근대 라디오방송은 제국일본의 질서구축과 문화 전파에 지대한 역할을 담당하였고 다양한 문화 콘텐츠를 생산하였다. 또한 현재의 한일문화에까지 그 영향을 미치고 있다. 그런데 제국일본의 연구는 정치․경제사 중심으로 편향된 경향이 있다. 제국일본의 문화매체가 식민통치체제의 구축에서 정치권력과 동전의 양면과도 같은 기능을 수행하였음에도 불구하고 이 방면에 관한 지식과 연구는 불충분하며 문제설정조차 제대로 이루어지지 못해 온 것이다. 특히 報道, 敎養, 慰安이라는 3대 목적을 갖고 있었던 라디오방송의 연구는 기타 신문, 잡지, 연극, 영화연구에 비해 너무나도 부족한 실정이다. 이러한 문제의식을 가지고 본고는 전시기(戰時期) 라디오 방송콘텐츠와 방송극의 성격을 분석하고자 한다. 특별히 ‘전시기’라는 시간적 배경은 라디오방송과 권력과의 관계를 가장 극명히 파악할 수 있는 기간이기 때문이다. 본고에서 논의 될 방송콘텐츠, 즉 위안방송이란 대중문화 콘텐츠를 지칭해도 크게 무리는 없다. 따라서 위안방송은 보도, 교양의 방송종목에 비해 엔터테인먼트적 요소가 짙게 깔려 있으며 위안방송 중에서 가장 문학적인 것은 방송극이다.
