본 연구에서는 연쇄살인행위가 사회각처에서 생활하는데 영향을 미치는 것을 살펴보고자 한다. 연쇄살인범죄행위의 과정과 실태를 살펴본 후 연쇄살인행위의 동기유발이 어떠한 영향 을 미치고 이로 인하여 예방치안정책과 범죄의 비행을 통제하고 예방하기 위하여 범죄에 대 한 주요한 억제책이라는 이론에 기초하고 있다. 인간은 남녀의 구분을 막론하고 태어날 때는 선한 마음과 부모님의 심성을 닮아 꿈과 미래를 지향하는 삶의 추구, 좋은 환경속의 직업생 활, 경제적 안정과 미래에 대한 성공을 희망하며 살아가고 있다(김득중, 2006: 46). 그러나 이러한 행복 된 삶을 추구할 수 있는 준비가 마련되지 못한 사람은 노력함을 게을리 하고 황금만능주의와 이기주의적인 경향이 자신의 순수함인 본의 심성마저 잃어버리게 된다. 결국은 사회에 적응하지 못하고 본인의 부족함을 해소하기 위해 범죄의 유혹 속으로 차츰 들어가게 되는 현상이다. 살인범죄의 조기검거 및 재발방지를 위해 수사를 담당하고 있는 최 일선의 경찰조직은 물론 범정부치안행정적인 차원에서도 심각한 과제로 받아 들어지 고 있다. 민생치안의 핵심이 되는 경찰의 중요한 수사 분야는 범죄행위의 중추적인 역할을 수 행함으로써 그 중요성은 국민의 기대와 관심을 상징적인 의미에서 지대한 충족조건의 관심이 라 할 수 있다. 그러므로 살인범죄 및 연쇄적 살인범죄인의 사전적인 예방과 심리적 분석을 파악하여 혹독한 처벌의 신속성이 선행되어야 하며, 수사경찰의 인력증원과 수사전문화를 위 한 특별채용과 수사에 대한 비용도 선행되어야 한다.

The purpose of this study is to investigate the effects of murder on daily life. After examining the process and actual situation of murder, based on the theory that murder is a major deterrent to crime in order to control and prevent crime. Human beings, regardless of gender, are living in the hope of a happy life, a career in a good environment, economic stability, and success in the future when they are born, resembling a good heart and the heart of their parents. However, those who are not prepared to pursue these happy lives are neglected in their effort, and the tendency of the golden universalism and egoistic tendency to lose their innocence, the innermost of their innocence. It is a phenomenon that gradually goes into the temptation of crime in order to solve the shortage of oneself without being able to adapt to society. In order to prevent the early arrest and recurrence of murder crimes, it is being considered as a serious task for the police organization in charge of investigations as well as in the government security administration. The police, which is the core of public security, can be meaningful because it carries out the people 's expectations for the prevention of crime. Murder crimes arising from personal and social circumstances are increasing day by day and are social ills that can not be cured forever by victims, such as robbery or rape. Therefore, in order to prevent and arrest murder crime, the speed of punishment must be preceded by a psychological analysis. Also, the special recruitment and special investigation for investigative police should be preceded.

선진 강국 미국의 국방 법집행기관 경찰제도는 우리나라에게 크게 시사 하는 바가 크다고 생각한다. 국제화와 다문화로 분권화된 위치를 확보한 미국은 지역시민들의 요망을 자치경찰 제도 속에 그대로 시행되고 있다는 것을 볼 수 있다. 다시 주장하자면 미국은 가장 유용한 자 치경찰제도를 실시하고 있는 나라로 높이 주목된다. 우리나라 경찰은 국가경찰제도를 시행 해 오면서 자치경찰제의 영입이 빈번하게 않게 토론될 때마다 미국의 자치경찰제에 대한 선 행 발표 논문이 많이 연구되곤 했다. 한국정부는 유럽 지역에서 시행하고 있는 소위 유럽형 자치경찰제를 2006년부터 시행할 것이라고 발표하고 지속적 연구 중에 있고 2018년 정부의 법령 재개정 2019년부터 5개도시 시범적 운영 2020년부터 확대실시 방침이다. 자치경찰제는 미국형과 유럽형의 두 분류에서 큰 상이점은 유럽형은 국가경찰은 원래대로 시행하며 그 밖 에 지방자치단체에서 자치경찰관을 직접 모집해 시행하는 방식에서 크게 다른 점이다. 경찰 관의 계급장 등급에 대한 실태를 파악해보아도 군인의 계급장을 이용하는 지역이 있으며 어 느 지역은 보안관이 경찰의 관리업무를 하는 관 제도를 활용하는 등 매우 다양한 차별성을 볼 수가 있다. 특히 미법집행 기관인 경찰의 연방기관, 주경찰, 지방경찰기관에서는 상하 지시명 령의 관계가 통하지 않는 독자적 행정력 기소권 형태이다. 그리고 거의 모두가 치안질서유지 는 지방경찰이 하고 있다. 미국의 자치경찰의 특별성은 첫째가 다양성이라는 것이다, 미국 의 자치경찰은 경우에 따라 읍,면,시,군에 현지에 따라 특별자치단체 형식으로 다양하게 시행 되고 있다. 위같이 미국은 가장 유효한 자치경찰제도를 시행하는 국가이다.

It is thought that the system of police and the law enforcement agencies of DOD in US – the most powerful country in the world – suggests a lot to those of Korea. In US where a decentralized status has been secured thanks to globalization and multi-cultures, demands of locals can be considered to have been reflected to local municipal policing. That is, US stands high as a nation enforcing the most proper local police system. Whenever the local police system is introduced to the state police system of Korea, a number of dissertations have been issued. The Korean government announced that it would implement so-called European Local Police System employed by some European nations from 2006. It is still being reviewed for Revision by Government in 2018, Pilot Execution in 5 Major Cities from 2019 and Extended Enforcement in 2020. The big difference between the local police system of America and that of Europe is that the latter exists intactly as it has been with local governments hiring their local police-officers themselves while there are various characteristics in US police system such as the adoption of military ranks for its policeofficers and sheriffs hired for the administration service of the police in some regions. In particular, US federal police, state police and other local police have independent right of accusation, where the obedience to orders is not very common. In addition, the overall security maintenance is in charge of local police agencies. The most characteristic in US local police system is diversity. It is independently operated as special local agencies according to the conditions of village, town, county and city. As seen, US is a nation where the optimized local police system is being enforced.
