본 논문은 환태평양경제동반자 협정(TPP)에 관한 미국의 다목적 전략의 성격과 내용이 2008년 이후 어떻게 진화해 왔는지를 검토 분석하고 그 전망을 제시한다. 이를 위해 본 논문은 미국 경제의 구조적인 특성을 분석한 후, 이에 부합하는 TPP목적의 성립 과정과 쟁취 전략을 차례로 검토한다. 미국이 TPP를 통해 추구하는 최우선 경제 목적은 지난 40여 년 간 만성적인 수출 적자에서 탈피하고 수출 확대와 고용 창출을 통해 경제 성장률을 높이는 것임을 보여준다.

This paper aims at analyzing the nature and content of the American multiple perspective with regard to the Trans-Pacific Partnership (TPP) which have significantly evolved in accordance with the arrival of new member countries through 2013. To this end, this paper puts the emphasis on the urgent needs of improving structural characteristics of the US economy, especially the chronic trade deficits over more than 40 years. The paper also insists on the importance of non-economic purposes of the TPP as designed by the Obama administration. The paper claims, however, that the primary economic purpose of TPP for US is to innovate, in the medium term, a sustainable economic growth model through export expansion and job creation, which will be better suited with the long- run comparative advantages of US economy.
