성의 순위를 도출하는 유용한 분석방법으로 다기준 의사결정법(MCDM)을 적용 검토하였다. 이를 위하여 다기준 의사결정법들 중 인간의 모호한 언어를 측정하고 수치화할 수 있는 퍼지 다기준 의사결정법(FMCDM)을 중심으로 이론적 배경 및 선행연구를 통하여 필요성을 확인하였다. 가로주택정비사업의 1단계 위험 요인의 발생 가능성을 5가지 속성으로 분류하고, 2단계 위험 요인의 심각성을 세부적으로 15가지 속성으로 분류하였다. 이 중에 부동산전문가들이 우려하는 가장 발생 가능한 위험요인은 시장 위험으로 나타났다. 특히, 시장 위험 중 미분양 발생과 금리변화 등에 따라 소규모 주택정비사업의 사업성 하락을 가로주택정비사업의 활성화에 가장 큰 걸림돌로 작용하는 것으로 분석되었다

In this study, we apply Multi-Criteria Decision-Making(MCDM) method for the successful implementation of the pilot project in accordance with the recent urban regeneration policies New Deal roadmap. This method can be used as a useful analytical method to derive a ranking of the likelihood and severity of risk factors in the process of extracting the Block-unit Housing Rearrangement Project. For this purpose, the necessity of Fuzzy Multi-Criteria Decision-Making(FMCDM) method which can measure and quantify human ambiguous language in Multi-Criteria Decision-Making(MCDM) methods was confirmed through theoretical background and prior research. The likelihood of the first stage risk factor of the Block-unit Housing Rearrangement Project is classified into five attributes and the severity of the second stage risk factor is classified into 15 attributes in detail. Among them, the most likely risk factor for real estate professionals was market risk. Especially, it is analyzed that the decline of the business efficiency of the small - scale housing maintenance business is the biggest obstacle to the revitalization of the Block-unit Housing Rearrangement Project due to the occurrence of unsold housing and interest rate among market risks.

기준 의사 결정에 의한 모바일 트래킹을 이용한 향상된 핸드오버

서비스를 요구하는 다수의 사용자를 수용하려면 마이크로-와 피코-셀과 같은 작은 셀로 크기를 더욱 줄이는 것이 일반적으로 수용되고 있다. 이런 환경에서는 빈번한 핸드오버가 발생하게 되고 이로 인해 허용 가능한 핸드오버 처리 지연 시간을 감소시켜 결국 패킷 손실과 핸드오버 실패를 초래하게 된다는 것이다. 또한 패킷 손실을 보상하기 위한 재전송이 필요하게 되어 시스템의 성능을 저하시킨다. 본 논문에서는 차세대이동통신시스템을 위한 새로운 핸드오버 기법을 제시한다. 이동 단말기의 현재 위치와 이동 방향을 기반으로 핸드오버 셀을 예측함으로서, 핸드오버 설정 절차가 핸드오버 요청 전에 선행된다. 시뮬레이션은 핸드오버 실패율과 패킷 손실율에 초점을 두었다. 시뮬레이션 결과를 통하여 제시된 방안이 기존의 방법보다 향상된 성능을 보임을 입증한다.

It is widely accepted that the coverage with high user densities can only be achieved with small cell such as micro- and pico-cell. The smaller cell size causes frequent handovers between cells and a decrease in the permissible handover Processing delay. This may result in the handover failure. in addition to the loss of some Packets during the handover. In these cases. re-transmission is needed in order to compensate errors, which triggers a rapid degradation of throughput. In this paper, we propose a new handover scheme in the next generation mobile communication systems, in which the handover setup process is done in advance before a handover request by predicting the handover cell based on mobile terminal's current position and moving direction. Simulation is focused on the handover failure rate and Packet loss rate. The simulation results show that our proposed method provides a better performance than the conventional method.
