This study did relative efficiency of Gyeongsangbukdo 23 Agricultural Technology Centers through DEA(CCR, BCC), FDH model's empirical analysis. Analysis divides into 3 times and did comparative analysis of relative efficiency. First goes in gear with realization goal of small government in 1997, it was time that agriculture relation national public service employee was changed by local public service employee to part of reorganization. Second, pressure of UR(Uruguay Round) negotiation and market opening is when blow hard in 2000. Third is when announce 119 trillion won mid and long term investment and loan plans by agricultureㆍfarm village comprehensive countermeasure in 2004. Enforced Kruskal-Wallis test for efficiency difference analysis of each year(1997, 2000, 2004). And did by purpose of study that search for optimal efficient bench marking reference group to using Tier analysis. Analysis result, could find following implication. First, did various analysis to use non-parametric statistics methodology. Result, DEA(CCR, BCC), FDH model by efficiency frontier hypothesis were shown different efficiency index. Second, was expose that Agricultural Technology Centers' efficiency does not improve in efficiency analysis after national public service employee is converted to local public service employee. Third, result that do Tier analysis to look for optimal bench marking, Gumi→Cheongsong→Gimcheon's standard path find can. This can help in trial and error and cost-saving etc. through establishment of management improvement, program development, management policy. Finally, group classified by inefficient Agricultural Technology Centers can find the cause in problem of managementㆍoperation. Inefficient's major cause is mixture of pure technological inefficiency and inefficiency of scale and pure technological inefficiency happened more.

본 연구는 지방정부 농촌지도사업을 시행하고 있는 경상북도 23개 농업기술센터를 중심으로 DEA (CCR, BCC), FDH모형을 이용하여 상대적 효율성을 실증적으로 분석하였다. 그리고 1997년 작은 정부구현의 목표와 맞물려 조직개편 일환으로 농업 관련 국가직 공무원이 지방직 공무원으로 전환 되었던 때와 2000년 UR협상ㆍ시장개방의 압력이 강했던 시절, 그리고 2004년 농업ㆍ농촌종합대책으로 119조원 중장기 투융자계획을 발표한 시점을 단계별로 나누어 상대적 효율성을 비교분석하였다. 각 년도(1997년, 2000년, 2004년)의 효율성 차이분석을 위해 크루스칼-윌리스(Kruskal-Wallis) 검정을 실시하였으며, Tier 분석을 통한 최적 효율성의 벤치마킹 준거집단을 찾아내는 것을 연구의 목적으로 두었다. 본 연구의 분석 결과 다음과 같은 함의를 얻어낼 수 있었다. 첫째, 비모수 통계 방법론을 이용하여 다양한 분석을 수행한 결과, 효율성 프론티어의 가정 차이에 따라 DEA(CCR, BCC), FDH는 서로 다른 효율성 지수값을 보여 주었다. 둘째, 국가직 공무원의 지방직 전환 이후 효율성 분석에서는 농업기술센터의 효율성 개선이 잘 이루어지지 않은 것으로 나타났다. 셋째, 최적의 벤치마킹을 찾기 위해 Tier 분석을 실시한 결과 구미→청송→김천의 표준경로를 찾아 낼 수 있었는데 이는 관리개선 프로그램 개발이나 관리방침 수립에 있어 시행착오나 비용절감 등에 도움을 줄 수 있다. 마지막으로 비효율적 기관으로 분류된 집단은 관리ㆍ운영상 문제에 그 원인을 찾을 수가 있다. 이는 비효율성의 주원인으로서 순수한 기술적 비효율성과 규모의 비효율성이 혼재한 상태이거나 순수한 기술적 비효율성이 더 많이 발생하고 있는 것으로 밝혀졌다.
