This study is to analyze the present local child care administration of local government, which leads the public child care with the necessity of it, and to seek the tasks for the development of this child care administrative system by focusing on the problems derived from the analysis. The local government, which manages and treats the child care policy on the local level under the control of the central government, is acting a major role for the development of the child care. Under the present situation, where child care policy is executed by the central government, the ability to execute in terms of the resources, financial, and establishing the organization is too limited. In order to develop the child care, which is sure to guarantee our future promising, the task to establish the local child care system is absolutely needed. Especially, in order to reinforce the public child care, not only the locall administrative support, but also the professionals for the education and the settled financial are to be solved first. First of all, for the secure development of the local child care, the cooperation of the public officials who are in charge of the education on the spot should be preceded. Local government should establish the cooperative system with the major partners who are involved with the child care. At the time when their experiences and opinions are accepted in establishing the child care policy and its policy is well balanced with their understanding and cooperation, the quality of the child care service will be much improved.

본 연구는 공보육의 필요성과 함께 보육발전을 이끌어가는 지방정부의 보육행정 현황을 분석하여 도출된 문제점을 중심으로 지방보육행정의 발전과제를 모색하는데 있다. 지역적인 수준에서 보육정책을 수립하고 중앙정부의 보육사업을 위임받아 처리하는 지방정부는 보육발전의 중추적인 역할을 하고 있다. 보육사업이 중앙정부차원에서 대부분 수립되고 있는 상황에서 지방정부의 집행능력은 재정과 인력, 그리고 전담기구와 지원시스템의 구축 등에서 한계를 드러내고 있다. 우리의 미래를 담보하는 영유아의 보육을 발전시키기 위해서는 지방보육행정시스템의 확립이 절실하다. 특히, 공보육의 강화를 위해서는 실제 보육업무를 추진하는 지방의 행정지원체제의 보강은 물론 보육인력의 전문성과 안정된 재정확보는 우선적으로 해결되어야 할 과제이다. 무엇보다도 지방정부의 보육발전을 위해서는 실제 보육을 담당하는 보육시설의 보육담당자의 협조가 전제되어야 한다. 지방정부는 지역사회의 보육관련 모든 주체들의 협력 체제를 구축하는 일이 시급하다. 그들의 경험과 의견이 보육정책에 투입되고 보육사업의 추진이 그들의 이해와 협력으로 이루어질 때 보육서비스의 질적 수준은 크게 향상될 것이다.
