Recently, there are many demonstrations in Korea which the police have great difficulties dealing with. Due to the strict policy against illegal demonstrations, the police commissioner is often seriously criticized by the civic groups. Sometimes even the commissioner's position can not be guaranteed fully because of the political situations and conflicts occurred from the demonstrations.Looking at the importance of police organizational size and its duties, the commissioner's position should be upgraded from vice-minister to ministership. The way of appointing police officers to the managemental post should be changed from close to open system. In fact, through the survey it is found that most of the police officers agree to the open system. Especially, USA, UK and German police's experiences can be a good role model in police manager appointment. Increasingly, more police officers should be recruited for the purpose of proper handling the police duty. For example, they try to do effective crime prevention, successful investigations, and public order maintenance etc. Police personnel structure has to be improved from the Eiffel tower model to bell type model. More civilian employees and police women should be increasingly recruited.Furthermore, improving the officers' capability and their skills in the task accomplishment, entry-level training should be intensified and emphasized. Short term-personnel management practice should be changed in the future. When the police officers get promoted, their capability, sincerity, and specialty should be objectively evaluated. It is very necessary to invest more in the police science education at the universities. That's why the Korean police should have more interests on education in the universities. In addition, for the better investigation process through the cooperation between police and prosecutor, harmonized arbitration on investigative powers should be accomplished. Police decentralization has to be promoted sooner or later and for the effective law enforcement police duty-related laws and regulations should be revised and new bills have to be passed. Finally, the Korean police should try to guarantee their people to keep safety zone and secure their daily lives.

한국 경찰은 집회시위와 관련, 종종 조직 책임자의 진퇴까지도 거론된다. 경찰청장의 위상이 안정되지 못하고, 임기제도 잘 준수되지 않고 있다. 조직규모와 직무의 중요성을 감안, 장관급으로 격상되는 것이 바람직하다. 경찰관리자의 임명방식도 폐쇄형에서 개방형으로 개선될 필요가 있다. 실제로 많은 경찰관들이 개방형 임명방식에 동의하고 있는 것으로 나타났다. 치안수요를 감안하여, 적실한 경찰력 증원이 필요하다. 하위직 편중 인력구조도 개선되어야 한다. 경찰조직내 구성원들의 민간인화에 대한 새로운 인식이 필요하며, 여성경찰관의 채용비율도 점진적으로 15-20% 수준으로 향상되어야 할 것이다. 직무 전문성을 향상시키기 위해 기본교육과정을 강화하고, 단기 인사관행을 개선하여 직무전문성을 높이도록 해야 한다. 또한 경찰관 승진시, 직무전문성과 성실성 및 개별경찰관의 능력이 객관적으로 반영되도록 해야 한다. 경찰학관련 학문분야의 균형발전을 위한 경찰의 관심이 높아져야 한다. 또한 수사권조정, 경찰조직의 분권화, 경찰직무집행의 법적 근거 등 현안문제에 대한 개선이 긴요시 되고 있다. 한국 경찰은 시민들에게 안전한 생활영역을 확보해 줄 수 있도록 노력해야 할 것이다.
