A Study on Strategy for Activation of Community Radio - Focused on Cognition of Citizen- Chon, Chyun-Woon Community radio has a series of obstacles in the aspect of management. First, Community radio is yet much short in the ability of being a business itself, even though the community radio has been allowed broadcasting commercial advertisements. Second, the support from the commission, which was the biggest part of community radio’s finance, has been reduced. The reducing support to the community radio is yet early to be decided when the community radio is not settledin a good manner. Thus, positive support from the commission is in need. Third, cutting radio-wave power does not only affect on limitation of the radio’s covering areas but also spoil the quality of the sound signal. To cope with those obstacles facing with the community radio, enhancing the wave power, improving the finance structure, and managing man power could be brought up in mind as solutions. By enhancing the wave power, once the radio’s signal quality and its covering areas are set in a fine manner, local citizens would show up their participation to the radio. As a result, the formation of radio program would meet stability and the expertise of organizing the program would be improved, as well.

공동체라디오방송의 개설과 관련하여 고려되어야 할 전반적인 상황은 다음과 같다. 첫째, 공동체라디오방송의 광고방송은 허용되어 있으나 아직은 자체수입원으로서는 미약하다는 점이다. 둘째, 공동체라디오 방송 재정의 대부분을 차지하는 방송위원회의 지원이 축소되었다는 점이다. 물론 시간이 갈수록 각 방송사는 안정적 재원을 마련해야 하지만 아직 공동체라디오 방송이 제대로 자리 잡지 못한 상황에서 방송위원회 지원의 축소는 성급하며, 방송위원회의 더욱 적극적인 지원이 필요하다는 점이다. 셋째, 현재 공동체라디오방송의 출력범위의 협소는 청취지역의 협소만 문제되는 것이 아니라 청취의 질을 떨어뜨리고 있다는 점이다. 이러한 기본적인 한계를 극복하고 중점적으로 해결해야 할 문제점으로 출력증강, 수익구조개선, 체계적 인력관리를 들 수 있다. 현재 공동체라디오방송은 재정, 프로그램 편성, 인력관리 상 어려움을 겪고 있지만 출력증강으로 청취의 질이 좋아지고 방송권역이 넓어지면 주민들의 공동체라디오방송에 대한 관심과 참여가 높아지면서 프로그램 편성도 안정되어 가고 제작의 전문성도 제고될 것이다.
