According to the circumstances of rapid development on information technology and incessant appearance of the advanced technology, the related new terminologies are coming out unceasingly. Therefore, it is very important touchstone that the new terminologies related information technology might be captured promptly and the terminologies should be defined correctly to deliver the exactly meaningful definition to the necessary places rapidly. First of all, the construction of the new terminologies being increased geometrically might be ready to make up the establishment of terminology on the basis of standard principles. It is also necessary to
construct the system for the standardization of terminologies among the basic mechanisms being created and being utilized on the establishment level of terminology. That is the problem on the construction of basic systems for the technology and culture. In the present paper, the correct selection mechanism of the new terminology is proposed in the selective works
of new terminologies related the information technologies for the guide book of development in the information science and technology.
The description problems of foreign languages, Chinese characters, and new terminology distribution are also defined systematically on the basis of the essential principles in the formation processes of new terminologies. In addition, the selection problems and
selection methods of abbreviations are also defined systematically on the basis of formation principles for the terminologies.
