인류의 이방인화에 따른 대안적 시민성의 논리적 근거 모색 : 21세기 국제이주 양상 분석을 중심으로 KCI 등재

본 논문의 목적은 21세기 국제이주 양상을 분석하여 오늘날 시민성교육을 담당하는 사회과가 해결해 야 할 시대적·사회적 과제를 분명히 하고, 이를 통해 대안적 시민성이 나아가야 할 방향을 모색하는 데 있다. 새로운 사회변동으로 교통과 통신 수단에 대한 일상적 접근이 가능해 지면서, 이주민과 난민의 규모는 폭증 하고 그 형태는 혼합 이주의 양상을 보이며, 이주 문제는 인종·종교·정치·경제적 이해관계가 서로 얽혀있다. 그동안 이주자들은 사회 집단의 문화를 공유하지 않았다는 이유로 철저히 이방인으로 취급되어 왔으며, 나아 가 정신적 이주를 감행하는 탈국경적 현실 속에서 전면적인 ‘인류의 이방인화’는 확대되고 있다. 이러한 문제 를 해결하기 위해서는 문화접변 개념의 확장, 즉 상호작용과 상호침투를 내포하는 상호문화와 초문화적 관점 이 적극 도입될 필요가 있다. 오늘날 문화라는 것은 사회 내에 이미 구성되어 있다기보다 개인의 상호작용에 의해 형성되어, 등가성과 유동성이라는 속성을 가진다. 이는 가장 작은 문화 단위인 개인의 주체성을 전제로 하는 것으로, 연구자는 ‘개인의 문화적 구성’ 가능성에 주목한다. 이러한 점에 착안한다면, 새로운 시민성은 영 토 중심의 고정적·집단적 문화에서 벗어나, 문화적 다양성과 문화 간의 등가성을 토대로 유동적인 문화를 창 조하는 주체인 개인 차원에서 대안을 모색할 수 있다. 이러한 관점은 특정 집단의 문화를 수용하는 하향식 시 민성을 개인 스스로 여러 문화를 접하면서 적극적으로 문화를 구성하는 상향식 시민성으로 전환하는 논리적 근거를 제공해 줄 수 있을 것이다.

The purpose of this paper is to analyze the international migration patterns of the 21st century to clarify the contemporary and social challenges of today’s social studies in charge of citizenship education and to find out directions for alternative citizenship through this process. As the new social changes enable everyday access to transportation and communication means, the scale of migrants and refugees is increasing, and their forms appear to be mixed migration, and migration issues are intertwined with racial, religious, political and economic interests. In the meantime, immigrants have been thoroughly treated as aliens because they did not share the culture of the social group, and furthermore ‘Alienalization of Humankind’ is expanding in transnational reality that carry out spiritual migrations. In order to solve these problems, it is necessary to introduce the concept of cultural acculturation, in other words intercultural and transcultural perspectives that involve interaction and interpenetration. Today’s culture is formed by the interaction of individuals rather than being already constituted within society, and has attributes of cultural equality and fluidity. This is based on the subjectivity of the individual, the smallest cultural unit, and the researcher focuses on the possibility of ‘cultural construction of the individual’. With this in mind, new citizens can seek alternative ways at the individual level, which is not a fixed and collective culture centered on territory, but an entity that creates a liquid culture based on cultural diversity and equality among cultures. This viewpoint can provide logical grounds for transforming the top-down citizenship that embraces the culture of a specific group into a bottom-up citizenship that individuals actively form their own cultures.
