현재 청소년들에게 휴대폰은 인터넷보다도 더 기본적이면서 일상적인 미디어로서 청소년들 사이에서 이미 생활필수품으로 자리 잡고 있다. 그러나 이런 휴대폰의 급속한 확산은 많은 `편리함`을 주는 것과 동시에 여러 가지 문제점들을 발생시키고 있다. 최근 상당수의 청소년들이 인터넷 중독만큼이나 휴대폰 중독에 빠져 있음을 여러 선행 연구들과 언론의 보도를 통해 알 수 있다. 이런 휴대폰의 중독적 사용은 그 정도에 따라 청소년들에게 많은 부정적 영향을 미칠 수 있으며, 이와 더불어 청소년 비행에도 많은 영향을 미칠 것이라고 예상되지만 관련 선행연구는 매우 부족한 실정이다. 그러므로 본 연구에서는 청소년들의 새로운 형태의 비행 유형 중 하나로 휴대폰 비행에 대해 알아보고, 청소년들의 휴대폰 사용 실태 및 휴대폰 사용이 청소년 성비행에 어떠한 영향을 미치고 있는지 알아보았다. 그 결과 청소년의 지나친 휴대폰 사용은 비행에 영향을 미칠 수 있으며, 그 중에서도 성비행과 많은 연관성이 있음을 알 수 있었다. 청소년들의 휴대폰 성비행의 유형은 대부분이 성적인 농담을 하거나 사진 및 동영상을 주고받는 경우였으며, 휴대폰을 사용해 성매매를 알선하는데 까지 이용되고 있었다. 이러한 결과를 바탕으로 본 연구에서는 앞으로 청소년들의 올바른 휴대폰 사용에 대한 교육 및 홍보와 휴대폰 중독에 대한 개념 정립 및 법 규정 재정에 대한 의견을 제시하고, 이와 함께 청소년 휴대폰 사용자의 가입 실명제 확대 및 스팸차단 프로그램 등 몇 가지 제도적 개선 방안을 제시하였다.

In recent years, a cellular phone has become a daily necessity among teenagers and is considered as more basic and ordinary media than the Internet. Even though this rapid spread of a cellular phone offers a great convenience, it causes many problems at the same time. Various prior studies proved that a considerable number of teenagers were seriously addicted to a cellular phone as much as to the Internet. The addictive use of a cellular phone may negatively influence teenagers physically, mentally and psychologically depending on the frequency of use and may also incite juvenile delinquencies. However, there is a paucity of study with a cellular phone as an influence factor to juvenile delinquencies. Among other things, it is presumed that teenagers' use of a cellular phone may result in sex delinquencies by encouraging teenagers to go astray in illegal cash-back transactions using a cellular phone, statutory rape or prostitution, or by exposing teenagers to a harmful environment such as obscene or violent materials. Accordingly, this study inquired into a cellular phone delinquent as a new type of a juvenile delinquencies and looked into teenagers' use of a cellular phone, and how it related to sex delinquencies by using several specific examples. It was found that teenagers' excessive use of a cellular phone might directly or indirectly incite juvenile delinquencies and was significantly associated with sex delinquencies. Teenagers indulge in sexual innuendoes using cellular phone calls or text messages; teenagers even exchange indecent pictures, pictures or videos of certain body parts using a cellular phone. A small number of teenagers use a cellular phone to solicit prostitution. Consequently, this study set forth opinions on publicizing a proper use of a cellular phone to teenagers through education, establishing a concept of an addiction to a cellular phone and enacting relevant laws and regulations. In addition, other institutional improvement methods such as expansion of a real-name subscription to cellular phone services to teenagers and filtering of junk cellular phone text messages.
