물리적인 환경에서는 기록관에 보관된 기록에 대해 출입을 통제하고 출입이 승인된 사용자에 대해서는 허가된 기록만을 이용하도록 제어함으로써 기록과 사용자 모두를 통제하여 기록을 안전하게 보호할 수 있었다. 그러나 기록관리환경의 전자화로 인해 고전적인 접근통제방식은 더 이상 고수하기 어렵게 되었으며 특히, 이용자중심의 기록관리 환경을 고려할 때 전자적시스템에 의한 접근통제는 불가피해졌다. 이런 의미에서 본 논문은 전자적 접근통제의 기본적인 개념을 제공하고 전자기록관리시스템에서의 모범적인 모습을 서술한 영국, 유럽연합, 호주 및 미국의 ERMS 기능요건서를 분석, 상호 비교하였으며 비교적 상세한 가이드라인을 제공하고 있는 영국표준을 중심으로 적용 가능한 표준 접근통제 기능요건을 제안하였다. 한편, 정리된 기능요건을 기록분류체계상에서 접근통제 준비, 배치 및 실행단계로 구분하여 적용함으로써 전자적 기록관리환경에서의 접근통제가 어떠한 방식으로 전개되는지 개념적으로 제시하였다.

Under the physical records management system, both the records and users could be controlled and secured by closing the door of Archives or using permitted records which is used only approved users. According to the electronic records management system and the concept of service on the basis of users, we have to give up the classical manner. As an alternative, we have to consider the electronic access control system. To accomplish this purpose, functional requirements of ERMS that is issued by U.K, EU, U.S and Australia must be compared and analyzed. On the basis of U.K ERMS which is more detailed, 'common access control functional requirements' are arranged. As the access control functional requirements is applied in the records classification scheme, we could find out how the access control is executed in ERMS.

Due to technological advancement, it is very easy to generate electronic records within short period of time and with little effort. However, the challenge is to preserve electronic records for long period of time without losing their integrity and authenticity. This is critical problem because most of our day to day activities are dependent on the information we get from Electronic Record Management System (ERMS). The trustworthiness of electronic record is dependent on ERMS. Therefore, ERMS has vital role in keeping electronic record for long term without losing its trustworthiness. In this paper, we proposed novel approach for next generation ERMS that alleviates these challenges.

기록물 관리를 둘러싼 정보환경의 변화와 함께, 전자기록관리시스템은 다양한 형식의 기록물 관리를 위한 적절한 해결방안이다. 이러한 관점에서 본 연구에서는 전자기록물의 생산, 관리, 보존 및 이용업무를 수행하는데 있어서 요구되는 전자기록관리시스템의 주요기능과 요구사항을 기반으로 효과적인 전자기록관리시스템에 대한 분석 및 설계를 위한 제안을 하고 있다. 특히, 본 연구에서는 전자기록관리시스템 구축에 있어서 요구되는 기본적인 요구사항을 포함하여 유관시스템과의 호환성, 보안이슈 및 기록물의 안전한 보존을 위한 백업방안에 대하여 중점적으로 다루고 있다. 또한, 자료관리의 관점에서 유사한 성격을 지니고 있는 전자도서관과는 달리 전자기록관리시스템은 유관시스템과 밀접한 연관성을 가지고 있다. 이러한 특성들을 고려하면서 본 연구에서는 ISO 15489에서 제시하는 전자기록물의 네 가지 특징을 만족하면서 변화하는 환경에 적용하기 위한 전자기록관리시스템의 기능적 요구사항 및 시스템 구조를 제안하였다.

With changes of information environment on records managements, ERMS can be a suitable solution for managing multi-typed records. In this point, this study performed analysis and design of ERMS based on key functions and requirements to perform creation, preservation, management and use of electronic records. Especially, this study focused on interoperability with the related systems, security issues and back-up methods for secured preservation and management including fundamental requirements. Also, ERMS has a close relation with related systems such as intranet system, electronic document settlement system, and so on. compared to digital library managing information resources. Considering those features mentioned above, this study proposes functional requirements and a system architecture of ERMS which is satisfied with four characteristics of electronic records mentioned on ISO 15489 and environmental requirements.

본 연구의 목적은 전자기록의 계층구조와 유형을 조사 분석하고, 전자기록의 각 계층 중 관리에 가장 기본이 되는 계층인 기록철(records folder)의 관리방안을 제시하는 것이다. 이를 위해 영국의 "전자기록관리시스템을 위한 기능요건"을 기준으로 전자기록의 계층모형 및 기록철 관리방안을 분석하였다. 또한 이 표준에서 제시한 전자기록의 계층구조를 가상의 사례에 적용해봄으로써 각 계층의 의미를 분명히 설명하고자 하였다. 이러한 선진사례 분석을 토대로, 우리나라 분류체계에서 전자기록철의 개념 도입 시 고려해야할 점, 전자기록철의 개시와 종결 기준 설정, 전자기록권(part) 개념의 도입 등을 중심으로 시사점을 정리하였다.

This study aims to analyze the structures of electronic records classification and suggest managing requirements for electronic folder as basic entity for ERM. This present study begins with analyzing the various types of electronic folders based on the Requirements for Electronic Records Management Systems: Functional Requirements of U.K. It designs some examples of classification structures for clarifying the meaning of the electronic folders, components and markers. Finally, it analyses some implications for korean environments including application of electronic folder concept, principles of folder open and closure, and introduction of electronic part entity for efficient folder management.

전자기록관리시스템을 개발하기 위해서는 전통적으로 그 효용을 검증받아온 기록관리원칙과 디지털정보가 공유하는 속성을 모두 감안하여야 한다. 디지털 환경에 맞추어 전통적인 기록관리원칙을 재확인한 기록관리 구제표준 ISO 15489는 전자기록관리시스템을 구축하는 데 가장 유용한 지침이라고 할 수 있다. 이 연구에서는 ISO15489의 기능영역별 원칙을 추출하고, 이를 대표적인 전자기록관리시스템 설계표준 (미 국방성표준, 영국 국립기록보존소 표준, 유럽연합의 요건모형)과 비교하여 분석함으로써 공통적인 시스템요건을 규명하였다. 그리고 이 핵심요건을 우리나라의 자료관리 시스템규격의 해당항목과 비교분석하였다. 현재 각급 행정기관 내에 설치 중인 자료관의 업무전산화 시스템으로 개발된 이 표준을 본격적인 전자기록 관리 시스템으로 발전시킬 수 있는 방안을 제안하였다.

In order to design effective electronic records management systems, it is viable to consider both traditional principles of records management, proven to be effective, and the characteristics of digital information. ISO 15489, an international standard for records management, is acknowledged as the most useful guidelines for this goal. The present study extracted basic principles of electronic records management from its provisions of 7 functional steps. It then compared the principles to system requirements of three system design criterion, developed by Department of Defense(U.S.A.) Public Records Office(Britain). and European Union respectively. Common requirements, included in all three criterion. were then searched in the Korean standard of developing automated systems for records centers. Finally, suggestions were made to develop a Korean standard for electronic records management system, elaborating from the core requirements of the system found by the present study.

정보통신기술 발전에 따라 인쇄매체로 유통되는 정보자원의 형식이 많은 부분 디지털화 되어 네트워크를 통하여 유통 소비되고 있다. 최근 각 대학도서관에서 집행하는 도서구입비에서 전자자원 구입비가 차지하는 비중과 이용자들의 전자자원에 대한 의존도가 현저히 높아지고 있는 추세이다. 따라서 본 연구에서는 ERMS의 모형 제시와 함께 각 단계별로 ERMS가 갖추어야 하는 요소를 확인하였다. 또한 대학도서관 ERMS에 있어서 필요한 기능을 다음과 같이 분석하였다. 첫째, ERMS는 다양한 전자자원에 대한 접근정보, 소장정보, 메타데이터, 이용자서비스 등이 종합적으로 관리되어야 하며 도서관에서 기존에 운영하고 있는 메타검색, 링킹시스템, 프록시서비스 시스템들과의 통합적인 기반으로 운영되어야 한다. 둘째, ERMS는 전자자원의 통합적인 자료조직과 예산관리를 위하여, 대학도서관에서 운영하고 있는 통합도서관시스템의 수서, 목록시스템과의 안정적인 연계시스템으로 구축되어야 한다. 셋째, ERMS는 전자자원이 갖고 있는 라이선스에 관한 정보를 체계적이고 효율적으로 관리할 수 있어야 한다. 넷째 ERMS는 도서관에 모든 전자자원의 이용과 평가, 접속관리를 위한 효율적인 환경을 제공할 수 있어야 하며 전자자원에 있어서 모든 것을 다루는 하나의 유기적인 시스템으로 작동을 해야 한다. 추가적으로 대학도서관에서 ERMS 구축시 인쇄자원관리 위주로 설계된 도서관조직구조 및 사서의 업무분장을 재설계할 필요성과 대학도서관들의 전자자원관리 분야 협력과 표준 마련을 위하여 DLF ERMI 사례와 같은 협의체 구성의 필요성을 제기하였다.

With the rapid growth and development of information technology and the Internet, the amount of information published in electronic formats such as video, audio, digitalized text, etc. and the number of users accessing information online to satisfy their information needs are growing at a tremendous rate. This study analyzes standardized components to construct ERMS and proposes a model of ERMS based on the result of the analysis. The main functions of ERMS in university libraries are: 1) ERMS can manage and control access information to various electronic resources, metadata, holdings, user resources. Also, ERMS can be compatible with an existing library system such as IR(Information Retrieval) system, linking system, or proxy system. 2) ERMS should completely be compatible with acquisition and cataloging systems for effective management and control of integrated information organization and library budget. 3) ERMS should systematically and effectively manage license information on electronic resources. 4) ERMS should provide ideal and effective environment for use and access control of electronic resources in a library and integrated tool to manage and control all of electronic resources. Additionally, this study points out the need to organize committee groups to establish standardized rules and collaborative management of electronic resources among university libraries like DLF ERMI and redesign organizations in a library and a librarian's job description.

이 논문의 목적은 2010 개정 STCW(선원의 훈련, 자격증명 및 당직근무의 기준에 관한 협약) 협약의 요건에 따라 강제적으로 시행 예정인 기관실 자원관리시스템(Engine Room Resource Management System)를 ISO 9001의 8대 품질경영원칙과 국내법과 연계하여 구축하는 실제적 절차를 연구하는 데에 있다. 이를 위하여 본 논문에서는 기관실 자원관리의 정의와 필요성과 ISO 9001요건에 따른 고객, 제품, 고객 요구사항의 파악 등에 대한 검토와 고찰을 수행하였다.

The Engine Room Resource Management System will be applied to ocean going ships according to the revision of 2010 STCW convention. This paper aims to study the practical procedures for establishing Engine Room Resource Management System in connection with the eight quality management principles of ISO 9001 and Korean law. For the purpose of this study. the definition and the necessity of Engine Room Resource Management System and customer, product, customer requirements in accordance with the requirements of the ISO 9001 are reviewed and discussed.

In this paper, we developed and ERMS, which monitors radiation continuously in the vicinity of the nuclear power plant not only to intend health and security of the adjacent residents but also to prevent environmental pollution. Especially, applying digital DCU and SCA which are easy to control and accurate, we obtained good results.
